The streets targeted this year are Lavergne Drive, from Willow Lane to Pheasant Trail; Magnolia Lane, from Tamarack Drive to Busse Road; Catalpa Lane, from Lavergne Drive to Busse Road; Willow Lane, from Tamarack Drive to Busse Road; and Locust Lane, from Tamarack Drive to Lavergne Drive. This area was chosen based on a number of factors including previous CDBG project locations, street resurfacing schedule, past sidewalk maintenance work, and overall condition of the sidewalk. The CDBG Sidewalk Program is a wholly federally funded urban neighborhood improvement program administered by the United States Department of Housing and Urban Development (HUD). It avails federal money for specific improvements in geographic areas that satisfy HUD community needs criteria. A Notice to Bidders was posted on the Demandstar website. The notice linked to the Village's project portal. The bid opening for the 2025 CDBG Sidewalk Program was held on March 3, 2025, at 1:00 p.m. Ten contractors submitted bids for this project. The bids ranged from a low of $132,194.00 by Globe Construction, Inc. to a high of $329,240.00 by Copenhaver Construction, Inc. All bids were checked for their accuracy and no errors were found. All bidders correctly signed their bids and bid bonds. The low bidder, Globe Construction, Inc. is qualified to complete the work involved with this project and meets the requirements of the contract documents. Globe Construction, Inc. has worked on previous Village sidewalk projects, including the 2022 and 2023 CDBG Sidewalk Program, as well as sidewalk projects for various other communities. Their work in Mount Prospect was completed to the satisfaction of Village staff. References from other communities have also verified their work was acceptable. The Village has received a 2025 CDBG grant in the amount of $165,793 for this work. It is Village staff's recommendation that the proposed contract be awarded up to the full amount of the grant to allow for contingency in the contract quantities and to replace additional ADA noncompliant sidewalk. Alternatives 1. Accept lowest cost, responsive bid for construction of the 2025 CDBG Sidewalk Program. 2. Action at discretion of Village Board. Staff Recommendation The Village budget for this project is $165,793. To take advantage of the favorable prices, Village staff recommends the contract be awarded up to the available budget of $165,793 to allow for contingency in the contract quantities and to replace additional ADA noncompliant sidewalks. Staff recommends that the Village Board accept the lowest cost, responsive bid for construction of the 2025 CDBG Sidewalk Program to Globe Construction, Inc. for an amount not to exceed $165,793.
