Cassady Village Manager Employment Agreement January 21, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD MAYORS REPORT Action Item Village Manager Michael Cassady was appointed in September of 2015. The Village has an employment agreement with the Manager, which was last approved on February 6, 2024. As part of the annual evaluation process, the Manager, Mayor and Board of Trustees develop performance goals and objectives for the coming year. The evaluation was held on January 14, 2025. The majority of the Board expressed appreciating for Manager performance and progress on assigned goals and objectives. Some highlights include: • Exceptional financial stewardship, allowing a reduction of the real estate property tax of 6.34 percent. Intergovernmental revenues continue to show steady growth due to a focus on economic development. • Established an Economic Emergency Fund and Pension Stabilization Fund in 2024 to prepare for negative economic cycles. • Enhanced Fire and Emergency Medical Services in the Village with the addition of a fourth fire station (Station 11) in South Mount Prospect. This has balanced critical life - safety staff and equipment on both sides of the railroad tracks. • Savings of more than $1.OM self -performing construction and management of the $1.70M renovation of Station 11. This work was completed on a very compressed schedule and under budget. • Created a Special Service Area to fund fire and EMS for unincorporated Elk Grove Township areas. • Dissolved the Elk Grove Rural Fire Protection District via legislation. • Made significant progress in downtown redevelopment, with seven new restaurants opening in 2024. • Completed pilot project for free valet service and Al Fresco dining, both highly successful. • Negotiated a shared parking agreement with Saint Mark's for 40 additional parking spaces for Prospect Avenue businesses. • Negotiated acquisition of 310 W. Northwest Highway to construct the Central Road Gateway. • The Community Survey results continue to show all Village departments and services are rated highly by residents. The Village received the Lead the Way award from the ETC Institute. • Completed annexation of 27.3 acres of commercial and industrial property in the Oakton corridor in South Mount Prospect. • Completion of an emergency water interconnection with the Northwest Water Commission, allowing for a second high quality lake Michigan water source. • Competed major intersection improvements at Rand -Central -Mount Prospect Road. The project was on schedule and under budget. Discussion Alternatives 1. Authorize changes to the Village of Mount Agreement regarding compensation. 2. At the discretion of the Village Board.
