PROPOSED CONSTRUCTION WORKSHOP
This workshop is a follow-up to the September 30, 2008 Fire Station 14
Workshop. At that meeting SRBL Architects, Leopardo Companies and staff
presented the original exterior elevation along with 5 new elevations. The
Village trustees selected an exterior elevation to proceed to design
development. Additionally, staff presented a schematic design of the EGC.
Direction from the Village trustees was to look at ways to harden the EGC
and fire station as well as make modification to the EGC floor plan. At this
meeting SRBL Architects, Leopardo Companies and staff will present a
hardening standard based upon the last workshop. There is also an
opportunity for the Village trustees to walk through a full-scale EGC floor plan.
Additionally, staff will have refined sketch drawings of the EGC and fire
station and budget projections for the fire station and EGC.

SUBJECT: FIRE STATION & EMERGENCY OPERATIONS CENTER WORKSHOP
This memorandum will serve as an update and preface for the December 9, 2008
Workshop with the Mayor and Trustees in regards to the proposed construction of Fire
Station #14 and the Emergency Operations Center (EOC).
Since the September 30, 2008 workshop the following items are now available for review:
1. Facility hardening construction standard to be applied to Fire Station #14 and EOC
2. Preliminary budget projections for both Fire Station #14 and EOC
3. Revised floor plan for the EOC
4. Final design elevations and floor plans for Fire Station #14
5. Updated Leadership in Energy and Environmental Design (LEED) Checklist
6. Bid results for River Trails Park District sports field
Facility Hardeninq Standard
Unlike LEED certification there isn't a recognized national standard for facility hardening.
The International Building Code requires that public buildings be built to a higher hardening
standard than non-public buildings, but this code falls short of our desired requirements.
Attached (Exhibit #1) is a letter from Jake Davis, SRBL Architects that illustrates three
levels of hardening and the costs associated with upgrading the facilities. Based upon
Board and staff input the upgraded Standard #2 has been selected for these facilities and
our current budgets reflect this level of hardening (Exhibit #2). This standard is commonly
referred to as the Miami-Dade Standard as it is what is required in southern Florida as a
result of their hurricane experience.
Preliminary Budqet
Previous budget estimates were furnished by SRBL Architects. The attached (Exhibit #2)
Owner Bid Summary Report is from Leopardo Construction, our construction manager.
Since the architect is currently at the 75% Design Development phase of design these
budget numbers are still estimates and will be further refined as we get closer to 100%
Design Development. As the design is more refined the individual line item budgets will
become more accurate and the contingency fund, which is currently at 7%, will drop.
Leopardo does, however, feel very comfortable with the current budget projections.
The EOC budget projections are not available to be attached to this memorandum, but will
be provided at the workshop. Leopardo will be available to explain these estimates.

EGC Floor Plan Revisions and Budqet
Staff had the opportunity to outline a full-scale drawing of the EGC on the floor of an empty
warehouse located at 1400 West Algonquin Road. Thanks Mayor for the suggestion! Staff
has had the opportunity to walk through the design and discuss modifications. Attached
(Exhibit #3) is the revised floor plan based upon comments from the Board and
observations by staff. The workshop will be held at the warehouse at 1400 West Algonquin
Road so that we will have the opportunity to walk the floor plan and discuss the
modifications.
Final Floor Plan and Elevations for Fire Station #14
Since the last workshop the architects have refined the fire station drawings. The drawings
now take into account the mechanical, HVAC, and structural components. The elevated
hardness standard discussed above also influenced the design. Both the floor plan and
building elevations have changed slightly. The current drawings are attached (Exhibit #4).
Updated LEED Checklist
The project team continuously evaluates the sustainable features that ultimately relate to
LEED credits. These credits determine the level of certification that a facility is eligible for
(i.e. certified, silver, gold, and platinum). We have worked to make sure that the
sustainable features do not adversely affect function and that they have a reasonable
payback. As the fire station design progresses these sustainable features are evaluated to
make sure they meet these requirements. The cistern is an example of a sustainable
element that was unreasonable in terms of cost versus payback and was therefore
removed from the design. Attached (Exhibit #5) is the updated LEED checklist. The overall
credits have decreased from 42 to 40, but still remain in the gold level of certification.
River Trails Park District Sports Field Bid Results
In exchange for land to build the new fire station the Village is responsible for the costs
associated with building a new sports field at River Trails Middle School (Wolf &
Kensington Roads). Prior to the bid process, the Park District's architect estimated
construction costs at $200,000. Attached (Exhibit #6) are the bid results. The lowest
responsive bid was $137,000 - Good News! This is typical of bid results for many
construction projects in the area. We are hopeful that the bids for the proposed Phase I
projects will come back as favorable as this one did.
The December 9, 2008 Workshop will highlight in greater detail the issues presented in this
memorandum. SRBL Architects, Leopardo Construction and staff will be present to discuss
these issues and answer any questions.

Facility Hardening Summary
Dear Mr. Figolah,
Per your direction, we have analyzed options for providing lateral force resisting hardening for Fire
Station 14 and the Emergency Operations Center. Our preliminary summary is as follows:
Code Required Standard
In accordance with the International Building Code 2006, critical facilities (defined as public safety
facilities), which includes both the Fire Station and EOC are to be designed with a fifteen percent
(15%) importance factor'beyond those required by the code. This is important to note, since both the
Fire Station and the EOC will be desi~ned 15% BEYOND what all new commercial buildin~s are
desi~ned for as a base.
With the importance factor, this roughly corresponds to resisting a 90 MPH wind and approximately
15 pounds per square foot wall pressure. A 90 MPH wind corresponds to the median wind speed in
an F-1 tornado (On the Fujita scale of Tornado Intensity).
All cost estimates provided to date correspond to this standard above. Some of the basic lateral
load resisting features of the Code Required Standard include:
. Reinforced masonry walls (solid grouted sections with bars) tied to rebar in the foundation
. Steel columns and deck
. Steel roof joists and trusses
. Moment connections of steel columns and masonry shear walls
. Tempered glass in windows and doors
. Standard aluminum window frames and hollow metal doors
Upgraded Standard #1
We developed an intermediate standard to provide an option to resist the median wind speeds
contained within an F-2 tornado. This roughly corresponds to resisting a 125 MPH wind and
approximately 25 pounds per square foot of wall pressure.
In addition to the features of the base code compliant building, the Upgraded Standard #1 will
require:
. Increased wall reinforcement (larger bars, closer together with more grout)
. Larger foundations with more rebar ties to resist uplift
. Larger columns with more complex bolted and welded connections

· Additional masonry shear walls
· Heavier roof deck (18-20 gauge versus 22 gauge) with additional welds and/or screws
· Laminated glass in windows and doors
· Heavier gauge doors and window frames with additional anchoring
Upgraded Standard #2
Based on our meeting with you and Mr. Janonis, we developed an ultimate hardening standard
based on the winds generated by and F-3 tornado. This roughly corresponds to a 158 MPH wind and
40 pounds per square foot wall pressure. 158MPH is also equal to a Category 5 hurricane on the
Saffir-Simpson scale (155 MPH and above). It is worthwhile to bear in mind that according to the
Fujita Scale for Tornado Intensity the following percentages of tornado incidence:

With tornadoes stronger than F-1 representing less than 26% of all tornadoes and only 1% of all
tornadoes representing "Violent" (F-4 and above) tornados, we feel that the F-3 standard is
responsible without being extreme in suburban Chicago.
The requirements of the Upgraded Standard #2will require:
· Increased wall reinforcement (larger bars, closer together with more grout - at least one bar
size above Upgraded Standard #1)
· Much larger foundations with more rebar ties to resist uplift
· Larger base plates and anchors
· Much larger columns with more complex bolted and welded connections
· Additional masonry shear walls (particularly in the Fire Station)
· Heavier roof deck (18-20 gauge versus 22 gauge) with additional welds and/or screws
· Laminated glass in windows and doors
· Heavier gauge doors and window frames with additional anchoring
· Tie-downs from roof trusses to walls
· Tie-down clips for standing seam roofing
· All exterior materials will need to comply with the Miami-Dade standardsTAS-201 thru 203

Cost Implications
While we know clearly what the basic design implications of each of the upgraded standards entails,
neither project has been completely designed structurally, so the exact nature and thus additional
cost of the upgrades is difficult to establish in precise terms. However, we can confidently establish
the following data:
Of the two new buildings, the EOC is much better suited to meeting the higher standard given its
relatively small size, rectangular masonry layout and dearth of glass. The Fire Station is more
difficult and thus more costly to harden to the higher standard due to its less centralized layout, open
apparatus bay and daylighting requirements. Station 14 is certainly not impossible to harden to the
Upgraded Standard #2, it is just more costly than the EOC on a percentage basis. Our best estimate
based on current design information is as follows:
EOC
Upgraded Standard #1 - 5-8% of structural construction cost
Upgraded Standard #2 - 10-15% of structural construction cost
Fire Station 14
Upgraded Standard #1 - 8-10% of structural construction cost
Upgraded Standard #2 - 15-20% of structural construction cost
With respect to the existing Public Works building, we strongly caution that to successfully increase
the lateral load resistance of the existing building would be highly invasive to Public Works
operations and extremely expensive. Without a detailed scope of hardening work, the cost and
extreme inconvenience to Public Works is difficult to estimate, but could approach or surpass the
cost of the entire project at Public Works, potentially totaling in the millions of dollars. We are
working to establish an estimate of the approximate lateral load resisting ability of the existing
building, but colloquially we feel that given that Public Works is a masonry and steel commercial
structure, the likelihood of an event heavily damaging or destroying the facility are remote.

CALL TO ORDER
The regular meeting of the Mount Prospect Safety Commission was called to order at 7:00 p.m. on
Monday, June 9, 2008.

Commission as the new Chairman.

regular meeting of the Safety Commission held on December 10,2007. The minutes were approved by a
vote of 8-0 with Commissioner Pampel abstaining.

NEW BUSINESS
A) TRAFFIC STUDY AT ST. PAUL LUTHERAN SCHOOL
I) Background Information
In the summer of 2007, various traffic regulations were changed around St. Paul Lutheran School
in an effort to enhance pedestrian and vehicular safety. The Safety Commission and Village
Board of Trustees requested that the Engineering Staff perform a post-study in the spring of 2008
to determine the effect of the changes. Staff was asked to take into account school, church and
park activities.
2) Current Traffic Regulations
1. Busse Avenue in front of the school was converted from a one-way westbound street during
specific times of the school day to a two-way street at all times during the school day.
2. There is now a i5-Minute Parking School Days 8:00am-4:00pm parking regulation along
the north side of Busse Avenue between Elm Street and School Street.
3. There is now a No Parking Drop-Off / Pick-Up Zone School Days 8:00am-4:00pm parking
regulation along the west side of School Street between Busse Avenue and Central Road
excluding the first 196' north of Busse Avenue and first 150' south of Central Road.
4. There is now a No Stopping, Standing, Parking School Days 8:00am-4:00pm parking
regulation along the south side of Busse Avenue between Elm Street and School Street, the
east side of School Street between Busse Avenue and Central Road, and the west side of Elm
Street from Busse Avenue to a point 150' north.
5. There is a two-hour parking limit Monday-Friday 7:00am-6:00pm on many of the streets in
the neighborhood.
6. School Street from Central Road to Evergreen Avenue is one-way southbound and Busse
Avenue from Elm Street to Owen Street is one-way westbound on Sundays from 7:00am-
1:00pm.
3) Observation & Evaluation
School Activities -
During the Engineering Staffs observations of drop-off and pick-up, traffic conditions were
orderly and safe for both parents and students. Issues such as motorists disobeying the one-way
designation on Busse Avenue, students walking between cars, and traffic congestion on School
Street and Elm Street have been solved. And other issues such as double-parking and parking
close to crosswalks have been minimized. During our visits, parents were observed to park
illegally on only a few occasions. Overall, however, conditions have improved.
Church Activities -
The church has recently completed a renovation project to the building. While scheduled for a
future phase, the parking lot was not expanded as part of the initial work. The Police Department
observed traffic conditions on a Sunday morning and reported little problems. On-street parking
was present but congestion along the streets was not evident. The one-way southbound
designation along School Street from Central Road to Evergreen Avenue on Sunday mornings,
however, was routinely disobeyed even though signs are in place. There is also a one-way
westbound designation along Busse A venue from Elm Street to Owen Street according to Village
Code though no signs are in place. This ordinance, too, was routinely disobeyed.
Park Activities -
The three streets that border Owen Park: Busse Avenue, School Street and Owen Street all have
a 2-hour parking limit from 7:00am-6:00pm Monday-Friday. The Engineering Staff observed
traffic conditions during weekday evenings and on a Saturday afternoon and did not see any
issues. There were people at both the playground and ball field during our visits. On-street
parking was observed but there was no congestion evident along the streets surrounding the park.
Resident/Parent Survey -
As part of the post-study, 17 surveys were sent to nearby homes soliciting their feedback on the
traffic regulation changes and their observations during school, church and park functions.
Surveys were also sent to the school, church and park district. 3 surveys were returned. All
support the changes made last year. One commented that the one-way designation along School
Street is not adhered to and another one commented that some parents to do not follow the
parking restrictions during the school day.
4) Recommendations
School - Based on the Engineering Staffs observations, the new traffic regulations appear to be
effective in creating an orderly and safe environment. No further traffic regulation changes are
recommended. However, it would be beneficial to remind parents via letter prior to the start of
the school year to not park close to crosswalks and to not double-park. Police Department
presence at the beginning of the school year would help to reinforce the traffic regulations.
Church - The one-way designations on Sunday mornings along School Street and Busse Avenue
are recommended to be removed to allow for two-way traffic at all times. The one-way
designations were put into place in 1971 but appear to not be of benefit today. Since some
residents affected by this potential change are outside the current notification area, it is
recommended that they be informed and that this issue be discussed in greater detail at a future
Safety Commission Meeting. Further, we would want to inform the church of the potential
change as well. There are no other changes to the traffic regulations recommended around the
church.
Park - No traffic-related issues were observed during the Engineering Staffs visits to the park.
Also, a representative of the park district was not aware of any issues. There are no changes to
the traffic regulations recommended around the park.
5) Discussion
Chairman Keane introduced the issue and opened the discussion to the public.
Michael Landgraf, 21 S. School Street, supports the changes to the traffic regulations associated
with school drop-off and pick-up activities. With respect to Sunday morning traffic, there is a lot
of on-street parking on School Street. The one-way designation during this time should be
signed better or eliminated to allow for two-way traffic because many motorists don't follow the
existing signs. Further, he believes there should be some consideration for limiting parking on
one side of School Street during Sunday mornings.
Carol Lynch, 919 S. Maple Street, is a member of St. Paul Lutheran Church and was not aware
Busse Avenue is designated a one-way street on Sunday mornings.
Chairman Keane asked Traffic Engineer Lawrie to present Staff s study and recommendations.
Traffic Engineer Lawrie then shared with the Commission Staffs observations and
recommendations.
Chairman Keane brought the issue back to the Commission.
There was consensus from the Commission that the traffic regulations around the school have
been effective in creating a safe environment. The discussion then focused on church activities.
Traffic Engineer Lawrie commented that limiting parking to one side of School Street and Busse
Avenue on Sunday mornings would displace many vehicles. With the church and school parking
lots full, on-street parking would extend further into the neighborhood. Commissioner Bencic
and others said they thought Busse Avenue was wider than School Street and two-way traffic
could be maintained even with parking on both sides of the street. One issue with School Street
is that there are many driveways and allowing parking on both sides of the street can make it
difficult for residents to maneuver in and out of their driveways.
There was a question about emergency vehicle access. Battalion Chief Livingston said there was
an alarm at St. Paul Lutheran Church on a recent Sunday morning and the Fire Department was
able to negotiate School Street even with vehicles parked on both sides of the street.
Commissioner Fisher commented that allowing parking on both sides of the street prevented thru
traffic during the Fire Department's response. This created a safe situation for the personnel.
Sergeant Eterno commented that residents on other streets may also want parking restrictions if
parking is limited on School Street and Busse Avenue.
Chairman Keane told the Commission there are a couple of issues to consider. First, should the
Sunday morning one-way designation on School Street and Busse A venue be eliminated and,
second, should parking restrictions be enacted on streets around the church.
Traffic Engineer Lawrie reiterated Staffs recommendation to convert School Street and Busse
Avenue to two-way streets on Sunday mornings and to allow on-street parking to remain as is.
Sergeant Eterno supports two-way streets because motorists are more likely to disobey the part-
time one-way designation because it can be confusing.
Commissioner Tortorello asked if the parking regulations did not change could the Police
Department review the situation in the fall to determine if any restrictions are necessary. Traffic
Engineer Lawrie and Sergeant Eterno responded that Staff could again review the issue in the
fall.
There was consensus from the Commission that School Street and Busse Avenue should be
designated two-way streets at all times including on Sunday mornings. Traffic Engineer Lawrie
suggested that those residents who are outside the current survey area but who would be affected
by this change be notified before the change.
After some further discussion, Commissioner Bencic, seconded by Commissioner Pampel,
moved to remove the Sunday morning one-way designations on School Street between Central
Road and Evergreen Avenue, and on Busse Avenue between Owen Street and Elm Street
resulting in both streets having a two-way designation at all times. Also, a notice is to be sent to
the affected properties and allow for a two-week period for feedback. If there are no objections,
Staff is to present the change to the Village Board of Trustees for final approval. If there are
objections, Staff is to bring the issue back to the Safety Commission for further discussion.
Finally, there are no recommended changes to the parking regulations at this time. Staff,
however, is to review the parking situation around the church in the fall to determine whether
any parking restrictions are necessary.
The motion was approved by a vote of 9-0.
Commissioner Fisher asked that the church be notified of the change to the one-way designation
so that the parishioners can also be made aware.
COMMISSION ISSUES
Chairman Keane requested the Commission choose a new Vice Chair. This person would
facilitate the meetings in the absence of the Chairman. After some discussion, there was
consensus that Commissioner Bencic would serve as Vice Chairman.
Traffic Engineer Lawrie updated the Commission on the status of the Neighborhood Traffic
Study. He indicated the next Open House would be in September or October.
Commissioner Tortorello asked that Staff review whether any portion of Evergreen Avenue in
front of St. Mark Church is a designated Fire Lane. If so, she requested that it be signed
accordingly.
ADJOURNMENT
With no further business to discuss, the Safety Commission voted 9-0 to adjourn at 8:05 p.m. upon the
motion of Commissioner Pampel. Commissioner Bencic seconded the motion.
