This memorandum transmits a recommendation to procure construction engineering,
inspection services, and contract administration for the Oakton Street Water Main Extension
Project.
The requisite work requires technical, as well as practical, engineering knowledge and
experience jack and boring, horizontal directional drilling, maneuvering around existing
underground pipelines, as well as traffic control in a high traffic volume work zone. The work
also requires installing a 12" water main, main line valves and main line fire hydrants.
Staff asked Burns & McDonnell to submit a proposal to provide these services. Staff specified
that the proposal should feature appropriately trained and experienced construction engineers
to facilitate the various construction methodologies (directional drilling, jacking, open
excavation, etc.) required to construct the Oakton Watermain Extension Project.
Discussion
Burns & McDonnell has successfully completed numerous water distribution improvement
projects for the Village in the past, including the emergency water interconnection project,
water main replacement projects, water/sewer rate study, and developed a comprehensive
hydraulic model of the Village -owned water system.
Additionally, the firm has been involved in the development of the Oakton Street Water Main
Extension Project since inception. Burns & McDonnell engineers completed all preliminary
work, helped coordinate temporary and permanent easements with surrounding property
owners, and developed the final plans and specifications necessary to bid and construct the
improvements.
It is the opinion of staff that Burns & McDonnell is uniquely well -qualified to provide
construction engineering services for this project.
Attached please find a proposal from Burns & McDonnell to provide the requisite construction
engineering services for a fee of $118,500. This fee is approximately 6% of the construction
cost. Typically, fees for construction engineering services range between 8% - 10% of
construction contracts. It is the opinion of staff that this fee is reasonable and competitive for
the work required.

Staff Recommendation
Staff recommends that the Village Board accept the proposal from Burns & McDonnell
consulting engineers to provide construction engineering services for the Oakton Watermain
Extension Project in an amount not to exceed $118,500.

Oakton Street Water Main Extension — Construction Engineering Services
Dear Mr. Dorsey:
Burns & McDonnell Engineering Co., Inc. (BMcD) has prepared a Scope of Services (Scope) per your
request for providing construction engineering services during the construction of a new Village water
main for the subject project.
SCOPE OF SERVICES
General: The Construction Administrator will serve as the Village of Mount Prospect's representative for
the entire construction project as assigned by the Village. As such he will function as an extension of the
Village's staff and be responsible for overall implementation and management of the project. The
Construction Administrator and construction team will provide the Specific Duties and Responsibilities
Listed below. The Construction Administrator will work closely with and report tothe Director ofPublic
Works orhis designee.
Specific Duties and Responsibilities:
1Project Control: Establish and maintain Lines of communication, authority, and procedures for
coordination among the Village, Director, Design Engineer, Contractors, and RPR as needed to carry
out the project construction requirements.
2. Contract Requirements: Administrates and monitors for the Director, contractors and other
project consultants, the contractual requirements for items such as insurance, bonds, and general
conformance with contract requirements.
3. Construction Monitoring: Monitors the work ofcontractors and RPRfor quality control ofthe
construction work and compliance with the design drawings, specifications and other required
regulations.
4. Scheduling: Works with the contractor and RPR to establish and maintain a workable construction
schedule agreed to by all parties. Provide regular monitoring of the schedule as construction
progresses. Identify potential variances between scheduled and probable completion dates.
Review schedule for work not started or incomplete.
5. Administration: Handle all project administrative correspondence including preparation of all
written documents and correspondence requiring the Village's and Director's signature and
authorization. Maintain a file on all project correspondence and records to include daily
construction reports prepared by the Design Engineer's field RPR. This also includes review of shop
drawing submittals and Requests for Information (RF|).

G. Contractor's Payment: Review and process for payment, through the Director, applications by
contractors for progress and final payments. Up to four monthly pay requests are included.
7. Change Orders: Recommend necessary or desirable changes to the Director, review requests for
changes, and handle administrative aspects to include contractor negotiations, formal preparation
and submission with recommendation tothe Director. Uptofour (4)change orders are included.
O. Job Meetings: Conduct periodic progress meetings with all associated parties to review
construction pnogreoa, procedures, scheduling, design interpretution, problem areas and overall
coordination. Up to a maximum of five (5) proAn+oa meetings and a preconatruction meeting to be
attended bythe Construction Administrator are included.
9. Final Completion: Together with the Design Engineer and RPR conduct and develop a pre -final.
inspection and develop a pre -final. punchlist for the contractor. Upon competition of the pre -final
punchlist notify the Director that a final inspection is in order. Attend the final inspection with the
Village and contractors. Advise the Director when all punchList work resulting from the final
inspection has been completed. Recommend, prepare, and process all final pay estimates through
the Director.
10. Conformingto Construction Drawings: Prepare conformingto construction drawings based on
records provided bythe Contractor.
General: The RPR will be onsite for day to day control of the project. They will include field and
construction observation, contract documents interpretation, contract administration and general
coordination of the day to day construction activities by the contractor, and weekly progress meetings.
RPR will coordinate with Village and notify the Village of any substantial schedule changes confirm
compliance with contract drawings and specifications. The RPR will work closely with and report to the
Construction Administrator. The RPRwiK provide the following duties:
Specific Duties and Responsibilities:
1. Liaison and Contract Control: Assist the Contractor inunderstanding the intent ofthe contract
documents. Serve as the Village's representative with the Contractor and work principally through
the Contractor's on -site superintendent. Serve as the Village's liaison with other local agencies,
utility companies, state agencies, businesses, etc. Keep the Village advised ofduy-to-day
a. Conduct on -site observations of the work in progress to determine that the project is
proceeding in accordance with the contract documents and that completed work will conform
to the requirements of the contract documents.
b. Identify work believed to be unsatisfactory, faulty or defective or does not conform to the
requirements of the contract documents, or does not meet the requirements of inspections,
tests or approval required to be made; and advise Construction Administrator ofaction taken
and ifspecial testing orinspection will berequired.
c. Verify that tests are conducted as required by the contract documents and in presence of the
required personnel, and that contractors maintain adequate record thereof; observe, record
and report to Construction Administrator appropriate details relative to the test procedures.

d. Observe required field tests such as concrete tests or, soil compaction tests as specified and
performed by others. Review the results of all field and Laboratory tests to determine the
suitability of materials tested. Notify Contractor and Village ofany deviations.
e. Accompany visiting inspectors representing public or other agencies having jurisdiction over
the project, record the outcome of these inspections and report to Construction
Administrator.
3. Contractors Request for Information (RFI): Respond to Contractor RFIs regarding the drawings
and specifications which may be submitted by the Contractor and make recommendations to the
Construction Administrator with any time and cost implications for final decision.
4. Schedules: Review construction schedule prepared bythe contractor. Bealert tothe construction
schedule and to the conditions which may cause delay in completion and report same to the
contractor and the Construction Administrator in sufficient time to make adjustments.
5. Conferences: Schedule, attend, lead and prepare minutes for progress meetings with associated
parties toreview the overall project status.
u. Handle day today contract administration and associated correspondence in accordance
with the established procedures.
b. Maintain at the job site orderly files for correspondence, reports of job conferences,
reproductions of original contract documents including addenda, change orders, field orders,
additional drawings issued subsequent to the execution of the contract documents, progress
reports, and other project related documents.
c. Keep a diary or tog book, recording contractor's hours on the job site, weather conditions,
data relative toquestions ofextras ordeductions, list ofvisiting officials, daily activities,
decisions, observations in general and specific observations in more detail as in the case of
observing test procedures.
d. Record names, addresses and telephone numbers of contractors, sub -contractors and major
suppliers ofequipment and materials.
7. Contractors Payment Requisition: Review applications for payment with contractor for
compliance with the established procedure for their submission and forward them with
recommendations to Construction Administrator, noting particularly their relation to the schedule
of values, work completed and materials and equipment delivered to the site.
O. Change Orders: Perform initial evaluation of change orders and submit same to Construction
Administrator with recommendation and cost estimate breakdown for final approval and
processing.
9. Conformance toConstruction Drawings: Upon completion ofthe project and based on
Contractor's records, update design drawings to conform to construction.

Together with the Construction Administrator conduct and prepare a pre-finaL inspection and
give to the contractor a pre-finaL punchlist. Notify the Construction Administrator in writing
when all work iocompleted and ready for final payment.
b. Together with the Construction Administrator conduct a final inspection with the Village and
the general contractor. Prepare a final punchlist and submit to the Contactor. Notify the
Construction Administrator in writing when all work is completed and ready for final payment.
ASSUMPTIONS
° If multiple crews are working simultaneously, there will still only be one (1) RPR working on the
project. Additional RPRs can be added for additional fee.
° Uptoamaximum of10RF|responses ioincluded.
a A total of 20 submittals and resubmittaLs are included for a total of 40 review hours.
* RPR is assumed to be working full-time for a total of forty (40) business days.
° One (1)RPRworking day ioassumed tobe10hours.
* A fleet car has been included for a total of three (3) months
* Materials testing services is not included, since that will be paid directly by the Village
COMPENSATION
For the above tasks, Burns & McDonnell proposes to perform the above work at a not -to -exceed fee of
$118,500 to be paid at Time & Materials in accordance with the attached detailed breakdown of costs
and rate sheet.
If this proposal is satisfactory, please sign and date this document along with the attached Terms and
Conditions and return one signed copy to us to affect an Agreement. The attached Terms and Conditions
for Professional Services are incorporated in and made a part of the Agreement.

NOTES:
1. Position classifications listed above refer to the firm's internal classification system for employee compensation. For

2. For any nonexempt personnel in positions marked with an asterisk (*), overtime will be billed at 1.5 times the hourly
labor billing rates shown.
3. For expenses incurred by Burns & McDonnell, such as authorized travel and subsistence, shipping, printing and
reprographics, transportation and for services rendered by others such as subcontractors, the client shall pay the
cost to Burns & McDonnell plus 10%.
4. Monthly invoices will be submitted for payment covering services and expenses during the preceding month.
Invoices are due upon receipt. A late payment charge of 1.5% per month will be added to all amounts not paid
within 30 days of the invoice date.
5. The services of contract/agency and/or any personnel of a Burns & McDonnell parent, subsidiary, affiliate, or related
or associated entity shall be billed to Owner according to the rate sheet as if such personnel is a direct employee of
Burns & McDonnell.
6. The rates shown above are effective for services through December 31, 2025, and are subject to revision thereafter.
The composition or build-up of the rates shown above are not subject to audit, inspection, or review.
