Information
Funds have been requested in the current budget to continue combined sewer system repairs,
separate sanitary sewer system repairs, and separate storm sewer repairs utilizing the cured -
in -place -pipe (CIPP) process. This process entails rehabilitating existing sewer main segments
by inserting a cured -in -place pipe (CIPP) liner inside a host pipe segment. This method is
more cost-effective than open -cut excavation and far less disruptive. The Village has
successfully utilized this process since the late 1970's. See attached map of all Village -owned
sewers that were previously lined.
The combined sewer repairs were identified during the review of the Combined Sewer System
Evaluation Study (CSSES) completed in 2015.
The separate sanitary sewer repairs were identified during an in-house televising program that
is part of the Inflow and Infiltration Control Program (IICP) of the Metropolitan Water
Reclamation District of Greater Chicago (MWRDGC).
The storm sewer repairs were identified during storm sewer televising performed beginning in
2015 and running through 2021.
Staff is recommending the award of a CIPP install contract to Hoerr Construction at the March
18 Village Board Meeting for combined sewer, separate sanitary sewer and storm sewer lining.
Specific technical skills and experience are required to effectively monitor Hoerr Construction's
work quality and assure end -product quality. Technical monitoring of the pipe cleaning
process, liner inversion, curing, material core laboratory analysis, and post -construction video
review are tasks required to successfully complete the project. Staff prepared a detailed
request for proposals (RFP) to solicit their services. A copy of the RFP document is attached.
Reauest for Proposals
Consulting engineers were asked to submit a technical proposal detailing background, key
personnel, and approach to the project. Each firm was also asked to submit two separate cost
proposals indicating work effort anticipated and a not -to -exceed fee for each CIPP project.
The required scope of work for the combined and separate sewer lining project includes
14,000 linear feet of pipe ranging in diameter from 8" to 42" and an installation cost of
$1,606,926. The locations of the proposed pipe segments included in this year's project scope
are depicted on the attached map.
The required scope of work for the storm sewer lining project includes 9,379 linear feet of pipe
ranging in diameter from 10" to 30" with an installation cost of $789,091. The locations of the
proposed pipe segments included in this year's project scope are depicted on the attached
map.
RFPs were distributed to four engineering firms with expertise in the construction and
rehabilitation of sewer mains through means of CIPP lining. The RFP was also posted on the
Village's Demandstar site.
RFP Results
Five technical proposals and five cost proposals were received out of sixteen firms in
possession of the proposal. Two additional firms declined to submit proposals due to their high
workload in 2025. Each proposal was evaluated based on the background of the firm, related
project experience, proposed services and scope of work, scheduled work effort and proposal
content. Each firm received a point ranking (total points = 100) for each criterion. Table 1
below summarizes this analysis.

The highest -rated firm was Baxter & Woodman of Crystal Lake, IL. Baxter & Woodman has
performed this type of work in the Village over the past nine years. They have performed
exceptionally well and understand the expectations of the Village for this project. Their staff
have personnel who are certified in National Association of Sewer Service Companies
(NASSCO) Pipeline Assessment and Certification Program coding. All checked references
indicated that Baxter & Woodman performed well. Baxter & Woodman was also the firm that
reviewed and rated both the combined sewer system evaluation study and the storm sewer
system evaluation study.
Baxter & Woodman has successfully completed several engineering projects for the Village
over the course of the last 10 years. These projects include the development of the Village's
lead service line replacement plan, development of the Village's water main condition
assessment, deep well 16 rehabilitation program, the replacement of Booster Pumping Station
#4 motor control center, flow monitoring, sanitary and combined sewer spot repair projects,
deep well #17 rehabilitation Project, Lincoln relief station rehabilitation project, and the design
and construction observation for the 2018 water main replacement project.
Each firm was asked to submit a cost proposal as well. Table 2 and 3 below summarize staff's
analysis of costs.

Discussion
The lowest cost proposal was submitted by Spaceco for the combined and separate sanitary
sewer lining project and Chastain & Associates for the storm sewer lining project. A copy of
Spaceco's and Chastain & Associates cost proposal is attached.
It is the opinion of staff that Spaceco and Chastain & Associates understand the proposed
project but have not compiled a thorough proposal based on extensive experience. In their
technical proposal, they provided several examples of a firm providing engineering inspection
services for cured -in -place lining. However, the proposed project teams had minimal examples
of completed cured -in -place lining projects. The extent of their experience is roadway
improvement projects.
Baxter & Woodman understand the proposed project, has prepared a thorough proposal based
on extensive experience, requested a reasonable fee, and is well -qualified to perform the
work. The resident engineer assigned to the project is certified by the National Association of
Sewer Service Companies (NASSCO) in the industry -standard sewer pipeline assessment
protocols. All the Village's sewer pipes have been evaluated utilizing these protocols. The
preferred consultants from Spaceco and Chastain do not have this certification. A copy of
Baxter & Woodman's cost proposal is attached.
Alternatives
1. Accept Baxter & Woodman's proposal for provide construction observation for the 2025
cured -in -place lining project.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board accepts the proposal for 2025 Cured -in -place
pipelining project construction observation as submitted by Baxter & Woodman of Crystal
Lake, Illinois in an amount not to exceed $84,597

possible interview for engineering construction management services for the Village of Mount
Prospects, 2025 Combined and Separate Sanitary Sewer Lining and storm sewer lining (CIPP)
Projects.
Attached to this memo are:
A list of materials and information that should be included with your Technical Proposal and
Cost Proposal (Exhibit A). Two (2) cost proposals are required. One for the combined and
separated sanitary sewer lining project and one for the storm sewer lining project. These
projects are being bid separately.
A general definition of the scope of work and a schedule of dates and requirements for the
selection process (Exhibit B).

Agency: Village of Mount Prospect
Project: Combined and Separate Sanitary Sewer and Storm Sewer Lining Project's
Summary
1. The Village of Mount Prospect (Village) is seeking proposals from qualified civil
engineering consultants to observe and inspect combined and separate sanitary
sewers to be lined as part of the 2025 CIPP program. The Village will be lining an
estimated 14,000 linearfeet of both combined and separate sanitary sewer mains.
The Village has a bid posted for contractual lining services with a bid opening date
of February 18, 2025.
2. The Village of Mount Prospect (Village) is seeking proposals from qualified civil
engineering consultants to observe and inspect storm sewer to be lined as part of
the DCEO Grant Agreement 23-203301_Storm Sewer Lining. The Village will be
lining 8,912 linearfeet of separate storm sewer mains. The Village has a bid posted
for contractual lining services with a bid opening date of February 18, 2025.
Background
1. For the Combined and Separate sanitary sewer project, the pipe sizes range from
8" to 42" in diameter with estimated 170 service reinstatements. More than 60%
of this year's project includes larger diameter combined sewer pipe (15"-42"). This
year's list was developed from past CCTV efforts done by both Village staff and a
contractor. All pipe segments were graded to NASCCO standards. The pipe
segments being lined in 2025 are grades 3, 2 and 1. Attached is a spreadsheet
showing the pipe segments being lined this year.
2. For the Separate Storm Sewer project, the pipe sizes range from 10" to 30" in
diameter. This year's list was developed from past CCTV efforts done by a
contractor. All pipe segments were graded to NASCCO standards. The segments
being lined in 2025 are grades 5 and 4. Attached is a spreadsheet showing the pipe
segments being lined this year.
Problem Statement
The Village seeks a qualified Consultant to provide specified civil engineering services
necessary to implement and inspect a combined and separate sanitary sewer and Storm
Lining (CIPP) project. The scope and scale of this proposed project will be limited by
available funding.

Project Scope
The consultant will provide professional engineering services and provide, at a minimum,
the following:
Construction Management and Inspection Phase
1. Consultant shall conduct a preconstruction conference with
representatives of the Owner, Contractor(s), Utilities and other interested
parties affected by the proposed construction.
2. Consultant shall provide resident engineers, inspectors, technicians, and
surveyors for the project as follows:
Provide a Resident Engineer/Inspector (RE/1) for Full-time
observation of the work during the construction period to
observe and record construction progress under the
general guidance of the Engineer. On the basis of on -site
observation, the Engineer will keep the Owner informed
of the progress of the work, shall endeavor to guard the
Owner against defects and deficiencies in the work of the
Contractors, and may disapprove or reject work as failing
to conform to the contract documents.
ii. Prepare written daily inspection reports. Reports are to
be delivered to Owner in an electronic format. Digital
photographs documenting work tasks in progress as well
as any potential problems or unusual conditions shall also
be included with each report.
iii. Review pre -lining videos to ensure documentation of all
service laterals.
iv. Review post -lining videos to ensure all documented
service laterals have been reinstated.
V. Assist the Owner in preparation of any necessary change
order and/or field directives.
vi. Process monthly applications for payment submitted by
the Contractor(s), and forward to Owner with
recommendations for approval and payment.
vii. Assist the Owner with the resolution of inquiries,
complaints, or concerns raised by residents or the public.

Combined Sewer System Evaluation, GIS, Design, and
Construction Assistance
Baxter & Woodman has been providing the Village of Mount Prospect with
sewer evaluation studies, GIS services, and design and construction services
for the combined sewer rehabilitation program since the early 2000's,
The Village's sewer system consisted of a separate wastewater and
storm sewer system as well as a combined sewer system that handled
both wastewater and stormwater run-off. I n December 2002, the Village
Board contracted Baxter & Woodman to conduct a comprehensive
assessment of the Village's combined sewer system. The scope of the
project included an inventory and mapping of sewer mains, manholes,
inlets, catch basins, and other structures in the combined sewer area.
In total, over 260,000 linear feet of Village -owned combined sewers
were televised and evaluated. Each sewer was given a condition score
and a multi -year rehabilitation program was developed based on sewer
ranking and the Village's annual financial capabilities.
In 2015, the Village commissioned another program to re -televise the
sewers that had not been rehabilitated to determine their condition.
This latest evaluation showed continued deterioration of the sewers.
Approximately 32% of the sewers fell into the Grade 4 and 5 categories,
and another 22% in the Grade 3 category (Grade 5 sewers require
rehabilitation within one to two years, Grade 4 within three to four
years, and Grade 3 within five to ten years). The majority of the
structural defects can be rehabilitated by lining the sewers with cured -
in -place pipe (CIPP). In most cases, CIPP can be installed without
excavation, although a few combined sewers will require excavation
and replacement of a section of pipe prior to CIPP installation.
Approximately 18,000 feet of previously lined sewers was also televised
to confirm the reliability of the rehabilitation technology. The review
showed that previous CIPP repairs remain intact and in good condition.
This is to be expected since CIPP repairs are designed for a minimum
50-year service life,

UNDERSTANDING OF THE ASSIGNMENT
The Village of Mount Prospect is seeking a qualified civil engineering firm to provide full-time
resident engineering/inspection services for the proposed combined and separate sanitary sewer
and storm sewer lining improvements as part of the 2025 CIPP program. The combined and
separate sanitary sewer lining is being contracted separately from the separate storm sewer
lining. The contractor(s) to perform the scope of work have not been determined yet. The Village
of Mount Prospect seeks for construction to commence in early May. There is an estimated 14,000
linear feet of both combined and separate sanitary sewer mains that vary in size from 8" to 42"
in diameter with an estimated 170 services that will need to be reinstated into service immediately
after lining. Additionally, there is an estimated 8,912 linear feet of separate storm sewer mains
that vary in size from 10" to 30" in diameter with no services.
The Village will provide our firm with the pre -lining videos which we would review prior to
construction starting to ensure all laterals have been documented accurately. Post -lining videos
will be reviewed as soon as they become available from the contractor. Our assigned staff will
notify the contractor(s) and Village of any defects and/or laterals that were not reinstated.
While ensuring the contractor(s) are on track with the projected schedule for project completion
it will be our responsibility to maintain contract documentation through daily reports, photos, and
reviewing/approving pay applications submitted by the contractor(s).
OBJECTIVES
Our main objectives will be to complete the planned improvements within the proposed
construction schedule provided by the Village of Mount Prospect. We will provide knowledgeable
staff who will communicate efficiently and effectively with the awarded contractor(s), the Village

APPROACH
Coordination and communication between contractor(s), Village and residents is the most
important aspect to completing the project in a timely and efficient manner. Our Resident
Engineers and Inspectors have worked closely on multiple capital improvement projects in local
municipalities. We will keep residents and municipal staff up to date with the most recent schedule
as well as any delays or conflicts. We will assist in the production and distribution of letter
notifications prior to the start of sewer lining. Daily field reports will be submitted to the Village
with monthly progress reports to ensure the contractor(s) are staying on schedule for completion.

Dear Mr. Botterman:
In response to your request, Spaceco, Inc. is pleased to provide you with this proposal for
engineering construction management services related to the observation and inspection of the
various combined and separated sanitary sewers to be lined as part of the 2025 CIPP program in
the Village of Mount Prospect. The purpose of these services is to provide Phase III Construction
Observation and Inspection for the proposed project. The following scope of work attached are
meant to supplement our Technical Proposal.

This proposal is based on the requested scope of work and project size provided by the Village:
SCOPE OF SERVICES
TASK 1 — REVIEW OF PRE -LINING & POST -LINING VIDEOS:
1. Verification of the Scope of Work.
2. Review and approve pre -lining videos for accurate service lateral documentation.
3. Review post -lining videos to ensure all service laterals have been reinstated and
CIPP of sewers has no defects.
4. Review shop drawings and other equipment/material submittals as may be
required by the contract documents.
TASK 2 — SCHEDULE AND ATTEND PRE -CONSTRUCTION MEETING:
1. Notify the contractor and Village's Utility Representatives of the Time and Place of
Meeting.
2. Notify Affected Village Departments / Divisions
3. Transcribe Minutes of the Meeting.
TASK 3 — ASSIST IN THE NOTIFICATION TO RESIDENTS AFFECTED BY CONSTRUCTION:
1. Draft Letters to Individual Households, Businesses, Schools, etc. with Proposed
Schedule to be mailed by the Village or hand delivered by our staff.
2. Provide Contact Person for Information / Complaints — an Emergency 24 Hr. Phone
will be required for each project engineer.
3. Provide the Village with pertinent information related to the project, i.e. schedule
updates, milestone completion, traffic control and pedestrian access modifications,
etc.
TASK 4 — CONSTRUCTION OBSERVATION:
1. Provide Full Time Resident Engineer(s) / Inspector(s) for the various combined
and separate sewer lining CIPP locations.
2. Provide support Inspector(s) / Technician(s) as needed.
3. Coordinate Quality Assurance / Quality Control of Materials as required by the
Village.
4. Verify initial installation of Construction Warning Signs & Devices in Accordance
with the Plans.
5. Inspect, document, and inform the Contractor and the Village of the adequacy of
the establishment and maintenance of any traffic control. Perform all necessary
traffic control checks. Spaceco, Inc. will document deficiencies and Contractor
response to notice of. Spaceco, Inc. will also inform the Village of deficiencies and
if Contractor does not correct enforce as contract stipulates.
6. Maintain Daily Inspection Reports with field photos.
7. Submit Daily Inspection Reports with photos and Monthly Progress Reports to
Village.
8. Monitor and Coordinate the submittal Review Process.
9. Assist the Owner with the resolution of inquires, complaints, or concerns raised by
residents or the public.
10. Construction Documentation
a. Track Quantities Related to Each Pay Item.
b. Establish and Maintain Schedule for Progress Payments.
c. Process monthly pay applications submitted by the contractor and forward to
Owner with recommendations for approval and payment.
d. Assure that all Documentation follows IDOT Standards.
11. Assist Owner in preparation of any necessary change orders and/or field directives.
TASK 5 — CONSTRUCTION CLOSE OUT:
1. Verify Final Measurements / Quantities with Contractor.
2. Prior to Final Inspection, submit to the Contractor a list of observed items requiring
correction and verify that each correction has been made.
3. Develop a FINAL PUNCHLIST and verify satisfactory completion.
4. Provide a Final Project Accounting/Documentation.
5. Process Final Pay Request.
6. Complete Project Close -Out and Submit all Paperwork Required.

Our services will be on a time and materials basis. Our services will be invoiced monthly, payments
are due within thirty days after invoicing. Work identified as payable on an hourly basis will be
billed to you at the rates specified above. We will establish our contract in accordance with the
enclosed General Terms and Conditions, which are expressly incorporated into and are an integral
part of this contract for professional services. If you wish to discuss the terms, conditions and
provisions of this agreement, I would be pleased to do so at your earliest convenience. We
reserve the right to increase our fees by 5% on each annual anniversary of this Agreement. All
reproductions and delivery services will be billed to the Client on a cost plus 10% basis.
