Pledge of Allegiance - Trustee Colleen saccotelli APPROVAL OF MINUTES 3.1. [Minutes of the regular meeting of the Village Board - January 7, 2025 [Motion by Terri Gens, second by Vincent Dante to approve minutes of the January 7, 2025 regular meeting of the Village Board. Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Passed MAYORS REPORT 4.1. Presentation: 2024 Holiday House Decorations Contest Award Winners Chair of the special Events Commission, Brian Lambel, and Commissioner Vicki Chung announced the award winners for the 2024 Holiday House Decorations Contest in the following categories: ■ Best Decorated Block ■ simple But Elegant ■ Griswold Family House Award ■ Most Festive ■ Most spiritual ■ People's Choice Recipients received an award certificate signed by [Mayor Hoefert. 4.2. APPOINTMENT TO BOARDS AND COMMISSIONS Finance Commission: Sam Cannizzaro Term to expire October 2025 (to fill the unexpired term of Pam Bazan) Motion by Bill Grossi, second by Terri Gens to ratify the appointment of Sam Cannizzaro to the Finance Commission for a term to expire in October 2025: Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Passed [Mayor Hoefert suggested appointing alternate members to some commissions, such as the Finance Commission, similar to the Planning and Zoning Commission so that when a vacancy occurs, a commissioner is prepared to fill it immediately. 4.3. Motion to authorize changes to the Village of Mount Prospect/Michael J. Cassady Village Manager Employment Agreement [Mayor Hoefert indicated that the changes reflect a merit increase in the Village [Manager's annual compensation and a 2024 performance bonus. Each member of the Board spoke. Trustee Filippone read a prepared statement that highlighted expenditures under Mr. Cassady and concerns regarding his leadership. Trustee Grossi expressed gratitude for all Mr. Cassady has done to advance key initiatives, stating that [Mount Prospect has come a long way under his stewardship. Trustee Matuszak concurred with Trustee Grossi, noting accomplishments such as lowering property taxes while increasing services. Trustee Gens thanked Mr. Cassady for all he has done and will continue to do, expressing her full support. Trustee Dante noted Mr. Cassady's long list of accomplishments. Trustee saccotelli thanked Mr. Cassady for his leadership. [Mayor Hoefert expressed his full support for Mr. Cassady's leadership, stating that he has earned his compensation package based on his experience and skills. Public Comment: Steve Pol it 601 N. List of Bills - January 1, 2025 to January 14, 2025 - $3,739,555.58 5.3. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance decreases the number of Class "P-2" Liquor Licenses by one (1) AMERICAN DRUG STORES LLC d/b/a/ OSLO DRUG #3476 located at 333 E. Euclid Avenue, Mount Prospect, IL. Ordnance No. 5773 5.4. Waive the bid process and approve the purchase of Globe turnout gear from Air one at a price not to exceed $72,100 in 2025. 5.5. A RESOLUTION AUTHORIZING PARTICIPATION As A MEMBER I N THE ILLINOIS EMERGENCY MANAGEMENT [MUTUAL AID SYSTEM RESPONSE PURSUANT TO AN INTERGOVERNMENTAL AGREEMENT FOR THE ESTABLISHMENT OF A MUTUAL AID INTERGOVERNMENTAL SERVICE AGREEMENT. [Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE APPROVING A FIRST AMENDMENT TO THE VILLAGE OF [MOUNT PROSPECT SOUTH [MOUNT PROSPECT TAX INCREMENT FINANCINO DISTRICT REDEVELOPMENT PLAN AND PROJECT Director of Community and Economic Development Jason Shallcross presented three ordinances relating to the first amendment to the South [Mount Prospect Tax Increment Financing (TIF) District's Redevelopment Plan, agenda items 8.1, 8.2, and 8.3. Director of Community and Economic Development Jason Shallcross provided an overview of the proposed amendments to the redevelopment plan that would expand the boundaries of the existing South [Mount Prospect Tax Increment Financing District (SMPTIF). Mr. Shallcross displayed a map of the original boundaries of the SM PTI F, which was established in 2022. The proposed amendment will expand the boundaries by approximately 150 acres, adding three separate sub -areas. Mr. Shallcross provided reasons to amend the TIF, stating that TIF is a significant economic tool that provides opportunities to improve public infrastructure, including roads, water mains, stormwater improvements, paths, and more. It also encourages the construction of new industrial and office uses, creating new jobs and new investment in [Mount Prospect. Tax Increment Financing Districts increase the area's equalized assessed value over time, which reduces property tax rates for all taxpayers in the Village. Mr. Shallcross noted that the Village had followed the State -mandated procedures to amend the existing SM PTI F, including the public hearing on January 7, 2025. In response to a question from the Board, Mr. Shallcross stated that the Village utilizes resources to monitor properties for lease and sale. He added that trade shows are a good way to promote development opportunities in the Village, including those within the TIF boundaries. No additional discussion. A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF PROSPECT HEIGHTS TO SHARE THE COST OF ENGINEERING SERVICES TO CERTIFY LEVEE 37 WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA). Director of Public Works Sean Dorsey presented a resolution authorizing the Mayor to sign an intergovernmental agreement with the city of Prospect Heights to share the cost of engineering services to certify Levee 37 with the Federal Emergency Management Agency (FEMA). Mr. Dorsey stated that the construction of Levee 37 was completed in 2024 with a new pump station, Pump Station 2.5. This new pump station increased the levee system's watering capabilities. This pump station provides much-needed protection from flooding for the properties in northeast [Mount Prospect. Mr. Dorsey stated another benefit the levee provides is relief from a federal requirement that property owners in the regulated floodplain have flood insurance. He stated that 183 homes and businesses in [Mount Prospect are required to have flood insurance. To satisfy this relief, FEMA must be petitioned to issue a Letter of [Map Revision stating that the levee can provide protection against the 100 -year recurrence interval riverine flood. Once this letter is issued, FEMA will remove the Special Flood Hazard designation from its Flood Insurance Rate [Maps. To certify a levee, the community must work with a licensed engineer to certify that the levee meets design standards. Mr. Dorsey provided details on the scope of work requiring Levee 37 to be certified. The cost to do this would be $300,000 - $500,000, the cost that would be shared between [Mount Prospect and Prospect Heights. However, as an alternative, staff solicited a proposal from Christopher B. Burke Engineering to prepare a certification request for Levee 37. Christopher B. Burke is well-qualified to perform this work as they have extensive experience and knowledge with Levee 37. Their requested fee to certify Levee 37 is $57,000. The City of Prospect Heights has agreed to share this cost. The cost to the Village of Mount Prospect is $28,500. Mr. Dorsey provided the following in response to questions from the Board: ■ The City of Prospect Heights has accepted the proposal from Christopher B. Burke Engineering; there are not many firms that perform this type of work. ■ The process will be completed within one year. ■ The Village of [Mount Prospect will lead in awarding the contract to Burke; the cost will be shared with Prospect Heights. ■ Relief for taxpayers will come once FEMA approves the Letter of [Map Revision; Mr. Dorsey is hopeful this will be obtained within one year. Motion to accept lowest -cost, responsive bid for Parkway Tree Trimming in an amount not to exceed $229,812. Mr. Dorsey presented the scope of work, bid results and staff recommendation for the parkway tree trimming contract. Mr. Dorsey stated that this is a routine bid for tree -trimming services. He stated that the goal is to trim trees on a five-year cycle. The bid solicited pricing for 2025 and 2028, with the option of a one-year extension if the contractor and Village agree. Mr. Dorsey stated that six bids were received and were opened on January 5, 2025. sawvell submitted the lowest -cost bid, $448,395. sawvell has not performed work in the Village previously but provided references from other municipalities with similarly -sized contracts. staff met with sawvell's owner and they have the resources and labor to complete this work. A ten percent contingency is recommended along with a one-year extension. As submitted Village [Manager Cassady thanked the Board for their kind words earlier in the meeting and the leadership team for their support and commitment to [Mount Prospect. ANY OTHER BUSINESS Trustee Filippone thanked Dave and [Maggie of Dave's specialty Foods, which is closing after 24 years in [Mount Prospect, for their service, kindness, and generosity to the community. [Mayor Hoefert announced that tickets are still available for the shining stars Gala on February 1. ADJOURNMENT With no additional business to conduct, [Mayor Hoefert asked for a motion to adjourn. Trustee saccotelli seconded by Trustee Grossi motioned to adjourn the meeting.
