February 18, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $2,761,322.00 Motor Fuel Tax Fund and Street Resurfacing Construction Fund VILLAGE MANAGER'S REPORT Action Item The purpose of the Village's Street Resurfacing Program is to rehabilitate all Village streets on an average 20 -year service life cycle. Approximately 6.8 miles of Village streets must be resurfaced on an annual basis to meet this goal. The total amount available for the Village's 2025 Street Resurfacing Program is $6,471,322.00. This total amount utilizes the following fund sources: Street Improvement Construction $4,046,922.00 + Motor Fuel Tax $2,424,400.00 = Total Authorized Work: $6,471,322.00. In past years, the entire amount available for the resurfacing program was included in one construction project. This total amount was typically larger than other nearby communities and limited the pool of contractors available to bid on the project. In 2024, the Village received one bid for the Street Resurfacing Program. In 2023, the Village received two bids. To attract more competition and smaller contractors, the 2025 Street Resurfacing Program has been split into two projects, hereinafter referred to as Group 1 and Group 2. The Group 1 Project utilizes both Street Improvement Construction Funds and Motor Fuel Tax (MFT) funds and was routed thru IDOT for review and approval. The length of improvement for Group 1 is 3.3 miles. The Group 2 Project utilizes Street Improvement Construction Funds and is coordinated and performed in conjunction with the Village's water main improvement program that is a separate bid project (no actual water main work is included with the Group 2 project). The length of improvement for Group 2 is 3.5 miles. The overall length of the 2025 Street Resurfacing Program (Group 1 + Group 2) is 6.8 miles. The 2025 Street Resurfacing Group 1 project will improve 3.3 miles of roadway at various locations throughout the Village. This project is being funded through the Street Improvement Construction Fund and the Motor Fuel Tax (MFT) Fund. Attached are a location map and list of streets scheduled to be improved with this project. A Notice to Bidders was posted on the Demandstar website on January 8, 2025 and in the IDOT Contractors Bulletin on January 9, 2025 and January 16, 2025. Eight (8) general contractors obtained the bid documents. Attached is a copy of the bid documents. On January 27, 2025 at 1:00 pm, sealed bids for the 2025 Street Resurfacing Group 1 project were publicly opened and read aloud. Four (4) contractors submitted a bid for this project. Below is a summary of the bids, from lowest to highest: Bidder Bid Amount Builders Paving $3,025,852.00 McGill Construction $3,128,299.22 Schroeder Asphalt Services $3,194,942.98 A Lamp Concrete Contractors $3,347,390.58 Engineer's Estimate $2,990,493.20 The bid submittals were checked for accuracy. Builders Paving, Schroeder Asphalt Services, and A. Lamp Concrete Contractors submitted the required bid bond in the amount of 5% of the total bid and acknowledged Addendum No. 1. These bidders also correctly signed their bid, bid bond, and Addendum notification. * McGill Construction submitted the schedule of prices for the Group 1 project in the same envelope as the Group 2 project. Signed copies of the bid, bid bond and Addendum notification were not provided at the time the bid was opened, but rather were received via e- mail on Tuesday, January 28. The McGill Construction bid is included with this Agenda Item for comparison purposes but is formally rejected as required bid information was received after the deadline. Discussion A total of four (4) bids were received for the Group 1 project. Bids ranged from 1.18% to 11.93% above the Engineer's estimate. The low bid from Builders Asphalt is 1.18% above the Engineer's estimate, a dollar amount of $35,358.80. Review of the unit prices showed that most items fell within an acceptable percentage difference and/or dollar amount difference from that estimated by the Engineer. It is noted that better than expected prices for hot -mix asphalt items, and sidewalk removal and replacement were realized. This can be attributed to advertising the project and having a bid opening early in the year, prior to other communities' street resurfacing programs. However, there was a substantial increase in the cost for the Traffic Control and Protection items that negated savings realized elsewhere. A potential reason for the higher cost is that additional deadlines and timeframe constraints were added to the 2025 program that require the Contractor to initiate and complete street construction in a timelier manner than previous years. The additional constraints were added to this year's program due to challenges that Engineering staff experienced with the 2024 program that resulted in longer construction durations than necessary to achieve completion of roadway improvements on a street -by -street basis. These longer durations extended the timeframe for residents to manage the inconveniences associated with construction activities such as limited driveway and parking access, noise and dust pollution, and obstructions with construction vehicles. The low bidder, Builders Paving, completed the Village's Street Resurfacing Program in 2024. Village staff was satisfied with the final deliverable provided by Builders and their sub- contractors. Builders Paving has several asphalt plants in the Chicago area and have completed street resurfacing contracts for many of the neighboring municipalities including but not limited to Palatine, Arlington Heights, Rolling Meadows, and Elk Grove. Builders Paving also completed the 2024 Central Road Resurfacing Project in Mount Prospect. For reference, a copy of Builders Paving bid submittal is attached. The total amount available for the Village's 2025 Resurfacing Program is $6,471,322.00. This amount will be allocated amongst the Group 1 and Group 2 projects. A summary of the 2025 Street Resurfacing Program bid and budget amounts follows: Project Bid Amount Group 1 (MFT + Local Funds) $3,025,852 Group 2 (Local Funds) $4,008,800 Total: $7,034,652 Budget: $6,471,322 Overage: $563,330 As identified above, the overall bid amounts for the 2 projects exceeds the budget amount for the 2025 Street Resurfacing Program by $563,330. However, staff is confident the entire 2025 Street Resurfacing Program (Group 1 and Group 2) can still be completed within the available budget. When calculating the contract quantities for these two projects, a conservative approach is taken with respect to the assumed amount of curb and gutter, sidewalk, and driveway aprons that will be removed and replaced. For estimating purposes, it is assumed that 50% of the curb and gutter will be removed and replaced, 60% of the sidewalk will be removed and replaced, and that a portion of each driveway will also require removal and replacement. This conservative approach ensures that adequate quantity is available to correct deficiencies and sub -standard conditions noted in the field at the time of construction. Over the past few years, the full bid quantities for these items have not been typically used as the Village's annual sidewalk maintenance efforts and other programs have reduced the amount of sidewalk and curb replacement needed with the resurfacing program. Staff is confident that less than the bid quantity of these items will be required to complete construction without compromising any necessary work. In addition to the potential savings for the line items above, these projects include a nominal amount of pavement patching quantities that are available for pavement rehabilitation on an as -needed basis, on streets not included in the program. If necessary, this work can be eliminated resulting in further savings. Engineering staff will monitor the status of the quantities expended throughout the duration of construction to confirm that all streets planned for resurfacing are improved accordingly. Further, staff will ensure that any defective or hazardous sidewalk condition that exceeds minimum criteria will be removed and replaced to enhance pedestrian safety in our neighborhoods. In consideration of the potential cost savings identified above, Village staff recommends adjusting the award amounts for the two projects per the table below. The total mileage for Group 1 and Group 2 is 6.8. Over the past 10 years, the Village has resurfaced approximately 8.7 miles annually to stay ahead of schedule. This is primarily attributed to Rebuild Illinois funds in 2021 - 2023 that allowed us to resurface additional streets. A portion of the Group 1 project uses Motor Fuel Tax (MFT) funds. The Illinois Department of Transportation (IDOT) administers the funding and must approve the scope of work. The scope of work remains as approved so further communications with IDOT are not necessary. However, IDOT requires the contract to be awarded to the full bid amount, but the authorized work can be reduced to the maximum authorized amount. Village staff recommends awarding the contract up to the full bid amount of $3,025,852 to satisfy IDOT requirements but issue a purchase order and authorize work to not exceed $2,761,322. Village staff has informed Builders Paving of our need to reduce the authorized amount for the work and they have no objections. Alternatives 1. Accept lowest cost, responsive bid for the 2025 Street Resurfacing - Group 1 Project. 2. Action at the discretion of the Village Board. Staff Recommendation Village staff recommends that the lowest cost responsive bidder, Builders Paving, LLC of Hillside, Illinois, be awarded the contract for the 2025 Street Resurfacing Group 1 Project in the amount of $3,025,852.00 with an authorized limit of $2,761,322.00.
