AN ORDINANCE amending Ordinance
No. 519 passed Octo!?er 1,6, 1956.
BE'lT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT. COOK COUNTY. ILLINOIS:
SECTION 1. That an ordinance entitled lIAn ordinance providing
fOl" the joint acquisition of a common 90urce of water supply for the Village
of Mount Prospect, the Village of Arlington Heights and the Village of
Palatine and the formation of a proposed water commission to be known as
the Northwest Suburban Water Commission" passed October 16, 1956. is
hereby amended to read as follows:
"An Ordinance providing for the joint
acquisition of a common source of water
supply for the Village of Mount Prospect,
the Village of Arlington Heights~ the
Vil1a.ge of Palatine ~ and the City of Des
Plaines and the formation of a proposed
water commission to be known as the Des
Plainest Mount Prospect, Arlington Heights,
and Pala.tine Water Commission.
WHEREAS, the present 'water supply of the Village of Mount
Prospect, Illinois, consists of a 1ll.1mber of wells; and
WHEREASv the flow of water from the existing wells is
limited and has been at times and will be inadequate and insufficient
properly to supply the needs of the Village and its inh.abitants for
public and domestic purposeB~ due to the rapid and continuing
growth of its population and increased need for such supply; and
WHEREAS~ the coat of additional wells if! exorbitant; and
WHEREAS~ the additional cost of maintaining and servicing
ne~N wells and the present source of supply will be exorbitant. and
WHEREAS, tl4e Village of Mount Pro15pectt Village of
Arlington Heighte~ the Village oi Palatine and the City of Des
Plaines, all in Cool~ County, IlHnoiBj have an inadequate supply
of water necessary for the convenience of each such municipality
and its inhabitants, and it is necessary for the beat interests of
each of said municipalities that a common source of water supply
be secured in joint acquisition and ope;;:ation with the Qthers~ and
it being for the best interest of the Village of Mount Prospect,
the Village of A lington Heights ~ the Village of Palatine and the
City of Des Plaine8: that a. new v.rater main or mains be constructed

of sufficient size to provide an ad.equate supply for said
municipalities. either directly from lAke Michigan or from
a.ny other water cominission or source obtaining water from
Lake Michigan i and
WHEREAS, some of said municipalities are adjacent
to each other and all are so located geographically that they
all can be served advantageously and at a minimum cost of
construction of mains. and
WHEREAS, under the law a.s it now stands" particu-
larly under the provisions of Article 81 of an Act entitled IIAn
Act Concerning CitiesD Villages and Incorporated Towns and
To Repeal Certain Acts herein named", approved August 15,
1941, as amended~ a municipality situated as the Village of
Mount Prospect, Village of Arlington Heights. Village of
Palatine, and City of Den Pla.ines is authorized to acquire and
operate jointly a common SO\.ll.ce of supply of water; and
WHEREAS, before proceeding in accordance with the
terms of said Act it is necessary that each of said municipalities
respectively adopt an ordinance electing to acquire and operate
jointly a common source of supply of water
NOW, THEREFORE. BE IT ORDAINED by the President
and Board of Trustees of the Village of Mount Pl"ospec.t 3 County
of Cook and Sate of Illinois, as follows:
Section 1. That it is necessa.ry and for the best interests
of the Village of Mount Prospect. Cook County, Illinois that it
acquire and operate jointly with the Village of Arlington Heights,
the Village of Palatine and the City of DeB Plaines a common
source of supply of water in order that sufficient wa.ter for the
use of said Village of Mount Prospect and its inhabitan.ts for
public aDd domestic purposes be a.vailable at all times, and that
it acquire and operate jointly with the Village of Arlington Heights
the Village of Palatine and the City of Des Plaines., acommon SOU7'(;e
of supply of water 3 said method being the most economical method
of acquiring a complete and sufficient supply of water.
Section 2. Tha.t pursu&nt to the terms of the Act referred
to in the preamble hereof th~ pzoesident a.nd Board of Trustees of
the Village of Mount Prospect e Cook County ~ Illinois ~ do hereby
elect and determine to aC~luire and opel.ate jointly with the Village
of Arlingtgn Heights 6 the Village of Palatine and the City of
Des PIa-inea, a common source of water supply.
Section 3. That as Boon after the passage of this Ordinance
as may be, and pursuant to the terms of the Act referred to in the
})reamble hereof, the President of this Village is hereby authorized
and directed, with the approval of the Board of Trustees of the
Village, to appoint a Commissioner to act as a member of the
commission to be hereafter organized and known as The Des
Plaines, Mount Prospect9 Arlington Heights, and Palatine Water
CommissioD] with the powers and duties as pre8c.~ribed by the Act
referred to in the preamble hereof.

SECTION 2. That this Ordinance shall be in full force and effect
immediately upon ita passage, approval and publication as required by law.
