Emerson St. ROLL CALL [Members present upon roll call by the Village Clerk: [Mayor Paul Hoefert, Trustee Vincent Dante, Trustee Terri Gens, Trustee John Matuszak, Trustee Colleen Saccotelli, Trustee Agostino Filippone, and *Trustee Bill Grossi. None were absent. *Trustee Grossi informed the Village Clerk before the meeting that he is requesting to participate in this meeting remotely due to a qualifying medical illness in accordance with the Open [Meetings Act. With a quorum physically present, the clerk asked for a motion to allow Trustee Grossi to participate in the meeting remotely. Trustee Dante, seconded by Trustee Saccotelli, motioned to allow Trustee Grossi to participate remotely. By unanimous voice vote, the motion passed. 2.1. Pledge of Allegiance - Posting of Colors by the [Mount Prospect Police Department Honor Guard with the Pledge of Allegiance led by Trustee Vincent Dante 2.2. Special Invocation - [Mark Bechtold, [Mount Prospect Police Department [Mark Bechtold, the chaplain for the Fire and Police Departments, offered an invocation for the nation's new leadership. APPROVAL OF MINUTES 3.1. [Minutes of the regular meeting of the Village Board - October 15, 2024 [Motion by Colleen Saccotelli, second by Vincent Dante to approve minutes of the October 15, 2024 meeting of the Village Board. Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Passed MAYORS REPORT 4.1. PROCLAMATION: Veterans Day -November 11, 2024 [Mayor Hoefert read the proclamation aloud. Veterans Bill Starr and Dutch ❑eOroot, along with veterans from VFW Post 1337 and American Legion Post 525, were present to accept the proclamation. 4.2. PROCLAMATION: Diwali Day - A Festival of Lights, November 1, 2024 [Mayor Hoefert read the proclamation recognizing Diwali Day into the record. Rakesh Malhotra, president of the Global Indian Diaspora Foundation, accepted the proclamation, provided information, and recited a prayer in honor of Diwali, the Hindu Festival of Lights. Mr. Malhotra was joined by several members of the Indian community. 4.3. PRESENTATION: Halloween Decoration Contest Winners awarded by the Special Events Commission Special Events Commission member Vicki Chung and Chairperson Brian Lambel presented the Commission's second annual Halloween Decorating Contest winners. Sponsored by the Special Events Commission, the event was open to all [Mount Prospect residents and businesses. Winners were selected in six categories: Most Frightfully Fun, Most Creative, Best Decorated Door/Windows, Judge's Favorite, Best Decorated Business and People's Choice. Winners were present to accept their awards. 4.4. REAPPOINTMENT TO BOARDS AND COMMISSIONS - Mark Busse, Brian Lambel, Vicki Chung, and Patti Quill Mayor Hoefert presented the following reappointments for ratification Board of Fire and Police Commission Mark Busse Term to expire November 2027 Special Events Commission Brian Lambel -CHAIR Term to expire November 2028 Patti Quill Term to expire November 2028 Vicki Chung Term to expire November 2028 COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD John Eilering 302 S. Motion to waive the rule requiring two readings and adopt AN ORDINANCE GRANTING A CONDITIONAL USE (DRIVE-THROUGH LANES) FOR THE PROPERTY LOCATED AT 950 EAST RAND ROAD, MOUNT PROSPECT, ILLINOIS Ordnance No. 8758 5.5. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE GRANTING A CONDITIONAL USE TO OPERATE A MASSAGE THERAPY ESTABLISHMENT AT THE PROPERTY 1052 CENTER DRIVE, MOUNT PROSPECT, ILLINOIS Ordnance No. 5757 5.5. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance increases the number of Class "P-2" Liquor Licenses by one (1) AMERICAN DRUG STORES LLC d/b/a/ OSLO DRUG #3476 located at 333 E. Euclid Avenue, Mount Prospect IL and deleting the current "P-2" liquor license by one (1) AMERICAN DRUG STORES LLC d/b/a/ OSLO DRUG #3475 located at 333 E. Euclid Avenue, Mount Prospect IL. Ordnance No. 5758 5.7. Motion to waive the rule requiring two readings of an ordinance and adopt an ORDINANCE AMENDING CHAPTER 18, "TRAFFIC" IN THE VILLAGE CGDE OF MOUNT PROSPECT. This ordinance will prohibit parking on both sides of Wa Pella Avenue for the first 140' north of Council Trail. Ordnance No. 8759 6.8. A RESOLUTION AUTHORIZING A THIRD AMENDMENT AND EXTENSION TO THE CONTRACT FOR SALE OF WATER BY THE VILLAGE OF MOUNT PROSPECT TO THE CITY OF PROSPECT HEIGHTS. (Extending the contract for a term of 10 years and updating the billing formulae to match the Village's current rate structure.) Resolution No. 37-24 PUBLIC HEARING 7.1. Proposed Property Tax Levy for the Village of Mount Prospect for the fiscal year beginning January 1,2024 and ending December 31, 2024. This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on October 25, 20247 is for the purpose of presenting the proposed tax levy for the fiscal year beginning January 1, 2024 and ending December 31, 2024. Mayor Hoefert called the public hearing for the proposed property tax levy for the Village of [Mount Prospect for the fiscal year beginning January 1, 2024 and ending December 31, 2024 to order at 7:51 p.m. Director of Finance Amit Thakkar briefly presented information for the public hearing and for the second readings and approval of the Budget, Levy, and Abatement ordinances. Mr. Thakkar presented the highlights of the 2025 balanced budget: • Balanced budget • Total revenues: $180.9 million • Total expenditures: $185.4 million • Decrease in the property tax levy by 8.34 percent • Pension abatements: $2 million; pension costs are rising again by 13.8 percent • Debt Service Abatements: $3.1 million • Water/Sewer rates increase by 8.75%; refuse rates to increase by 3.5%; ambulance billing to increase to $3,000 (no ambulance billing fees for [Mount Prospect residents) No public comment. No board discussion. [Mayor Hoefert closed the public hearing for the proposed property tax levy at 7:57 p.m 7.2. Proposed 2025 Budget for the Village of [Mount Prospect for the fiscal year beginning January 1, 2025 and ending December 31, 2025. This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on October 37 2024, is for the purpose of presenting the 2025 Budget for the Village of [Mount Prospect for the fiscal year beginning January 1, 2025 and ending December 31, 2025. [Mayor Hoefert called the public hearing for the proposed 2025 Budget for the Village of [Mount Prospect for the fiscal year beginning January 1, 2025 and ending December 31, 2025 to order at 7:58 p.m. Mr. Thakkar noted that the Finance Commission recommended approval of the three budget ordinances at their meeting on October 24, 2024. There was no additional presentation, discussion, questions, or comments from the Board or the public. [Mayor Hoefert closed the public hearing at 7:59 p.m. OLD BUSINESS 8.1. Second Reading and Approval of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING JANUARY 1, 20241 AND ENDING DECEMBER 31, 2024 Motion by Colleen saccotelli, second by Vincent Dante to approve the ordinance as presented:. Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Ordnance No. 5750 8.2. Second Reading and Approval of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 20241 AND ENDING DECEMBER 31, 2024. Motion by Vincent Dante, second by Terri Gens to approve the ordinance as presented:. Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Ordnance No. 5757 8.3. Second Reading and Approval of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2025 AND ENDING DECEMBER 31, 2025 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE Mr. Thakkar responded to questions from the Board. Trustee Filippone commented and raised several questions regarding the 2025 budget. The Board expressed its gratitude to Mr. Thakkar, the Finance staff, and Village leadership for producing a solid budget. Mayor Hoefert read a prepared statement in support of the budget ordinances and thanked senior staff and the Finance team for their role in presenting a fiscally responsible budget. Public Comment: Steve Pol it 501 N. Wilshire Drive Mr. Polit expressed disappointment that no residents were present to thank the staff and the Board for not raising property taxes and predicted that residents would be more aware and vocal if taxes were raised. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE CONVENING THE JOINT REVIEW BOARD AND SETTING THE TIME AND PLACE FOR A PUBLIC HEARING FOR THE APPROVAL OF AMENDMENTS TO THE REDEVELOPMENT PROJECT AREA AND TAX INCREMENT REDEVELOPMENT PLAN AND PROJECT FOR THE SOUTH MOUNT PROSPECT TAX INCREMENT FINANCING DISTRICT Director of Community and Economic Development Jason Shallcross presented an ordinance setting a time and place for a public hearing for the approval of amendments to the South Mount Prospect Tax Increment Financing (TIF) District and a date for the Joint Review Board meeting. Mr. Shallcross stated that these are important steps in the TIF amendment process. Mr. Shallcross stated that if approved, the Joint Review Board for the South [Mount Prospect TIF is scheduled for December 2, 2024, at 3:45 PM at Village Hall. The public hearing date will occur at the Village Board meeting on January 7, 2025. In response to a question from the Board, Mr. Shallcross stated that these proposed amendments result from the recent annexation of property south of oakton, between oakton and the highway. Mr. Shallcross said that this area critically lacks basic infrastructure, such as water service, and requires support from the Village to provide basic services. In addition, a review of the south [Mount Prospect identified two other areas that would benefit from being included in the TIF district. The Board expressed support for the proposed amendments, which would provide the needed resources to improve and develop this area of the Village and benefit existing businesses in south [Mount Prospect. Public Comment: Steve Pol it 501 N. Wilshire Drive. • Questioned why certain parcels (ComEd right-of-way) are being considered for the amended TIF. Mr. Shallcross responded, stating the ComEd right-of-way parcels are needed to support the data center projects. In addition, the same right-of-way is full of public improvements which the park district operates and maintains. The park district does not oven the property but leases it from ComEd, which makes securing financing and grants very difficult. Including these parcels in the TIF creates opportunities for future support and improvements. Mr. Shallcross added that more presentations and information are forthcoming. No further discussion. Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Passed Ordnance No. 5753 9.2. 1st reading of AN ORDINANCE AMENDING CHAPTER 11 "MERCHANTS, BUSINESSES AND OCCUPATIONS", CHAPTER 14 "ZONING", AND APPENDIX A OF THE VILLAGE CODE OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS Mr. Shallcross presented an ordinance proposing text amendments to Chapter 11 and Chapter 14 of the Village Code. The proposed amendments to Chapter 14 would make tobacco and vape businesses a conditional use. Mr. shallcross defined the meaning of "tobacco establishments" and "tobacco products" in Chapter 14. He displayed the proposed amended land use table for tobacco and Vape uses. In addition, proposed changes to Chapter 11 include the additional fingerprinting and background investigation process as part of the business license application process. The Planning and Zoning Commission unanimously recommended approval of the text amendments by a vote of 5-0 at the October 10, 2024 Planning and Zoning meeting. As submitted Mr. Cassady announced next Tuesday's Committee of the Whole meeting will be "on the road" at the Central Community Center beginning at 5:00 p.m. The meeting will be on open forum for residents to speak freely with the Board on topics concerning the Village. ANY OTHER BUSINESS Trustee Dante reminded everyone that Saturday's Coffee with Council is canceled, so the Board can join the community at the ribbon cutting for [Macy's at Randhurst Village. Mayor Hoefert noted that through the strong leadership of Village Manager Michael Cassady, the Village's leadership team consistently excels in performance.
