Algonquin Road (subject property). The incentive would be for 12 years and would enable them to relocate their business, Broadway Electric, Inc., from Elk Grove Village to the subject property after making several planned improvements to the currently vacant property. Broadway Electric employs 83 full-time employees, all of which would relocate to the subject property, with 46 operating on-site and the remaining in the field. Additionally, this project would allow Broadway Electric to hire an additional 5 to 6 employees within the first three years of operation. The Village has granted several Cook County Class 6b tax incentives to attract and retain businesses. The 6B incentive reduces the assessment level for qualified manufacturing and warehouse/distribution facilities from 25% to 10% for the first 10 years, 15% for year 11, and 20% in year 12. The assessment level returns to the full 25% for the benefiting property after year 12. The 6B incentive can also be renewed for additional 12 -year terms if supported by the Village. The subject property consists of a 22,600 square -foot building on the 2.6 -acre site and is 100% vacant. The applicant plans to spend approximately $1.3 -million to immediately rehabilitate and improve the subject property if the tax savings are granted. Based on initial inspections, the applicant would reconfigure the interior space to expand the warehousing portion, replace the exterior curtainwall/glazing system, upgrade the office, install new window treatments, paint the interior/exterior, install new interior/exterior signage, upgrade the bathrooms and kitchen, repair the plumbing and mechanical and upgrade the parking lot and landscaping. The applicant plans to spend $350,000 to construct a new 5,000 to 6,000 square -foot warehouse on the Subject Property. The applicant is requesting the 6B incentive to lower the taxes to around $1.50 per square- foot for the property. If the incentive is not granted, they estimate their tax bill would remain at $3.50 per square foot. Similar properties in nearby Lake and DuPage County range from $1 to $1.50 per square foot. Staff reviewed the submitted application and is supportive of the request, subject to the applicant securing approval of an ordinance amending the Planned Unit Development within six months of the passage of the resolution that is substantially similar to that described in Exhibit A to the resolution, subject to final adjustments as developed in the zoning approval process. Discussion Alternatives 1. Approve the resolution supporting AGL 500 WEST LLC's application for a Cook County Class 6B Incentive for the property located at 500 W. Algonquin Road. 2. Action at the discretion of the Village Board. Prospect Resolution supporting and consenting to a Class 6b Incentive on the above -referenced property based on occupation of a property that has been vacant for less than 12 continuous months with a purchase for value and with special circumstances, substantial rehabilitation and new construction. The Applicant plans on purchasing the subject property and rehabilitating the same for its related entities, Broadway Electric, Inc. and Cornerstone Contracting, Inc. (collectively, "Occupants"), to occupy for their uses consisting of the warehousing and distribution of products used in the electrical industry. The subject property is approximately 113,256 square feet with an approximately 22,600 square foot building thereon that has been 100% vacant and unused since October 1, 2024. The subject property is in need of substantial rehabilitation. Therefore, the Applicant plans to spend approximately $1,300,000 to immediately rehabilitate and improve the subject property. Based on initial inspections these improvements will be to reconfigure the interior space to expand the warehousing portion (see provided current floor plan as well as a preliminary floor plan), replace the exterior curtainwall/glazing system, upgrade the office, install new window treatments, paint the interior/exterior, install new interior/exterior signage, upgrade the bathrooms and kitchen, repair the plumbing, update the mechanicals where needed, modify the electrical/fire/sprinkler as needed, upgrade the parking lot and upgrade the landscaping as well as to complete other general maintenance. In addition, the Applicant plans to spend approximately $350,000 to construct a brand new approximately 5,000 to 6,000 square foot warehouse addition where the current tennis court is located on the northwest portion of the site. See provided plans to date. Please note that all of the improvement and rehabilitation costs could significantly vary depending on a variety of factors such as market variances. Therefore, the Applicant plans to rehabilitate the existing building on the subject property and construct the new warehouse to meet the Occupants' needs so they can move their entire operations and make the subject property their headquarters. Currently, the Occupants have 83 employees (all full-time) and plan to bring all 83 of these employees to the subject property as well as to hire an additional 5 to 6 employees within the first three years of operations. Additionally, the Occupants will look to hire all qualified Village of Mt. Prospect residents for future hires. The Village of Mt. Prospect can also expect that the Occupants and their employees will invest commercially back into the community by visiting local establishments such as restaurants, gas stations, grocery stores and more. In addition, the Village of Mt. Prospect can expect that the Occupants will attract business and various customers to the Village in the course of their operations. As the above and attached indicate, there are various benefits the Village of Mt. Prospect will receive should the Applicant be granted the Class 6b Incentive. The Applicant and the Occupants are excited to move forward with the purchase, rehabilitation, construction and reoccupancy of the subject property and be strong community members in the Village of Mt. Prospect. However, the above is all contingent on the Applicant receiving a Class 6b Incentive as the Applicant will not be able to successfully operate at the subject property without the Incentive. Without the Class 6b Incentive, the Applicant will not purchase, rehabilitate, construct, reoccupy and grow in the Village of Mt. Prospect.
