Kensington Road Mount Prospect, Illinois 60056 j BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING October 28, 2024 OPEN SESSION MINUTES Phone (847) 870-5656 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 1:30PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Jeanna Claussen, Commissioner Staff Present: Michael Eterno, Police Chief Bart Tweedie, Deputy Police Chief Lisa Schillinger, Executive Assistant John Dolan, Fire Chief Thomas Wang, Deputy Fire Chief 3 APPROVAL OF MINUTES 3.1. Open Session minutes of October 7, 2024 — Commissioner Bork made a motion to approve the open session minutes of October 7, 2024, and Commissioner Claussen seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD — No one in attendance. 5 FIRE DEPARTMENT UPDATE Chief Dolan updated the Board on the new hire list: 222 applied, 169 tested, 138 passed. Due to an error by the testing vendor, one component of the test was omitted. After the missing component was incorporated, 131 candidates passed. Eighteen candidates did not provide a CPAT card by the deadline. Preference points are due today and there is a final list of 113 candidates. 6 POLICE DEPARTMENT UPDATE Chief Eterno notified the Board that recruits Dezonno and Nord are halfway through the academy and are doing very well. Recruit Dezonno was chosen as a team leader. 7 CLOSED SESSION —CHAIRMAN POWERS ASKED FOR A MOTION TOGO INTO CLOSED SESSION A motion was made by Commissioner Bork and seconded by Commissioner Claussen to go into Closed Session at 1:36PM. Motion Unanimously Approved 7.1. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2. Approve Closed Session minutes of October 7, 2024 7.3. Discussion of Fire Department candidate regarding a late CPAT card 7.4. Discussion of Police Department candidate 7.5. Conduct Police Department interviews John Dolan and Thomas Wang were excused at 2:46pm before Police Department interviews. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 4:09pm. Motion Unanimously Approved The Board returned to Open Session at 4:09pm. OLD BUSINESS - none 9. NEW BUSINESS 9.1.VOTE TO APPROVE POLICE OFFICER ELIGIBILITY LIST INCLUDING REMOVING CANDIDATES FROM CONSIDERATION BASED ON THE ORAL INTERVIEW AND/OR INITIAL BACKGROUND INVESTIGATION The Board discussed all candidates during the Closed Session. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to approve 2 candidates and remove 2 candidates from consideration to establish the Eligibility List dated October 28, 2024. Motion Unanimously Approved 9.2. VOTE TO APPROVE OR DENY AN EXEMPTION FOR A LATE CPAT CARD SUBMISSIONS - A motion was made by Commissioner Claussen and seconded by Commissioner Bork to approve the CPAT card extension for Candidate A. Motion Unanimously Approved A motion was made by Commissioner Claussen and seconded by Commissioner Bork to deny the CPAT card extension for Candidate B. Motion UnanimouslvADDroved 9.3. VOTE TO KEEP OR REMOVE A POLICE CANDIDATE FROM CONSIDERATION A motion was made by Commissioner Bork and seconded by Commissioner Claussen to remove the candidate discussed in closed session from consideration and the hiring process. Motion Unanimously Approved 9.4. DISCUSS POSSIBLE CANCELLATION OF THE NOVEMBER 4T" REGULAR MEETING The Board decided to keep the November 4th meeting as scheduled. 9.5. DISCUSS CURRENT INTERVIEW QUESTIONS The Board agreed to discuss the current interview questions at the November meeting. With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Claussen to adjourn the meeting at 4:18pm.
