This cycle is essential in maintaining the quality and safety of the roadway network and increasing the longevity of the roadway in a cost-effective manner. The 2025 Street Resurfacing Program consists of two projects, Group 1 and Group 2, that will improve approximately 6.8 miles of roadway and keep the Village on schedule with the 20-year cycle. The yearly street resurfacing program is managed by engineering staff. A project engineer and civil engineer are needed on a full-time basis for the duration of construction and are supplemented by other engineering staff and summer interns, when necessary, i.e. when multiple construction crews are working concurrently. The project engineer and civil engineer work collaboratively and are the main points of contact with the contractor. Engineer's responsibilities include but are not limited to: confirming the schedule and sequence of work, notifying and communicating with residents, layout limits of construction, inspecting and documenting contractor activities to ensure compliance with contract documents, measuring and verifying quantities, coordinating material quality control testing, and verifying payment requests. The Civil Engineer position is currently open and not scheduled to be filled until the summer. The individual who has accepted the position is expected to graduate with a civil engineering degree at the end of the current semester and will join the Village with limited inspection experience. Therefore, staff is seeking to engage a consulting engineering firm to provide interim construction inspection services, support to the project engineer, and mentor the newly hired civil engineer for the 2025 Street Resurfacing Program. Request for Qualifications A Request for Statements of Qualifications and Cost Proposals for firms to provide construction inspection services was posted on the Demandstar bidding website. Five consulting engineering firms responded and submitted Statements of Qualifications and Cost Proposals. Firms were asked to submit the following information as part of their proposal: - Brief history of the firm. - Resumes of key personal. - Related experience on similar types of projects. - Cost proposal by hourly rate of key personnel, including direct costs. The consulting firms' Statements of Qualifications and Cost Proposals were reviewed based on the content of their proposals including their summary of construction inspection services to be provided, the personnel proposed to perform the work, and the associated value provided to the Village. The firms were rated (with a maximum score of 100 points) according to these specific categories: firm background, personnel background, related project experience, proposal content, and value. Chastain also has experience working on street resurfacing projects that utilize Motor Fuel Tax (MFT) funding, so they are familiar with the documentation required by IDOT. The construction inspector from Chastain that will be performing most of the work has six years' experience on similar projects and exhibits a thorough understanding of the required project efforts, including coordination, communication, inspection, and documentation. The project manager from Chastain assigned to provide oversight and assistance has 15 years of experience and is a licensed Professional Engineer in the State of Illinois. Together, their experience on municipal street resurfacing programs exceeds those assigned by the other consulting firms. This experience and skill set will benefit the Village and contribute towards the successful completion of the 2025 Street Resurfacing Program. Chastain has not worked on previous projects with the Village, but the City of Des Plaines, Village of Lake in the Hills, Village of Schaumburg, and the Village of Hoffman Estates have indicated their work to be acceptable. It is staff's opinion that Chastain will provide the best service for construction inspection at a reasonable cost. The contract is for a not -to -exceed 24-week period starting March 17, 2025, with a guaranteed minimum of 12 weeks. The Village will have the right to end the contract after 12 weeks should there no longer be the need for the services. Alternatives 1. Accept proposal for construction inspection services in support of the 2025 Street Resurfacing Program. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the proposal from Chastain Consulting Engineers to provide construction inspection services to support the 2025 Street Resurfacing Program for an amount not to exceed $114,506. Village of Mount Prospect Public Works Department I Page 3 Exhibit B General Scope of Services Agency: Village of Mount Prospect Project: Construction Inspection Services The primary responsibility of this role is to provide construction inspection and field engineering services to support the 2025 Street Resurfacing Program. The 2025 Street Resurfacing Program has been split into 2 projects, referred to as Group 1 and Group 2. The Group 1 Project utilizes MFT funds and was routed thru IDOT for review and approval. The Group 2 Project will utilize local funds and is coordinated with the Village's water main improvement program that is a separate bid project (no water main work is included with the Group 2 project). This role will work directly with the Project Engineer to inspect, document and coordinate contractor's work activities on both Street Resurfacing Projects. The Village desires to fill the need for an inspector or civil engineer on a short-term basis. The ideal candidate will have previous roadway construction inspection experience (minimum two years required), excellent communication skills, and the ability to work independently and efficiently on their own. The role will spend most of their time in the field but will have a workspace at the Public Works Department. Appropriate field gear and tools will be provided as needed. The following provides a description of the job functions, experience requirements, education requirements, timeframe, and requested Cost Proposal. Essential Job Functions: • Inspect and document contractor's work activities. • Perform field inspections to ensure work completed follows the contract plans and specifications. • Interpret plans, specifications, and special provisions for construction projects. • Submit an accurate, detailed, daily report of all events that occur at the job site including contractor's staffing level, construction status, pay quantities, material requirements, and more. • Verifies that specified quality control tests are performed as needed, inspection test records are submitted in a timely manner, and corrective actions implemented, if necessary, by the contractor. • Prepares time and material changed work documentation and calculations. • Layout or verify construction layout according to the contract drawings and documents. • Performs tasks related to all field inspection and engineering activities on a construction project or multiple concurrent construction sites and involves a combination of office and work site visits. • Implements and utilizes an established file system and procedures setup for each project. • Prepares and submits daily progress reports originated by oneself for the construction activities inspected. • Ensures that field work incorporates latest contractor submittals and is documented on as -built set of drawings. • Checks and confirms that project payment item quantities are calculated correctly. • Advises Contractor superintendent of necessary actions to ensure conformance with plan, specs, and contract. Reviews and resolves quantity disputes with contractor. • Measure and verify contractor's quantities in accordance with contract documents, which shall be reflected in the Inspectors Daily Report (IDR.) Village of Mount Prospect Public Works Department I Page 4 • The IDR shall be completed daily and include each pay item with the contractor's daily activities and documentation of quality issues that may result in Non -Conformance Reports (NCRs) or Quality Deficiency Reports (QDRs.) • Actively take progress photos and photos of any problem/deficiencies for documentation. • Track construction activities to complete work reports for field orders or any work to be paid for as Time and Material (T&M.) • Assist with monitoring work of summer engineering interns. Experience and Knowledge: • Experience working on street resurfacing construction projects as civil engineer and/or field inspector, 2 years minimum required. • Ability to maintain an overview of entire projects while continuing to attend to detailed technicalities. • Excellent verbal and written communication skills. • The ability to read and interpret plans, specifications, codes and ordinances. • Thorough knowledge of federal, state, county and other agency regulations for public improvements. • The ability to tactfully and firmly deal with contractors. • The ability to provide excellent customer service to property owners. • Proficient in the use of Microsoft Word and Excel. • Degree in civil engineering, construction management or related field preferred. • EIT certification is a plus. • IDOT and/or other municipality experience a plus. Timeframe: Start: Monday, March 17, 2025 End: Friday, August 29, 2025 The contract will be established for a 24-week period with a guaranteed minimum 12 weeks. The Village has the right to end the contract after 12 weeks should there no longer be the need for the services. Should the Village desire to extend the contract beyond 24 weeks, written notification will be provided requesting a new cost proposal for the mutually agreed timeframe. Personnel will be required to be available between the hours of 7:00 am and 4:00 pm, Monday to Friday. The role will be accountable for establishing a daily schedule based on project and staff needs. The number of hours per week is not to exceed 40 hours unless approved by the Village. The role is expected to primarily be in the field, with some work in the office, every day of the week except for holidays or unless approved by the Village. Cost Proposal: It is anticipated personnel will work 40 hours per week for 24 weeks, less two holidays, equaling 944 total hours. Actual hours each day and week will vary depending on project and staff needs. The role is to provide a minimum 32 hours and maximum 40 hours of work per week. Billable time includes on -site inspections, travel between sites, communication, and office work. The Cost Proposal is to include an hourly rate including overhead and profit for personnel providing inspection services for a not to exceed 944 total hours. Include direct costs for vehicle usage and/or other reimbursable expenses. Chastain's scope includes construction layout, observation, documentation, and closeout for all improvements, as well as planning, survey, design, and bid document preparation for the following year.
