Action Item
The goal of the Village's Street Resurfacing Program is to rehabilitate all Village streets on an
average 20-year service lifecycle. This cycle is essential in maintaining the quality and safety
of the roadway network and increasing the longevity of the roadway in a cost-effective
manner. The 2025 Street Resurfacing Program consists of two projects, Group 1 and Group 2,
that will improve approximately 6.8 miles of roadway and keep the Village on schedule with
the 20-year cycle.
The yearly street resurfacing program is managed by engineering staff. A project engineer and
civil engineer are needed on a full-time basis for the duration of construction and are
supplemented by other engineering staff and summer interns, when necessary, i.e. when
multiple construction crews are working concurrently. The project engineer and civil engineer
work collaboratively and are the main points of contact with the contractor. Engineer's
responsibilities include but are not limited to: confirming the schedule and sequence of work,
notifying and communicating with residents, layout limits of construction, inspecting and
documenting contractor activities to ensure compliance with contract documents, measuring
and Verifying quantities, coordinating material quality control testing, and verifying payment
requests.
The Civil Engineer position is currently open and not scheduled to be filled until the summer.
The individual who has accepted the position is expected to graduate with a civil engineering
degree at the end of the current semester and will join the Village with limited inspection
experience. Therefore, staff is seeking to engage a consulting engineering firm to provide
interim construction inspection services, support to the project engineer, and mentor the
newly hired civil engineer for the 2025 Street Resurfacing Program.
Request for Qualifications
A Request for Statements of Qualifications and Cost Proposals for firms to provide construction
inspection services was posted on the Demandstar bidding website. Five consulting
engineering firms responded and submitted Statements of Qualifications and Cost Proposals.
Firms were asked to submit the following information as part of their proposal:
- Brief history of the firm.
- Resumes of key personal.
- Related experience on similar types of projects.
- Cost proposal by hourly rate of key personnel, including direct costs.
The consulting firms' Statements of Qualifications and cost Proposals were reviewed based on
the content of their proposals including their summary of construction inspection services to
be provided, the personnel proposed to perform the work, and the associated value provided
to the Village. The firms were rated (with a maximum score of 100 points) according to these
specific categories: firm background, personnel background, related project experience,
proposal content, and value. The rankings are:

Discussion
Chastain Consulting Engineers has assembled a strong, solid project team with extensive
experience providing construction inspection services for municipal street resurfacing
programs, including in the City of Des Plaines, Village of Lake in the Hills, Village of
Schaumburg, Village of Hoffman Estates, Village of Glen Ellyn, and City of Aurora.
Chastain also has experience working on street resurfacing projects that utilize Motor Fuel Tax
(MFT) funding, so they are familiar with the documentation required by IDOT.
The construction inspector from Chastain that will be performing most of the work has six
years' experience on similar projects and exhibits a thorough understanding of the required
project efforts, including coordination, communication, inspection, and documentation.
The project manager from Chastain assigned to provide oversight and assistance has 15 years
of experience and is a licensed Professional Engineer in the State of Illinois. Together, their
experience on municipal street resurfacing programs exceeds those assigned by the other
consulting firms. This experience and skill set will benefit the Village and contribute towards
the successful completion of the 2025 Street Resurfacing Program.
Chastain has not worked on previous projects with the Village, but the City of Des Plaines,
Village of Lake in the Hills, Village of Schaumburg, and the Village of Hoffman Estates have
indicated their work to be acceptable. It is staffs opinion that Chastain will provide the best
service for construction inspection at a reasonable cost.
The contract is for a not -to -exceed 24-week period starting March 17, 2025, with a
guaranteed minimum of 12 weeks. The Village will have the right to end the contract after 12
weeks should there no longer be the need for the services.
Alternatives
1. Accept proposal for construction inspection services in support of the 2025 Street
Resurfacing Program.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal from Chastain Consulting
Engineers to provide construction inspection services to support the 2025 Street Resurfacing
Program for an amount not to exceed $114,,506.

1. Name, address and brief history of firm.

3. Related experience of key personnel during the last five (5) years. For example:
a. Engineering construction services with government agencies, preferably local municipalities.
b. Construction inspection and documentation of public infrastructure projects including paving,
curb & gutter, sidewalk, driveways, and drainage facilities.
c. Surveying to assist with construction layout and engineering plan development of public
infrastructure projects.
4. A complete cost proposal broken down by hourly rate of key personnel, as well as direct costs.

General Scope of Services
Agency: Village of Mount Prospect
Project: Construction Inspection Services
The primary responsibility of this role is to provide construction inspection and field engineering services
to support the 2025 Street Resurfacing Program. The 2025 Street Resurfacing Program has been split into
2 projects, referred to as Group 1 and Group 2. The Group 1 Project utilizes MFT funds and was routed
thru IDOT for review and approval. The Group 2 Project will utilize local funds and is coordinated with the
Village's water main improvement program that is a separate bid project (no water main work is included
with the Group 2 project). This role will work directly with the Project Engineer to inspect, document and
coordinate contractor's work activities on both Street Resurfacing Projects.
The Village desires to fill the need for an inspector or civil engineer on a short-term basis. The ideal
candidate will have previous roadway construction inspection experience (minimum two years required),
excellent communication skills, and the ability to work independently and efficiently on their own. The
role will spend most of their time in the field but will have a workspace at the Public Works Department.
Appropriate field gear and tools will be provided as needed. The following provides a description of the
job functions, experience requirements, education requirements, timeframe, and requested Cost
Proposal.
Essential Job Functions:
■ Inspect and document contractor's work activities.
■ Perform field inspections to ensure work completed follows the contract plans and specifications.
■ Interpret plans, specifications, and special provisions for construction projects.
Submit an accurate, detailed, daily report of all events that occur at the job site including
contractor's staffing level, construction status, pay quantities, material requirements, and more.
■ Verifies that specified quality control tests are performed as needed, inspection test records are
submitted in a timely manner, and corrective actions implemented, if necessary, by the
contractor.
Prepares time and material changed work documentation and calculations.
■ Layout or Verify construction layout according to the contract drawings and documents.
* Performs tasks related to all field inspection and engineering activities on a construction project
or multiple concurrent construction sites and involves a combination of office and work site Visits.
• Implements and utilizes an established file system and procedures setup for each project.
■ Prepares and submits daily progress reports originated by oneself for the construction activities
inspected.
■ Ensures that field work incorporates latest contractor submittals and is documented on as -built
set of drawings.
■ Checks and confirms that project payment item quantities are calculated correctly.
Advises Contractor superintendent of necessary actions to ensure conformance with plan, specs,
and contract. Reviews and resolves quantity disputes with contractor.
Measure and Verify contractor's quantities in accordance with contract documents, which shall
be reflected in the Inspectors Daily Report (IDR.)

• The IDR shall be completed daily and include each pay item with the contractor's daily activities
and documentation of quality issues that may result in Non -Conformance Reports (NCRs) or
Quality Deficiency Reports (QDRs.)
• Actively take progress photos and photos of any problem/deficiencies for documentation.
• Track construction activities to complete work reports for field orders or any work to be paid for
as Time and Material (T&M.)
■ Assist with monitoring work of summer engineering interns.
Experience and Knowledge:
• Experience working on street resurfacing construction projects as civil engineer and/or field
inspector, 2 years minimum required.
• Ability to maintain an overview of entire projects while continuing to attend to detailed
technicalities.
■ Excellent verbal and written communication skills.
0 The ability to read and interpret plans, specifications, codes and ordinances.
Thorough knowledge of federal, state, county and other agency regulations for public
improvements.
The ability to tactfully and firmly deal with contractors.
* The ability to provide excellent customer service to property owners.
• Proficient in the use of Microsoft word and Excel.
• Degree in civil engineering, construction management or related field preferred.
■ EIT certification is a plus.
■ IDOT and/or other municipality experience a plus.

The contract will be established for a 24-week period with a guaranteed minimum 12 weeks. The Village
has the right to end the contract after 12 weeks should there no longer be the need for the services.
Should the Village desire to extend the contract beyond 24 weeks, written notification will be provided
requesting a new cost proposal for the mutually agreed timeframe.
Personnel will be required to be available between the hours of 7:00 am and 4:00 pm, Monday to Friday.
The role will be accountable for establishing a daily schedule based on project and staff needs. The
number of hours per week is not to exceed 40 hours unless approved by the Village. The role is expected
to primarily be in the field, with some work in the office, every day of the week except for holidays or
unless approved by the Village.
Cost Proposal:
It is anticipated personnel will work 40 hours per week for 24 weeks, less two holidays, equaling 944 total
hours. Actual hours each day and week will vary depending on project and staff needs. The role is to
provide a minimum 32 hours and maximum 40 hours of work per week. Billable time includes on -site
inspections, travel between sites, communication, and office work.
The Cost Proposal is to include an hourly rate including overhead and profit for personnel providing
inspection services for a not to exceed 944 total hours. Include direct costs for vehicle usage and/or other
reimbursable expenses.

separate resurfacing projects within the Village which will generally follow the inspection, documentation, and
reporting policies of the IDOT BLR.
Our team has provided Phase III services to municipalities, counties, state, and private development clients in
the northeastern Illinois region for over 39 years. Our recent construction engineering projects have included
local agency street improvements, concrete repairs, water main replacements, and storm sewer improvements in
Des Plaines, Schaumburg, Lake in the Hills, Hoffman Estates, Wheeling, and many others. These recent projects
have included STP, MFT, RBI, and local funding sources, each with their corresponding documentation
requirements. Our staff has the familiarity and flexibility to adapt to the requirements of any local agency
project to exceed client expectations.
We are pleased to present Nick Rankin, E.I. as our candidate for your requested construction support staff.
Nick has over six years of experience as a construction inspector, designer, and surveyor for Chastain. Nick
recently provided similar inspection services to the City of Des Plaines for their 2024 MFT street program, as
well as the Village of Lake in the Hills 2023 MFT program and the Village of Schaumburg's water main &street
programs, giving him significant exposure to the exact scope of improvements described in the RFQ. Nick's
experience will allow him to manage the day-to-day inspection tasks independently, while still communicating
with the Village on major issues. Nick is also well versed in survey and construction layout, and can provide
both the services and equipment to bring this additional value to the Village. We have assigned Mike Hartwig,
P.E., CPII as the Project Manager who will provide counsel and QA/QC to Nick throughout the project,
ensuring the Village's high standards are maintained.

Chastain provided Phase III construction engineering services for the City's annual MFT Street Improvement Program and Concrete
Improvement program. Street improvements included milling and resurfacing of various streets, curb and gutter and sidewalk replacements,
drainage improvements, misc. pavement patching, and full -depth reconstruction of Western Avenue. Also included were improvements to
the Dulles Water Tower site, including full -depth pavement reconstruction, utility relocations, drainage improvements, and new bollard,
fence, and guardrail installations. The Concrete Program included various curb and gutter, driveway, sidewalk, and ADA ramp upgrades
at locations throughout the City, as well as new sidewalk installations, drainage work, and alley reconstructions using permeable pavers
and pervious concrete. Chasta i n's scope of work involved construction layout, observation, and documentation services following I DOT
Local Roads policies, as well as design assistance & field inspections for the 2025 programs. The Street Program and Concrete Program
contract values were $2.7M and $2.4M respectively. The projects utilized MFT, CDBG, and local funds and work was completed in 2024.

Chastain has provided Phase II design and Phase III construction engineering services for the Village's annual Street program since 2018.
The program provides capital improvements and preventative maintenance to 210 miles of industrial and residential streets, parking lots,
airport pavements, bike paths, and enhanced pedestrian crosswalks. In addition to the street improvements, the program has included over
20,000 feet of water main and storm sewer improvements, requiring coordination between separate water main and pavement
contractors. Chastain"s scope includes construction layout, observation, documentation, and closeout for all improvements, as well as
planning, survey, design, and bid document preparation for the following year. Our designs utilize various pavement rehabilitation
treatments, including preventative rejuvenators, traditional mill and overlay, structural overlays, and modified and full reconstructions of the
roadways. The scope also includes robust community outreach management, including residential mailings and daily responses to
Customer Service Requests. During 2022, the project completed 5.46 miles of street improvements, 23.7 miles of preventative surface
treatments, and 9,674 feet of water main replacement. The original construction contract value was $8,734,124. The final construction
cost was $71977/0931 9% less than the awarded contract price. The Annual Street Program is funded locally.

VILLAGE OF GLENELL, 2022 STREET IMPROVEMENTS
Chastain provided Phase II design and Phase III construction engineering services for the condition assessment and improvement
recommendations for the Village's annual street improvements, including spot curb and gutter replacement, pavement patching, pavement
mill and overlay, spot sidewalk repairs, local storm structure and sewer repairs, and sidewalk ramp improvements to meet ADA policy.
Several sidewalk ramp adjustments required field modifications to address existing grades, mature trees, landscaping, and private property
concerns. The scope of work included field survey, utility structure inspections, sewer videotape review, improvement recommendations,
completing pavement cores, ADA Ramp improvements, and developing preliminary and final plans, specs, and estimates for recommended
improvements. Phase III services included construction layout, work observation, contractor and owner coordination, quantities
documentation, progress, and project pay estimates. The estimated project cost was $3,092,443.36 with 3.91 miles of roadway work,
635' of water main replacement, and 70' of sewer repairs.

backyard drainage easement. Additional work included new water main installation, sanitary sewer replacement, additional storm lateral
installations to improve surface drainage, and complete roadway reconstruction including full concrete replacement with ADA
improvements, full depth HMA pavement with new aggregate base, and full parkway restoration. Scope included construction layout,
observation, documentation, and resident coordination. The project was funded through a DCEC) grant and was completed in 2024. The
awarded construction contract value was $1,106.153. The final construction cost was $1,045,453 or 5.5% less than the original
construction contract price.

team will provide professional project oversight in a manner that is proactive to the demands of Village staff,

we believe will guarantee the success of this project:

relocations of those facilities, as may be required.
Pay special attention to traffic flow during construction. Chastain will monitor all staging
controls and temporary signage to ensure optimal work/traffic interaction and limit any
inconvenience to motorists.
Inspect drainage improvements and check that temporary work does not cause adverse
drainage or erosion control impacts.
q IV Inspect traffic signal and lighting systems as they may be impacted by construction and

Proactively coordinate with Village staff for responses to any resident emails or questions
