The budget included increasing the ambulance billing fees from $1,500 to $3,000. The current ambulance billing fee consists of a base fee of $1,500 and a mileage rate of $15 per mile, which is added to the base fee for any level of medical care provided. Fees were last raised in 2019. The Village does not collect balance bills from its residents. The amount received from insurance companies and Medicare/Medicaid is considered final, and the Village writes off the balance of the unpaid amount. The Village does balance bill for calls and services provided (including mutual aid) to nonresidents. This practice was adopted by the Village and all surrounding towns. The Village collected $3,271,918 in 2023, and projects $3,350,000 for 2024. Discussion The Village started receiving revenue from the Ground Emergency Medical Transport program in 2021. This federally funded program bridges the gap between the actual cost per transport and the actual fees collected from Medicare and Medicaid programs. Based on the most recent data, the Village has a total of 7,685 calls and an annual budget of $22.1 million, costing $2,973 per call. The amount is expected to increase to $3,153 per call based on the 2025 budget. Please see the attached report showing the cost per call. Many surrounding towns have recently increased ambulance billing fees due to increased operating costs. According to the attached survey, most towns charged between $1,500 and $4,670, with an average billing rate of $2,434. A few towns are in the process of increasing their fees in the near future. The Village of Arlington Heights and the City of Des Plaines recently raised their fees from $1,500 to $2,305 and $2,647, respectively. A list of ambulance billing fees for the surrounding towns is attached. This increase in the fees will not impact Mount Prospect residents as the Village will continue its practice of writing off unpaid/balance bills. The proposed increase in the billing fees will increase the total collections from $3.4 million to $4.1 million for 2025. Alternatives 1. Waive the rules requiring two readings of an ordinance and approve the attached ordinance raising the ambulance billing fee from $1,500 to $3,000. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends waiving the rules requiring two readings of an ordinance and approving the attached ordinance, raising the ambulance billing fee from $1,500 to $3,000 per call. The mileage fee is not changed, as it is already at the market rate. This item formally adopts the ambulance billing fee adjustments as approved in the annual budget for the year 2025. Attachments 1. AN ORDINANCE AMENDING APPENDIX A - DIVISION II ENTITLED "FEES ESTABLISHED" OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: Appendix A, Division II of the Village Code of the Village of Mount Prospect shall be amended to delete Section 8.1003 in its entirety, and a new section 8.1003 is inserted and reads as follows: Section 8.1003: FEE ESTABLISHED: A. All transports will be billed a base fee of $3,000, and a mileage rate of $15.00 per mile will be added to the base fee for any level of medical care received. B. Same as for A C. Same as for A. D.
