Regular Meeting of the Village Board

Mayor Hoefert called the Regular Meeting of the Village Board too rder at 7:11 p.m. in the Board
Room at Village Hall, 50 S. Emerson St.

3.1. Minutes of the regular meeting of the Village Board - January 21, 2025
Motion by Terri Gens, second by Bill Grossi to approve minutes of the January 21, 2025,
meeting of the Village Board:

MAYORS REPORT
4.1. PROCLAMATION: Celebrating the Lunar New Year I January 29 -February4
Mayor Hoefert read the proclamation celebrating the Lunar New Year into the record. Director of
Marketing and Public Relations Kylie Cerk accepted.
4.2. PROCLAMATION: Black History Month -February 2025
Mayor Hoefert read the proclamation into the record, honoring and recognizing Black History
Month. Maria Fenelon, owner of Fenelon College for Healthcare Careers, and Lisa Wilkerson,
owner of Surfs Up restaurant at Randhurst Village, accepted the proclamation.
4.3. APPOINTMENTTO BOARDS AND COMMISSIONS
Special Events Commission: Daniel Okafor for a term
to expire April 2028. This term fills the unexpired term
of Dan Frystak.
Motion by Terri Gens, second by Bill Grossi to ratifythe appointment of Daniel Okafor to the
Special Events Commission:

• Expressed concern regarding ICE (Immigration and Customs Enforcement) raids inour
community and the safety of our LGBTQ+community.
Police Chief Michael Eterno shared details about the Illinois TRUSTAct.

• Echoed the same concern regarding ICE.
• Asked for assurance that the Village's DEI (Diversity, Equity, and Inclusion) efforts
outlined in the Strategic Plan are still in place.
Mayor Hoefert responded, stating that the Village has not deviated from the Strategic Plan.
Assistant Village Manager Alex Bertolucci noted that the Village's DEI goals are tracked and
viewable on the website.
• She said that it is important for those to know the Village will protect the vulnerable under
the law.
Mayor Hoefert stated that the Village's commitment to being a diverse and inclusive community
has not changed.

• Asked if the Village recycles campaign signs
Trustee Grossi noted that many cannot be recycled due to lamination; Mayor Hoefert stated
that many are repurposed or reused and reminded candidates that they are responsible for
removing their signs. Director of Public Works Sean Dorsey informed that Public Works stores
thee signs for a short time after elections, and most are picked up.
• Asked if there is a Village sign policy
Village attorney Lance Malina stated that State law governs political signage; signs cannot be
placed in the public right-of-way

Trustee Filippone expressed his fondness for Dave's Specialty Foods adding the
community will miss him and his restaurant.

8.1. 1 st reading of AN ORDINANCE GRANTING A CONDITIONAL USE TO OPERATE A MASSAGE
THERAPY ESTABLISHMENT ATTHE PROPERTY 930 EAST NORTHWEST HIGHWAY, MOUNT
PROSPECT, ILLINOIS
Director of Community and Economic Development Jason Shallcross presented petitioner Julie
Reidy's request for a conditional use to operate a massage therapy establishment at 930 E.
Northwest Highway. Ms. Reidy, the sole proprietor of Renew Yourself Massage Therapy, has
operated her business at 1100 W. Northwest Highway for almost twenty years, and her lease is
expiring. She is moving the business to a new location, 930 E. Northwest Highway. Massage
therapy businesses require conditional use approval to operate in the Village. Mr. Shallcross
stated there were no public comments during the public hearing at the January 23, 2025 Planning
and Zoning meeting. The commission
unanimously recommended approval of the conditional use by a vote of 4-0.
Ms. Reidy attended the meeting and responded to questions from the Board. She expressed
pride in operating her business in Mount Prospect.
Motion by Colleen Saccotelli, second by Terri Gens to waive the rule requiring two readings of an
ordinance:

VILLAGE MANAGER'S REPORT
9.1. Motion to accept Northwest Municipal Conference / Suburban Purchasing
Cooperative Fuel Bid in an amount not to exceed $500,000.
Director of Public Works Sean Dorsey presented bid results and staff recommendations for the
Northwest Municipal Conference/Suburban Purchasing Cooperative (NWMC/SPC) Fuel Bid.
Mr. Dorsey stated that the village has utilized the Northwest Municipal Conference Suburban
Purchasing Cooperative Fuel bid to purchase unleaded gasoline and diesel fuel for several
years, along with over 30 municipalities. The Conference let bids for a new fuel contract. The
Village received notice that a new fuel contract was awarded to Al Warren Oil Company of
Hammond, Indiana. Mr. Dorsey stated Al Warren has had the bid forthe past sixyears. Mr.
Dorseyexplained the NWMC/SPC bid utilizes the Oil Price Information Services (OIPS) low rack
price on the day of the bid opening as the baseline cost.
The expired NWMC/SPC fuel contract extension with Al Warren was for $.045 over the OIPS low
rack cost of fuel. Mr. Dorsey stated that the fees paid to fuel supplies for profit/overhead will
decrease by 0.1 cents per gallon for unleaded and diesel fuel. The Village will see a savings of
$14,000 compared to last year's pricing.
Al Warren has an experienced staff that provides timely service. Staff is confident that the
prices are reasonable and that they can fulfill this contract without any issues. Staff
recommends approving this contract for the year 2025 and authorizing three (3) one-year
extensions if approved by the NWMC governing board.
Mr. Dorsey provided the following in response to questions from the Board:
• The unleaded fuel purchased is 87-octane fuel from Exxon Mobile; Mobile
primarily supplies biodieselfuel
• There is one Village fuel station, located at Public Works, and is used by the Fire, Police,
and Public Works departments
• The fuel station requires regular maintenance, such as replacing pumps and tank lines; he
stated the tanks have not had to be replaced to date but added they are approaching the
end of their useful life, within the next 5-8 years
• In 2024, the average cost in the Chicagoland area for 87-octane unleaded fuel was
$3.67 per gallon; the Village paid $2.71 per gallon for equivalent fuel
• The secured, Village -operated fuel station is available 24/7, unlike commercial
service/gas stations.

Conference/Suburban Purchasing Cooperative Fuel Bid:

ANY OTHER BUSINESS
Trustee Grossi reminded everyone that Coffee with Council will take place on Saturday,
February 8, at 9:00 a.m. in the Farley Community Room.
Trustee Gens reminded the community that the Village is conducting a Needs Assessment
Study of services and needs at the Community Connections Center and the South Branch of the
Mount Prospect Public Library. She added that the community is invited to share ideas through
a survey or participate in a focus group. Additional information can be found on the Village
website.
ADJOURNMENT
With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Dante seconded by Trustee Grossi motioned to adjourn the meeting. By unanimous voice vote,
the February 4, 2025, Regular Meeting of the Village Board of Trustees adjourned at 8:04 p.m.
