Action Item
Sealed bids for parkway tree trimming were opened on January 6, 2025. Prices were sought
for trimming trees in areas due for routine pruning on the Village's five-year cycle in 2025 and
2026. As in the past, staff also sought prices for emergency tree work in the event of a major
storm. A provision was included which will allow the Village to extend the contract for a third
year in 2027 at the same bid prices as 2026, if both the contractor and Village agree.
BID RESULTS
The bid was placed on the Village's website utilizing DemandStar online bidding portal. Six
bids were received. The bid results for trimming an estimated 4,315 trees in 2025, and 3,900
trees in 2026, plus an estimated 20 hours of emergency work, were as follows:

Discussion
The low bidder, Sawvell Tree Service has not worked for the Village in the past. However,
required references were provided with the bid submittal. Staff contacted all references. Each
confirmed that Sawvell completed work similar in scope and all work was completed
satisfactorily. All references spoke highly of Sawvell and would work with Sawvell again if
given the opportunity.
Sawvell Tree Service has completed parkway tree trimming contracts for the Villages of
Mundelein, Grayslake, and Libertyville. Sawvell successfully worked on all three trim contracts
simultaneously in 2023-24. Although the individual contracts were smaller than the bid
project, the combination of all three contracts is comparable in size to the Village's bid.
For 2025, Sawvell has already completed their contract with Libertyville and do not hold
contracts for Grayslake or Mundelein for 2025, making the Village of Mount Prospect their
exclusive municipal tree trimming contract in 2025.
Their equipment list shows they own the resources necessary to successfully complete the
contract. It is the opinion of staff that Sawvell Tree Service is qualified and capable of
successfully executing the contract. A copy of Sawvell's bid submittal is attached.
Sawvell Tree Service's bid price represents a 5% decrease when compared to 2024 contract
prices for similar work.
The contract documents include a provision which allows the contract to be extended for a
third year at 2026 bid prices if both the contractor and Village agree.
Staff recommends including a small contingency (10%) in the project award to allow for
quantity variances and unanticipated conditions. In this instance, a 10% contingency added to
the lowest cost bid would result in a total contract award of $229,812.00 (Base Bid:
$208,920.00 + Contingency: $20,892.00 = Total Recommended Award: $229,812.00).
Alternatives
1. Accept the lowest cost, responsive bid for 2025-26 Parkway Tree Trimming Contract.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends award of contract to the lowest qualified bidder, Sawvell Tree Service, in an
amount not to exceed $229,812 in 2025, and in an amount that does not exceed the amount
budgeted for 2026.
Staff also recommends that the Village Board authorize staff to extend the contract for one (1)
additional year at 2026 bid prices if both the Village and contractor agree to terms.

In submitting this Proposal Form requesting award of the Village of Mount Prospect PARKWAY
TREE. TRIMMING CONTRACT 2025 - 2026, 1 hereby certify that:
1. 1 will not assign or subcontract any contracted work or services for the Village without prior
written approval of the Corporate Authorities of the Village of Mount Prospect;
2. Neither I, nor any person who will be working on my behalf, has been convicted under the
laws of Illinois or any other state of an offense which under the laws of this state would be a
felony involving the theft of property, violence to persons, or criminal damage to property.
Please note that in the case of a person whose last conviction was more than two years past,
and can demonstrate a compelling showing that he/she is nevertheless fit, such person or
operator may be approved by the Village Manager if otherwise eligible;

Therefore, the Bidder hereby proposes to furnish all supervision, technical personnel,
labor, materials, tools, equipment, and services (including all utility and transportation
services) required to perform the required services, all in accordance with the above listed
documents.
Bidder agrees to perform all of the required services and provide the equipment and
materials described in the Bid Documents, as follows:
Bidder has bid on all items and has provided a price for all requested services.. The
Bidder acknowledges it understands all the requested services for which it has submitted
a bid.
The Bidder will complete and provide all labor, equipment, materials and mobilization (if
applicable) to perform the required services as incidental to the fired item price for each
item proposed.

In submitting this bid, the Bidder understands that the Village reserves the right to add to
or subtract from the estimated quantities.
The Village intends to award one (1) contract (if at all) for the items bid. If written notice
of award of this bid is mailed, emailed or otherwise delivered to the Bidder at any time
before this bid is withdrawn, the Bidder agrees to execute and deliver the contract in the
prescribed form and furnish payment, or letter of credit, and the insurance certificates
required by the Bid Documents to the Village within ten (10) business days after receipt.
The Bidder, and as successful bidder/contractor upon award of the contract, understands
and agrees to the following:
1) The contractor agrees to provide all required services and items and material to the
Village as noted in the Bid Documents and comply with the requirements of the Bid
Documents.
2) The contractor agrees to comply with all applicable federal and state laws, rules and
regulations, and county and municipal ordinances, as described in the General
Conditions.

Failure to acknowledge receipt, as provided above, may be considered sufficient grounds
for disqualification of the bidder and rejection of his/her bid submittal. A record of all
Addenda and copies of same will be available to all qualified bidders from the Village of
Mount Prospect Public Works Department, 1700 West Central load, Mount Prospect,
Illinois two (2) days prior to the letting. It shall be the Bidder's responsibility to become
fully advised of all Addenda prior to submitting its bid.
Upon award of the contract, the Village will send Notice of Award to the successful Bidder,
the Bidder must then execute the contract and provide any required bonds or letter of
credit and certificate of insurance to the Village within ten (10) business days. The Village
will then issue a written Notice to Proceed. Failure to complete the work in the designated
time frame may result in the Director of Public Works withholding compensation due the
contractor for failure to complete the said work in the designated time frame, calling the
bond(s), or taking such other action as may be available.

Digital Seal, Signature Authority and Enforceability
The use of an electronic image of the corporate seal of West Bend Insurance Company (the "Digital
Seal") and the attachment of the Digital Seal to any surety bond issued by West Bend Insurance Company is
authorized. The Digital Seal may be affixed to any West Bend Insurance Company bond and relied upon to
the same extent as if a raised corporate seal were physically attached to the bond. Also, as permitted by law,
the electronic delivery and submission of any surety bond on behalf of West Bend Insurance Company and
the execution of such surety bonds by an attorney-in-fact of the West Bend Insurance Company using a
