JANONIS DATE: NOVEMBER 25, 2008 SUBJECT: NEIGHBORHOOD TRAFFIC STUDY REQUESTED INFORMATION FOR ZONE 3 At the November 18th Village Board Meeting, the Trustees requested specific traffic data to . t the their decision on the appropriate intersection traffic control and speed limits in the Prospect Me ws Subdivision. The attached map highlights the daily traffic volumes for the streets within Zone 3 nd the table below summarizes both the volume and speed data for Forest Avenue, Prospect Manor Avenue and Elmhurst Avenue. Street Cross Street Forest Ave north of Kensington Rd Forest Ave north of Albion Ln Prospect Manor A v north of Kensington Rd Prospect Manor A v north of Albion Rd Elmhurst A v north of Oriole Ln In addition to requesting the traffic data, there were many questions and comments from both the Trustees and residents relative to: 1. the recommendation to enhance access at Rand Road and Prospect Manor Avenue, 2. the recommendation to add Stop signs throughout the subdivision, and 3. speeding and cut-through concerns in the subdivision, specifically along Forest Avenue. The Engineering Division has taken a closer look at the recommendations in light of the comments and appreciates the opportunity to respond. Recommendation to Enhance Access at Rand Road and Prospect Manor Avenue The purpose of the access study (directed by the Village Board of Trustees) was to see ifthere may be an opportunity to make it easier for residents to get in and out of their neighborhood without significantly increasing cut though traffic. The current turn restrictions force residents to either deal with the delays at the Rand/Elmhurst/Kensington traffic signals or navigate through other neighborhoods to get to an arterial street. By lifting the left turn restriction into the neighborhood and the left turn restriction out of the neighborhood in the evening, Staff believes this would not only improve access for residents of the neighborhood but would reduce cut through traffic generated by these same residents in adjacent ~ page 2 of3 Neighborhood Traffic Study November 25, 2008 neighborhoods. KLOA and Staff did, however, recommend that the right turn restriction into the neighborhood during the morning remain in order to prevent cut through traffic traveling to Prospect High School. While KLOA did not project the additional. traffic the local streets may experience with lifting the turn restrictions, the existing traffic data would serve as a benchmark and be compared to the two post-studies that will be performed in the neighborhood. It was Staff's expectation that if the post-studies revealed that any increase in traffic outweighed the benefits to the neighborhood that at that time further modifications could be made. However, if the eight households who spoke at the Village Board Meeting are a reflection of the other 140 homes in the subdivision then Staff will not object to leaving the current access restrictions. Recommendation to Add Stop Signs throughout the Subdivision One of the goals of this traffic program is to provide a higher level of standardization with the expectation that motorists will have a better understanding of the traffic control throughout the Village. This, in turn, is expected to enhance safety on a Village-wide basis. And the post-studies performed thus far have shown that the accident rates in our neighborhoods are dropping. So while a low number of accidents have occurred in the Prospect Meadows Subdivision the goal is still to provide a consistent set of regulations in the entire Village. Of the eleven intersections where Stop signs are recommended to be added, nine of them are at T- intersections. And Stop signs are only being recommended on the terminating street in order to clarify the right-of-way. The criteria that was approved during the program development stage was that in order to reinforce the Illinois Vehicle Code, a single Stop sign would be installed at aT-intersection unless one of three conditions were met: the intersection of two collector streets (3-way stop), severe sight line limitations (3-way stop), or the intersection of a local street and a cul-de-sac (uncontrolled). None of these three conditions have been met at the nine intersections, therefore, in order to be consistent with past decisions Staff has recommended installation of a single Stop sign at each of these intersections. We have reviewed our initial recommendations and still believe they are appropriate traffic control for the neighborhood. Speedim! and Cut-Through Concerns in the Subdivision A number of comments were made by residents concerning speeding motorists and cut through traffic in the subdivision, specifically along Forest Avenue. And a couple of suggestions to address these concerns were to install Stop signs and/or traffic calming measures. With respect to adding Stop signs at either Larkdale Lane or Albion Lane, the Engineering Division discourages this proposal. First, as it's been said before, Stop signs are not to be used as a speed control device as they typically have little effect on speeds 100'.200' before and after the intersection. To support this statement, recorded speeds along Forest Avenue are actually slightly lower than speeds recorded along Prospect Manor Avenue where there are Stop signs at Larkdale Lane. And where Stop signs have been added or removed in other zones as part of this program, speeds have not significantly changed. Second, to add Stop signs in order to discourage cut through traffic or equalize traffic volumes along the three north.south streets may not produce the desired outcome. Prospect Manor Avenue near Kensington Road experiences almost two times the amount of traffic compared to Forest Avenue and almost three times the amount of traffic near Bob-O-Link Road. Therefore, adding Stop signs on Forest Avenue will probably have little. effect on cut through traffic in the neighborhood other than possibly adding more traffic to Prospect Manor Avenue. Staff is also concerned that adding Stop signs on Forest Avenue at an intersecting street that experiences a low volume of traffic will create a high rate of disobedience at the intersection and give less credence to other Stop signs in the neighborhood. page 3 00 Neighborhood Traffic Study November 25, 2008 With respect to installing traffic calming measures, the Engineering Division recommends that consideration be given after completion of the post-studies and once a traffic calming program has been put into place by the Village. Forest Avenue is only 21' wide which is narrower than most Village streets and the traffic volume and speeds are typical for a residential street. At this point, we believe it is premature to determine a traffic calming plan given the existing data and because the intersection traffic control plan has not been implemented. The Engineering Division recommends that we move forward with further discussions on a traffic calming program, implement the intersection traffic control plan, gather post-study data, and then determine whether traffic calming measures are appropriate not necessarily exclusive to Forest Avenue but possibly comprehensive of the entire neighborhood. This may include but not limited to median islands, traffic circles, speed humps and/or access restrictions along Kensington Road that affect multiple streets within the neighborhood in order to address the quantified problems. As a means to address any speeding concerns after implementation of the intersection traffic control plan, the Police Department's Traffic Unit will provide selective speed enforcement throughout the neighborhood with special attention given to Forest Avenue. With each zone that has been completed thus far, they have been deployed to respond to residents' concerns as well as provide initial feedback to the Engineering Division on the impact to the neighborhood. Their involvement will certainly be an asset as we move beyond implementation of the intersection traffic control plan and address any further traffic- related concerns beyond the scope of this program. Please include this information for the December 2nd Village Board Meeting. Representatives from the Engineering Division will be in attendance to answer any questions. Matthew P. TO: DATE: SUBJECT: WATER AND SEWER RATE INCREASE PURPOSE: To present for the Board's consideration an ordinance increasing the Village's water a rates. BACKGROUND: Since 1990 the Village has followed the practice of approving moderate ann,ual increases in wat and sewer rates, as opposed to implementing large increases periodically. The annual rate increase under this program has ranged between 4-5%. I n late 2007 the Village learned that the City of Chicago was planning to increase the cost of water purchased by the Village an average of 15% per year through 2010. Because of the late notice of the increase, we were not able to analyze what an appropriate rate increase would be for 2008. The Village moved forward with its regular programmed increase for the 2008 budget (5%) with the understanding that a water rate study would be performed in the first quarter of the year and rates would be adjusted accordingly. Staff presented results of the water rate study to the Village_Board and Finance Commission at a workshop in April 2008. The study showed that existing rates were sufficient to cover operations and future annual increases would be set at 4%. In the end, water customers benefited by the decision to delay reacting to the City of Chicago proposed rate increases until better information was available. The next rate study will occur some time during 2013 assuming no extraordinary issues develop necessitating an earlier review. DISCUSSION: The following table illustrates the recommended rates as reflected in the proposed ordinance. No increase is proposed for the $5.00 per month sewer construction fee. If a Mount Prospect household uses 15,000 gallons of water ove~ a two-month period, their bimonthly water and sewer usage fee would be $102.85, an increase of $3.45. No increase is being proposed for the monthly availability charge assessed customers outside of Special Service Area NO.5. For most customers, those with a 5/8" water line, the charge will remain at $10. RECOMMENDATION: It is recommended the Village Board approve the attached ordinance increasing water and sewer rates effective for bills rendered on or after January 1, 2009. ~~t?- ~ DAVID O.
