The Fire Department is seeking Board approval to waive the bid process for the 2025 purchase
of u p to 14 turnout gear sets. The 2025 budget allocates a total of $72,,160 for this purpose,
covering 8 sets of replacement gear for current members and 6 sets for anticipated new hires.
Current member replacement includes a coat, pants, suspenders, and boots (if necessary).
Gear for new hires includes these items along with gloves, hoods, helmets, and rental PPE to
be used until their gear arrives.
The National Fire Protection Association (NFPA) has a standard for structural firefighting gear.
N FPA 1851 - Standard on Selection, Care, and Maintenance of Protective Ensembles for
Structural Fire Fighting and Proximity Fire Fighting states: Structural turnout gear and
ensemble elements should be retired no more than 10 years from the manufacturing date.
Once the protective properties of the turnout gear have diminished, it is no longer safe to use.
The Department currently replaces gear every 7 to 9 years. Replaced gear remains with the
firefighter and is designated as backup gear for use when their primary set is being cleaned or
repaired.
The department's current turnout gear is the "G-Xtreme 3.4" model by Globe. This gear offers
a well-balanced combination of protection, breathability, and maneuverability, while remaining
relatively cost-effective. It is a mid -to -high -tier option within Globe's lineup, positioned above
two lower -tier options and below one higher -tier option. The Department previously used a
lower -tier model, but after evaluating the enhanced flexibility and performance of the
upgraded gear, the department's clothing committee determined that the small increase in
cost was well worth the additional benefits.
The Department tested two sets of demo gear from another manufacturer in 2022. The
materials selected were intentionally chosen to match the current turnout gear specifications
to get a fair representation. It was equally as light and was more form fitting. While the gear
was equally lightweight and offered a more form -fitting design, the slimmer cut was not
universally favored by the members. Additionally, the cost of this comparable gear was
approximately 10% higher. The department's clothing committee still feels the Globe gear
personnel currently use is the best option but will continue to monitor advancements across
manufacturers to ensure the needs of the department are met.
Air One is the sole authorized distributor Globe products in Illinois. The Department is asking
the Board to waive the bid process and approve the purchase of Globe turnout gear from Air
One at a price not to exceed $72,160 in 2025.
