Safe crossing between Meadows Park and Melas Park is one challenge that has been recognized in promoting walking and biking. The two parks are divided by Northwest Highway (US Route 14) and the Union Pacific Railroad tracks. The Village believes constructing a pedestrian bridge over the roadway and railroad tracks in order to accomplish this key transportation goal would be effective. Both Meadows and Melas parks are unique and draw residents from all areas of town. Melas Park is co-operated by the Mt. Prospect Park District and the Arlington Heights Park District. The Metropolitan Water Reclamation District of Greater Chicago (MWRD) owns the park. Melas Park facilities include a visual arts center, soccer fields, baseball/softball diamonds, a dog park, and walking paths. Meadows Park is owned by the Mt. Prospect Park District and includes an aquatic center, playground, and baseball/softball diamonds. The proposed pedestrian bridge will be constructed at the northeast corner of Melas Park and the southwest corner of Meadows Park. The Village completed a Phase I Preliminary Engineering study with the services of an engineering consultant and was formally approved by IDOT in August 2022. The study received support from the Mt. Prospect Park District, Union Pacific Railroad, and Metropolitan Water Reclamation District (MWRD). It was partially funded by an Invest in Cook grant. The Village then applied for and received a federal funding commitment from the Illinois Transportation Enhancement Program (ITEP) in April 2023 for $3,000,000. The Village also applied for and received a federal funding commitment from the Surface Transportation Program (STP) in October 2023 for $2,033,824. And finally, the Village has received a $517,400 award from the Congressional Appropriation Act of 2024 through the efforts of Representative Mike Quigley. To date, the Village has secured $5,551,224 in federal funding for Phase II Design Engineering, Construction, and Construction Engineering. Village staff recently submitted a Grade Crossing Protection Fund application to the Illinois Commerce Commission (ICC) for additional state funding. The Village will have secured the maximum permitted 80% federal/state share for a construction project if successful. The Village will be responsible for the remaining 20% local share. Phase II Design Engineering The Village Board awarded a Phase II Design Engineering contract to Ciorba Group Inc. in November 2023. Ciorba Group has performed survey and geotechnical field work, performed preliminary grading and site drainage design, evaluated lighting and pier options for the trail approaches, begun work on the path and approach design, and most significantly completed a main span alternative analysis. The Village received feedback from the community during the Phase I Preliminary Engineering study stating that the single -span steel box truss design that was determined to be the preferred alternative is functional and meets the minimum design requirements but may not be visually appealing. One of Ciorba Group's tasks, per the Scope of Services, was to develop and evaluate main span alternate designs. Their analysis considered three alternate designs that included developing renderings and cost estimates and performing a preliminary structural examination. The three alternate designs include a Vierendeel truss, network tied arch, and cable -stay. Coordination with various stakeholders has also been a key accomplishment since the start of Phase II Design Engineering. Village and Ciorba Group staff have met with the Mt. Prospect Park District, Union Pacific Railroad, IDOT, ICC, and MWRD. The purpose of the meetings was to discuss the project status and schedule, solicit feedback on the preliminary design, and understand any permit/agreement requirements. Meetings outcomes were positive and stakeholders expressed support for the project. Ciorba Group continues to develop construction plans and specifications. The current schedule is to complete bid documents by September 2025 with IDOT letting the project in November 2025, subject to funding. Construction is expected to take one year to complete. A decision on the main span design is needed to maintain the current schedule.
