Action Item
A key component of the Mount Prospect Strategic Plan is to improve the Village's
infrastructure, including identifying areas where sidewalks are needed on arterial roadways.
This year's New Sidewalk Program includes the installation of a sidewalk on the east side of
Wolf Road, between Euclid Avenue and the Prospect Heights train station north of Euclid
Avenue, connecting commuters to adjacent subdivisions.
This missing sidewalk segment is ranked as one of the highest priorities in the Village's
sidewalk matrix. The sidewalk matrix is a spreadsheet that ranks missing sidewalk segments
on publicly -owned streets based on many factors, including traffic volume, sidewalk, and bike
routes. Elements will also include nearby destinations such as schools, parks, churches,
shopping, and restaurants when prioritizing projects. A copy of this matrix can be viewed on
the Village website.
This project will also complete the sidewalk system along Wolf Road from Palatine Road to the
north (Prospect Heights), through Mount Prospect, to Golf Road on the south.
The right-of-way (ROW) north of Wolf Road is under the jurisdiction of the Illinois Department
of Transportation (IDOT). The property adjacent to Wolf Road in this area belongs to ComEd
and is partly in a floodplain.
Staff is seeking to enter into a contract with a consulting engineering firm for engineering
design and construction inspection services to facilitate construction of the sidewalk
improvement. The 2025 Village Budget has allocated funds for engineering design and
construction inspection for construction in 2025.
Request for Proposals
A Request for Technical and Cost Proposals for engineering consultant firms to provide
engineering design and construction inspection services was posted on the Demandstar
bidding website. Four consulting engineering firms responded. Technical proposals and Cost
Proposals were submitted. Firms were asked to submit as part of their proposal the following
information:
1. Resumes of key personnel and related experience on similar type of projects.
2. Summary of the firm's approach to the project.
3. Staff hours estimate and cost proposal for major phases of work.
4. Project schedule.
Key tasks that are identified to be performed include:
• Perform a field survey.
• Prepare construction plans, specifications, and a construction cost estimate.
• Coordinate design with utility companies.
• Prepare permit applications and obtain approval of plans and specifications from IDOT,
ComEd and MWRGDC.
• Provide bidding assistance for a construction contract.
• Provide horizontal and vertical construction layout of the proposed improvement.
• Provide construction supervision and inspection.
• Coordinate final inspection and paperwork.
• Prepare as -built drawings.
RFP Results
The consulting firms' Technical and Cost Proposals were reviewed based on their
understanding of our goals and their methodology of the design process. They were rated
(with a maximum score of 100 points) according to these specific categories: firm background,
personnel background, project experience, proposal content, and value. The rankings are:

Discussion
Staff identified Bowman as the preferred consultant. Bowman has put together a very strong
project team with experience in design engineering for numerous state and municipal projects.
They have a very experienced professional engineering staff with a thorough understanding of
the project coordination, communication, and documentation needed to successfully
accomplish the project within the proposed schedule. They also have experience working on
projects requiring permits from various regulatory agencies, including IDOT, MWRD, IDNR,
and ComEd and understand each of their processes and design requirements to obtain plan
approval.
Boman's experience also extends to construction inspection services as they worked for the
Village on the recent Central Road Resurfacing Project, between Rand Road and Wolf Road.
References were checked and found to be acceptable.
It is Village staff's opinion that Bowman will provide the best product at an appropriate
number of hours dedicated to engineering design and construction inspection services.
In addition, it is the opinion of staff that Bowman has requested a reasonable, competitive fee
for requested services.
Alternatives
1. Accept proposal for engineering design and construction inspection services for the Wolf
Road New Sidewalk Project.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal from Bowman of Chicago, Illinois
to provide engineering design and construction inspection services for the Wolf Road Sidewalk
Project for an amount not to exceed $61,887.67.

General Scope of Work
Agency: Village of Mount Prospect
Project: Wolf Road Sidewalk Project
Location: Wolf Road, Between Euclid Avenue and the Village Limits
The Village is interested in providing a new sidewalk/pathway on the east side of Wolf Road between
Euclid Avenue and the Village Limits, approximately 850'. The intent of the project is to connect the
existing sidewalk north of Euclid Avenue to the train station property at the Village limits. Wolf Road is
under the jurisdiction of Illinois Department of Transportation (IDOT) and the property adjacent to the
proposed route belongs to Commonwealth Edison (ComEd). The ROW consists of some curb and gutter,
concrete pavement, asphalt pavement, and ditches. The curb and gutter and concrete pavement
extend approximately 120' north from the existing sidewalk, thereafter, the pavement is asphalt and
there is no curb and gutter. Approximately 250' of the project is in the floodplain. A permit from IDOT
will be required and a Watershed Management permit from the Metropolitan Water Reclamation
District of Greater Chicago (WRDGC) may be required with this project. It is anticipated that part of the
route will be on ComEd property and a permit from them will also be required. Design, construction,
and construction engineering services will be funded 100% by the Village.
Initially, the Village pursued ComEd to locate the sidewalk on their property. An Environmental Due
Diligence Checklist for ROW Land Lease Request was submitted to ComEd for a 10' wide easement.
Subsequently, additional documentation, including a plat of survey for the easement and preliminary
plan, were submitted to ComEd. Both are attached for your reference. Their initial review informed us
that pathways are not permitted to be concrete. Asphalt or gravel is acceptable, and it must be
designed to HS20 loading to withstand ComEd traffic. Additionally, elevation datum is to be in NAVD
88 format and culverts, or other underground structures are not permitted within the ComEd
transmission property. Consequently, because of ComEd's review, the preliminary plan and easement
will need to be revised. The Village will be responsible for getting the easement revised for any part of
the route located on ComEd property.
At a minimum, the following tasks shall be included in the scope of services. The Village will consider
additional tasks at the consultant's recommendation.
Design Services:
1. Coordinate a Project Kick -Off Meeting with Village Staff.
2. Coordinate monthly meetings with Village Staff.
3. Perform field survey of topography, utilities, and right-of-way features along the route of the
proposed improvement. Plans to also show Village boundaries.
4. Coordinate with public utility companies.
5. Prepare preliminary and final construction plans, details, specifications, and bid documents.
6. Prepare preliminary and final cost estimates.
7. Prepare all required permit applications and obtain approvals of plans and specifications from
all appropriate agencies.
8. Assist with the bidding process.

PROJECT UNDERSTANDING
Our team visited Wolf Road between Euclid Avenue and
the train station property at the Village limits.The Village is
train station property at the Village limits.
Wolf Road baminor arterial under Illinois Department of
Transportadon(|D{7T) jurisdiction. The property 10the east of
Wolf Road belongs toCommonwealth Edison ([omEd).Wolf
Road consists ofacurb and gutter and concrete pavement
starting e1the existing sidewalk atthe south and extending
north before tnansitimningtmasphalt pavement and mnopen
drainage system tothe north end near the train station
With the exception ofthe existing sidewalk connection at
the south end ofthe project, which isinthe |DOTROW, the
sidewalk/pathway isproposed tobebuilt onthe ComEd
property byobtaining alO-ft-wideeasement. Culverts, or
other underground structures, are not permitted within
the ComEdtransmission property; therefore, the proposed
culvert will need tn6emoved. The preliminary plan and
easement may need tmbenevised.TheVillage will be
responsible for revising the easement for any part ofthe
route located on[omEdproperty. There may beasolution
10the drainage issue that does not require revising the
proposed easement plat.
One ofthe initial design tasks will bestudying the
connection to the existing sidewalk. There are ditch/
depres ional areas on the east side ofWolf Road. The
culvert shown onthe overall exhibit will not bepermitted
per [mmEd'sresponse. Bowman will present options tothe
Village for addressing the drainage issues inthis area.
The connection tnthe existing sidewalk isin|D{T[ROW and
will require an|D0Tpermit,
From the connection to the existing sidewalk to
the Zone AE floodplain. The proposed work may be covered
by Regional Pern-dt 3 pi-tvyid-ed that no fencing o-r-fill is placed
in the floodplain and the sidewalk is built at or below qrade,
A permit determination from IDNR-OWR will be obtained.
Apennit determination letter will besubmitted tothe
Metropolitan Water Reclamation District ofGreater Chicago
(N1VVRDG[)todetermine |faWatershed Management permit
isrequired. The south end ofthe project iswithin aFlood
Protection Area, and the overall project limits will bevery

The objective ofthe project istoprovide anew sidewalk/
pathway onthe east side ofWolf Road from the existing
sidewalk terminus approximately 85Dftsouth ofthe Village
limits 10the municipal boundary with Prospect Heights a1
the KAetrastation parking lot. Bowman intends tosupply
the Village with preliminary and final construction plans,
necessary documentation toissue the contract documents
for bid and construction engineering services tocomplete
the improvement for the Village.
Design Engineering Services
Bowman will reach out toregulatory agencies and begin the
permitting process due 10general lead times for approval.
|DOTand GmmEd coordination efforts will also beinitiated
toinform them mfthe proposed work within their respective
properties, Coordination efforts with ComEd and
regulatory agencies will bethe key drivers that impact
the schedule. The Village has scheduled construction work
