The process entailed televising all main line sewers and evaluating the video using industry - standard pipeline assessment/pipeline condition (PAPC) protocols. These are the same protocols utilized to assess the condition of combined and separate sanitary sewer mains. When televising and evaluation was completed in 2021, the entire 165,085.12 linear ft. system had been evaluated. Table 1 describes the various condition ratings for storm sewer pipes. Table 2 summarizes the overall condition of the storm sewer system and provides cost estimates for requisite repairs. The system was assessed to be in very good condition with only 16,707 linear feet of the system requiring rehabilitation (10.12% of the system). A grant in the amount of $788,000 was awarded in 2024 and made available for expenditure earlier this year. This funding will allow the Village to rehabilitate almost all the worst sections of its storm sewer system (Category 5). The storm main remaining to be rehabilitated will be addressed by an annual program beginning in 2026, funded by Flood Control funds or future grant opportunities. Staff will seek to budget approximately $130,000 annually over the next ten years to complete the work. The scope of work in this year's project includes 40 pipe segments totaling 9,379 linear feet of storm sewer pipe rated as Category 5. The pipe diameters for this year's project range in size from 10" to 30". The CIPP storm sewer lining contract being proposed this year is a one-year contract. Bid Results A notice to bidders was posted on the Demandstar website by Onvia. Sealed bids were received on February 18, 2025. Eight contractors submitted bids for this project. The bids ranged from $786,265 by Visu- Sewer to $1,085,858 submitted by SAK Construction. Staff estimate for this project was $800,000.00. All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid proposal packet. All bids were checked for their accuracy. All bidders correctly signed their bids, bid bonds and acknowledged the four addendums. Bidder Bid Price Visu-Sewer $786 265 Hoerr Construction $789,091 Innovative $832,135 -Underground Inliner $835,678 Insituform $847,424 -Technologies Benchmark Construction $848,087 National Power $949,585 Roddin Sak Pipeline $1,085,858 Discussion Staff requested clarifying information from the two lowest bidders, Visu-sewer and Hoerr Construction, to verify their abilities to comply with the requirements established by the Department of Commerce and Economic Opportunity (DCEO) for the grant funding. Visu- Sewer submitted a letter stating that they could not comply with all the grant funding requirements. Hoerr Construction submitted information indicating that the firm could comply. Staff submitted the clarifying information from Hoerr Construction to the Department of Commerce and Economic Opportunity (DCEO) for verification of compliance. DCEO determined that Hoerr Construction provided an acceptable method/approach to satisfying the Minority Business Enterprise/Woman-owned Business Enterprise (MBE/WBE) and Apprenticeship elements of the grant. As a result, staff is recommending an award to the second low bidder, Hoerr Construction, for an amount of $789,091 as the lowest competent bidder, demonstrating the ability to meet all elements of the bid specifications and rejecting the low bid from Visu-Sewer for $786,265 for non-compliance with bid and grant requirements. Hoerr Construction has successfully completed several Village CIPP Projects in the past. The firm performed well on all projects. Hoerr Construction has completed several million feet of CIPP liner installation in other communities throughout the Midwest since the company's founding in 1994. All reference checks indicate the firm has consistently performed work of this scale and scope. Hoerr's bid submittal is attached. Alternatives 1. Reject the lowest -cost bid as non -responsive to the bid documents and award a contract to the second lowest -cost, responsive bidder for the 2025 Storm Sewer Lining Project for an amount not to exceed $789,091. 2. Action at the discretion of the Village board. Staff Recommendation Staff recommends rejecting the lowest -cost bid submitted by Visu-Sewer as non -responsive to the bid documents and accepting the second lowest -cost, responsive bid submitted by Hoerr Construction of Goodfield, Illinois for the 2025 Storm Sewer Lining Project for an amount not to exceed $789,091. We anticipate utilizing a total spend of approximately $230,000.00 with Tiles in Style, dba Taza Construction which is listed in the Cook County M/WNBE directory as both a MBE and WBE distributor for Commodity Code NAICS 237110 Water and Sewer Line and Related Structures Construction. For the apprenticeship hours goal, we don't anticipate a problem with getting 10% apprenticeship hours for this project. Based on the current scope of work as listed in the bid documents, our entire crew will be union laborers and we currently have several apprentices on our Chicagoland crews that we can utilize. However, our ability to comply with the stipulation that half of these apprenticeship hours have to be from graduates of the Illinois Works Preapprenticeship Program, the Illinois Climate Works Preapprenticeship Program, or the Highway Construction Careers Training Program is entirely dependent on if the laborers' union has any available at the time of this project. From what we have seen on previous projects, there are very, very few graduates of these programs available in the laborers' union apprenticeship program. Again, we should be able to meet the overall 10% goal with our current workforce, and we can ask the union hall if they have any graduates of these programs available once the project is set to begin if that is what the terms of the grant require. All our crew members are specially trained to work with National Liner material and equipment. This training is proprietary and only given to National Liner licensed affiliates. It enables our crew members to operate this specialty equipment used to invert cured in place pipe into sewer lines and to operate the boiler trucks or steam generating units to cure the lines. This extensive training allows us to provide a more efficient work manner and provide the Village with a better final product. In addition, other job qualifications are holding a commercial driver's license with haz-mat and tanker endorsements, passing drug and background tests, and achieving certain scores on mechanical aptitude tests. Having said this, the opportunity for hiring minority contractors on cured -in -place lining projects is very limited. Due to the highly specialized training and equipment we cannot just pull any person off of the street to install cured in place liners. Also, we cannot just walk into the union hall and pick a guy off of the bench and expect them to perform and install a cured in place liner. This type of training does not exist outside of a lining companies shop or work sites. All of the sewer prepping, sewer lining and lateral cutting will be self performed by Visu-Sewer crews. This is due to making sure sewers are properly cleaned, laterals are measured, liners are installed properly and laterals are cut out and brushed properly. We will have some opportunity for MBE/WBE subcontractors to work on the limited traffic control and pulling manhole tops for liner insertion. Keeping in mind this work is only valued at $26,000.00 for this contract.
