A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF
TIMOTHY J. CORCORAN
TO THE VILLAGE OF MOUNT PROSPECT
WHEREAS, TIMOTHY J. CORCORAN has been a resident of the Village of Mount Prospect for
23 years, residing in the Village with his family since 1985; and
WHEREAS, TIMOTHY J. CORCORAN, is an innovative leader, caring and giving friend, neighbor
and citizen; and
WHEREAS, TIMOTHY J. CORCORAN, having been first elected in 1989 served as a Village
Trustee for nineteen (19) years, May 1989 to September 2008; and
WHEREAS, appointed to the Village's Ad Hoc Recycling Committee in 1988, TIMOTHY J.
COCO RAN was instrumental in framing
the Village's comprehensive solid waste management plan to reduce waste and recover reusable
materials through a curbside recycling program; and
WHEREAS, TIMOTHY J. CORCORAN served as the Vice-Chairman of the Board of Directors of
the Solid Waste Agency of Northern Cook County since 2002 and as an Executive Committee
member of the Agency since 1995; and
WHEREAS, TIMOTHY J. CORCORAN provided outstanding leadership and input that resulted in
the development and implementation of environmentally sound solutions for the Northern Cook
County area's solid waste disposal concerns that benefit nearly 300,000 residents; and
WHEREAS, TIMOTHY J. CORCORAN'S judicious discipline and vision for the future has
contributed to the enhanced efficiency of municipal services and sustainable community
development; and
WHEREAS, TIMOTHY J. CORCORAN has always exhibited the highest degree of fairness,
compassion and reasoned thought in all of his deliberations regarding Village matters thereby
providing a high degree of leadership and thoughtful direction to his fellow Board members; and
WHEREAS, TIMOTHY J. CORCORAN as always had as one of his basic tenants serving the
best interests of the entire community.
NOW THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY ILLINOIS:
SECTION ONE: That the President and Board of Trustees along with the community as a whole
thank you for your tireless and unselfish devotion to public service and the betterment of Mount
Prospect and wish you the best in your future endeavors.
SECTION TWO: That an official copy of this Resolution be suitably prepared and presented to
TIMOTHY J. CORCORAN as a perpetual memento.
SECTION THREE: That this Resolution shall be in full force and effect from and after its passage
and approval in the manner provided by law.

A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF
RICHARD M. LOHRSTORFER
TO THE VILLAGE OF MOUNT PROSPECT
WHEREAS, RICHARD M. LOHRSTORFER and his family moved to the Village of Mount
Prospect in 1975, and throughout his many years in the Village, RICHARD M. LOHRSTORFER
has been an active, caring and giving friend, neighbor and citizen; and
WHEREAS, RICHARD M. LOHRSTORFER, having been first elected in 1997 served as a Village
Trustee for eleven (11) years, May 1997 to June 2008; and
WHEREAS, RICHARD M. LOHRSTORFER also served to strengthen the community
educational system as an elected official of the River Trails School District #26 Board of
Education for ten years, 1987 to 1997; serving as President of the School Board from 1990 -
1994; and
WHEREAS, RICHARD M. LOHRSTORFER continued his commitment to the youth of the
community through his service as an adult advisor of the Mount Prospect Youth Commission; and
WHEREAS, as a member of regional V Disaster Mortuary Operational Response Team, Richard
M. Lohrstorfer has provided immediate and valuable assistance to communities throughout the
United States devastated by catastrophic events; and
WHEREAS, RICHARD M. LOHRSTORFER has always exhibited the highest degree of fairness,
compassion and reasoned thought in all of his deliberations regarding Village matters thereby
providing a high degree of leadership and thoughtful direction to his fellow Board members; and

PROCLAMA TION
"TEDDY BEAR WALK WEEK"
November 30 - December 6, 2008
WHEREAS, in 1980 the annual Teddy Bear Walk was started by
the Mount Prospect Public Library, Mount Prospect State Bank
and downtown merchants to provide a holiday tradition for the
children of Mount Prospect; and
WHEREAS, December 6,2008 marks the 28th anniversary of this
annual event; and
WHEREAS, the event will be celebrated with songs, stories, and
a parade; and
WHEREAS, the event will end with Ted E. Bear leading a parade
of families and bears in the annual Teddy Bear Walk; and
WHEREAS, the Village of Mount Prospect recognizes this
popular community event.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of
Mount Prospect, do hereby proclaim November 30 through
December 6, 2008 as MOUNT PROSPECT TEDDY BEAR WALK
WEEK, and I thank everyone who has contributed to making the
Teddy Bear Walk a favorite holiday tradition for the families of
Mount Prospect.

REQUEST FOR A NEW CLASS "C-1" LIQUOR LICENSE
On November 7, 2008 the Village Manager met with Mr. Keith Richards, Store Manager and
Attorney Gretchen Chelsey, regarding Wal-Mart's request for a Class C-1 liquor license. The
"Class C-1" designation provides for the sale of package beer, wine and spirits in a supermarket
setting. The Wal-Mart at this location is being renovated to add an expanded grocery
component. The store is scheduled to close on January 31,2009 for said renovation and reopen
on or about September 8, 2009. Current plans call for the sale of beer and wine only in a non-
refrigerated format. Alcohol will be located in the grocery section of the store. During the
renovation Mr. Richards will work at another Wal-Mart location.
The Village Manager reviewed with Mr. Richards and Ms. Chelsey the Village's particular
sensitivity to the sale of alcohol to minors. Mr. Richards indicated that Wal-Mart has a
sophisticated computer system that requires sales associates to check the identification of any
patron who appears under forty years of age. Sales associates under the age of twenty-one will
not be allowed to handle liquor sales transactions. A front end supervisor will complete the
transactions. Additionally, the computer system will prevent sale of alcoholic beverages outside
the allowed period for such sales. Wal-Mart Corporate also has an extensive in-house training
curriculum that all associates must pass outlining procedures and responsibilities as they relate
to the sale of alcohol. Wal-Mart currently operates 124 stores in Illinois that sell alcohol. Prior to
the issuance of the liquor license Mr. Richards will submit proof that he has himself, passed a
certified liquor server's course.
A completed application along with required fees and all supporting documentation has been
submitted. Mr. Richards has submitted to fingerprinting and a background check. If the Village
Board favorably considers this request, adoption of an Ordinance creating a new Class "C_1"
liquor license would be in order.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class "C-1" Liquor Licenses by One (1) Wal-Mart
Stores, Inc. d/b/a/ Wal-Mart Store #1681 930 E. Rand Road Said list is as follows:
