AN ORDINANCE PROVIDING FOR THE JOINT
ACQUISITION OF A COMMON SOURCE OF WATER
SUPPLY FOR THE VILLAGE OF MOUNT PROSPECT
THE VILLAGE OF ARLINGTON HEIGHTS AND THE
VILLAGE OF PALATINE,
AND THE
FORMATION OF A PROPOSED WATER COMMlSSlON
TO BE KNOWN AS THE NORTHWEST SUBURBAN
WATER COMMISSION.
WHEREAS the prelent water supply of the Villa.ge of Mount, Prospect,
Illinoi8" coaaista of a number of wens; and
WHEREAS. the flow of water from the existing well8 1. limited and has

been, at times and will be inadequate and insufficient properly to supply the needs
of the Village aDd its inhabitants for public and domestic purposes, due to the
rapid and coDtiD.uing growth of its population a.nd increased need for such supply;
and
WHEREAS, the cost of additional wells is exorbiaDti and
WHER~AS" the a.dditional cost of maintaining and servicing new wells
and the present source of supply will be exorbitant; and
WHEREAS, the Village of Moat Prospect, Village of Arlington Heightse
and the Village of Palatine,
all in Cook CountYll
Illinois, have aJl inadequate supply of water necessary for the convenience of
each such mUBicipalityand its inbabitantst) and it is necessary for the beat
interests of each of sa.id municipalities that a common source of water supply
be secured in joint acquis!tibn and operation with the others, aDd it being for
the best interest of the Village of Mount Prospect, Villageo! Arlington Heightse
and Village of Palatine 9

or mains be constructed, of sufficient size to provide an adequate supply for said
municipalities, either directly from Lake Michigan or from any other water

proviaions of Article 81 of an Act entitled "An Act Concerning Cities, Villages
and Incorporated 1"OWDS and To Repeal Certain Acts herein Named", approved
August 15, 1941, as amended, a municipality situated as the Village of
Mount Prospect, Village of ArlmgtOll Heights and Village of Palatine,

acquire and operate jointly a common source of aupply of water; and
WHEREASII before proceeding in ac~orda~e with the terms of said Act
it is necessary that each of said mUDicipa.1ities respectively adopt an ordi",.nce
electing to acquire and operate jointly a common source of supply of water;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COUNTY
OF COOK AND STATE OF ILLINOIS, as follow8:
SECTION 1. That it is neces8ary and for the best intere8ts of the
Village of Mount Prospect, Cook County, illinois" that it acquire and operate
jointly with the Village of Arlington Heights v a.nd the Village of Palatine ~
a common 80U!'ce of 8upply of water in order that sufficient water for the use
of said Vinage of Motmt Prospect and its inhabitants for public a.nd domestic:

SECTION Z. That pursuant to the tenm; of the Act referred to in the
preamble hereof the President and Board of Trm tees of the Village of Mount
Prospecto Cook County, lllinoisll do hereby elect and determine to acquire and
operate jointly with the Village of Arlingto1'1 Heights/, and the Village of Palatine"
~ a. common source of
water supply.
SECTION 3. That as 800n after the passa.ge of thia Ordinance &8 may beD
and pursWU1t to the terms of the Act referred to in the preamble hereof,l the
President of this Village is hereby a.uthorized and directed, with the approva.l
of the Board of Trustees of the Village, to appoint a Commissioner to act &s
a member of the Commission to be hereafter orga.mzed a.nd known as The
Northwest Suburban Watel" Commis.ion,l with the powel's and duties as prescribed
by the Act referred to in the prea.mble her,eof.
SECTION 4~ That this Ordinance shall be in full force immediately
