Meeting March 18, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Y Dollar Amount $131,480.00 Budget Source General Fund and Water & Sewer Fund Category CONSENT AGENDA Type Action Item Information The Public Works Department has let a contract to repair storm sewer catch basin/inlets and storm sewer pipe over the last several years. Many of the Village's storm sewer -related structures are constructed of brick and basin block and over time the mortar, brick, or block deteriorate requiring patching, reconstructing, or total replacement. The repairs are typically performed with concrete adjustment rings and pre -cast cones to minimize future deterioration of the mortar joints. This work is generally completed by September/October insuring that all structures are in a good state of repair for the fall rainy season and to minimize any possible wintertime failures. The proposed contract includes spot repairs to main line storm sewer pipe. Sewer mains occasionally become problematic due to improperly aligned joints or deterioration due to age and/or ground movement. The storm sewer work will generally involve realigning pipes and/or replacing small sections of storm sewer pipe. The requested funds are for necessary labor, materials, and equipment for catch basin/inlets/storm sewer pipe repairs. The contractor shall repair, replace or install manholes, catch basins, inlets, and storm sewer pipes by November 1 of each year. Work will be performed at various locations throughout the Village. The bid award is for a two-year term 2025 and 2026. The bid also includes an option to extend the contract by two additional one year extensions if both parties agree. Both extension years have an annual price adjustment based on the average Chicago -based CPI with a 2% minium and 4% maximum increase. Bid Results A bid opening was scheduled with sealed bids being opened at 1:00 P.M. on February 18, for the proposed sewer catch basin, inlet, and storm sewer pipe repair contract. Plans and specifications were made available on the Village of Mount Prospect's Demandstar website (online bidding house). All bids were submitted with requisite documents, security, and signatures. The lowest -cost bidder is DeVinci of Oak Brook, IL. All provided references were called, with all responding that De Vinci has successfully completed work of this scale and scope in a satisfactory manner. All references would hire DeVinci Construction in the future if given the opportunity. DeVinci has previously performed this work for the Village, holding this contract in 2023 and 2024. Alternatives 1. Accept the lowest cost, responsive bid for the 2025-2026 Catch Basin, Inlet, and Storm Sewer Pipe Repair Contract for an amount not to exceed $131,480. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest cost bid for the 2025-2026 Catch Basin, Inlet, and Storm Sewer Pipe Repair Contract as submitted by DeVinci Construction for an amount not exceed an annual amount of $131,480 in fiscal year 2025. Expenditures in 2026, and subsequent years, will be limited to funds appropriated for this purpose. Staff also request authority to extend the contract by two, one-year extension options if performance is satisfactory and the contractor agrees to extension terms specified in the bid documents.
