Home My WebLink About10/21/2008 VB minutes MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT October 21, 2008 CALL TO ORDER Mayor Wilks called the meeting to order at 7:04 p.m. ROLL CALL PLEDGE INVOCATION MINUTES Present: Mayor Irvana Wilks Trustee Paul Hoefert Trustee John Korn Trustee John Matuszak Trustee Steve Polit Trustee Michael Zadel Absent: Trustee Arlene Juracek PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Trustee Hoefert. INVOCATION Trustee Korn gave the Invocation. APPROVAL OF MINUTES Trustee Zadel, seconded by Trustee Po lit, moved to approve the minutes of the regular meeting held October 7, 2008. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Zadel Nays: None Motion carried. APPROVE BILLS APPROVE BILLS and FINANCIALS & FINANCIALS Mayor Wilks stated Bills and Financials were typically considered with other items under the Consent Agenda. However, as there were no other items under the Consent Agenda, she requested a motion to approve the Bills and Financials. MA VOR'S REPORT BLUE RIBBON SCHOOL OF EXCELLENCE, FAIRVIEW SCHOOL Trustee Hoefert, seconded by Trustee Zadel, moved for the approval of Bills dated October 1-15,2008 and Financials dated September 1-30,2008. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Zadel Nays: None Motion carried. MAYOR'S REPORT Mayor Wilks presented proclamations: "2008 Blue Ribbon School of Excellence," Fairview Elementary School and "Great Prospects Day," November 6,2008. Dr. Bruce Brown, School District #57 Superintendent accepted the proclamation. He thanked the Mayor and Village Board for the recognition, and credited the hard work of the teachers, staff, administration, students and parents in achieving this award. Dr. Brown stated Principal April Jordan was unable to accept the award as she was in Washington D.C. for the Blue Ribbon Awards ceremony, then introduced five (5) teachers who were in attendance to represent the school; Ms. Sue Boundy, Ms. Jena Hermanson, Ms. Michele Logar, Ms. Joanne Prato and Ms. Jeani Travis. Dr. Brown stated there would be an assembly at the school on Friday, October 24th at 2:00 p.m. in recognition of Fairview School attaining the Blue Ribbon Award. Mayor Wilks stated she would not be able to attend but Trustee Korn would be in attendance as Mayor Pro Tem. 1 GREAT PROSPECTS DAY NOVEMBER 6TH EMPLOYEE RECOGNITION APPOINTMENTS CITIZENS TO BE HEARD CONSENT AGENDA OLD BUSINESS PZ-23-08, WAL MART, 930 EAST RAN D ROAD Mr. Patrick O'Connor, Prospect High School Music Director and Conductor and Ms. Evelyn O'Connell, senior and Symphony Orchestra concertmaster accepted the Proclamation. Mr. O'Connor thanked the Mayor and Board of Trustees for the support and recognition. He stated Great Prospect Overtures was written in appreciation of the Mount Prospect community and invited the community to attend the November 6th premier of the musical piece at the Prospect High School Fall Concert. Village personnel from Community Development, Finance, TV Services and Village Manager's Office, celebrating their quinquennial anniversaries were recognized. Mayor Wilks, Finance Director Dave Erb, Assistant Village Manager Dave and TV Services Production Coordinator Howard Kleinstein presented each individual, in attendance, from their respective Departments with a certificate or plaque denoting their years of service. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None. CONSENT AGENDA None. OLD BUSINESS Mayor Wilks presented for a second (2nd) reading an ordinance for a Conditional Use for a drive through and parking setback Variation for property located at Wal- Mart, 930 East Rand Road. Community Development Director William Cooney stated there were no changes to the ordinance as presented at the October 7, 2008 Village Board meeting and the cross access agreement with Wal-Mart, a condition for approval of the ordinance, was finalized. The Village Board thanked Wal-Mart for choosing to expand the store and investing in the community. Noting that John, the Wal-Mart greeter, was in attendance the Village Board thanked him for the outstanding job he does not only welcoming customers but also for the donations he generates for a children's hospital. Trustee Hoefert, seconded by Trustee Zadel, moved for approval of Ordinance No. 5712: 2 ORD 5712 NEW BUSINESS MANAGER'S REPORT CHICAGO'S NORTH SUBURBS/ PROSPECT HEIGHTS CONVENTION & VISITORS BUREAU 2008/2009 STATE SALT CONTRACT AN ORDINANCE FOR A CONDITIONAL USE FOR A DRIVE THROUGH AND PARKING SETBACK VARIATION FOR PROPERTY LOCATED AT WAL-MART, 930 EAST RAND ROAD. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Pol it, Zadel Nays: None Motion carried. NEW BUSINESS None. VILLAGE MANAGER'S REPORT Assistant Village Manager Strahl presented a request for Village Board approval for membership in Chicago's North Suburbs/Prospect Heights Convention and Visitors Bureau (CVB). The Village was approached by Chicago's North Suburbs Convention and Visitors Bureau to become a member of that organization. The organization is requesting the Village provide a letter stating Chicago's North Suburbs is the Village of Mount Prospect's Bureau of Record for the State of Illinois, along with the ability to sell memberships to Mount Prospect hospitality businesses. Currently, the Village is not represented by a regional marketing organization, by taking a more active role in a Convention and Visitor's Bureau, the Village will have an expanded audience for promoting local events and businesses and another outlet for our marketing program. He added that because of the extensive partnerships between the Village of Mount Prospect and the City of Prospect a municipal membership fee would be waived. Ms. Pat Wharton, President of Chicago's North Suburbs/Prospect Heights Convention and Visitors Bureau also provided an overview of the organization and responded to questions from the Village Board. . Current member communities - Prospect Heights and Wheeling . CVB worked with Randhurst in bringing Harry Potter event to the Mall and Snow Visions - snow sculpting competition Trustee Korn, seconded by Trustee Zadel, moved to approve membership in Chicago's North Suburbs/Prospect Heights Convention & Visitors Bureau. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Zadel Nays: None Motion carried. Assistant Village Manager Strahl stated Public Works had a request for approval to accept State bid for road salt contract in an amount not to exceed $83,746. Public Works Director Glen Andler presented background information including a brief overview of salt costs and usage over the last four (4) years. He stated last year in an effort to obtain better pricing and delivery, the Village opted out of the State salt contract. However, as there proved to be no advantage in the separate bid, deliveries and pricing were similar to the State program, staff elected to return to the State Joint Purchasing Contract. Mr. Andler stated the State contract for road salt was awarded to the Cargill Incorporated Salt Division at $64.42 per ton delivered. Staff estimates salt usage for the 2008/2009 snow season at 4,000 ton. Mr. Andler provided the following information in response to questions from the Village Board. . Salt Storage - 2010 budget pursue concept of additional storage for salt . Contract allows purchasing up to 130% of salt order at contract rate . "Beet juice" - will be added to salt (PW has a bid out for the deicing product) . Salt alternatives - solar salt (attracts a lot of moisture) 3 OTHER BUSINESS ADJOURN Trustee Zadel, seconded by Trustee Po lit, moved for approval to accept 2008/2009 road salt contract - State bid in an amount not to exceed $83,746. Oktoberfest sponsored by the Mount Prospect Downtown Merchants Association. Public Works Director Glen Andler highlighted several features of the events; Fall Festival 1 - 4 p.m., children's activities and Oktoberfest 4 - 9 p.m., food and music.
