Action Item
When Village Hall was constructed in 2003, the original plans included an employee workout
area in a portion of the basement beneath the first -floor community room. This workout area
included small men's and women's changing areas, showering facilities, and restrooms in
addition to the workout area. The workout space was never constructed due to budgetary
constraints, only rough -in plumbing was installed.
This area remains in an unfinished state. It is currently utilized intermittently to accommodate
seasonal food pantry storage.
Attached for your consideration is a proposed plan (Attachment A) and cost schedule
(Attachment 6) to construct the workout area. The plan features a 1,125 square -foot workout
room and two (2) 225 square -foot restrooms with showers and lockers.
The area will be framed with aluminum studs and drywall. The workout area floor will be
covered with high traffic carpet tiles and rubber flooring. Ceramic tile flooring will be installed
in the restrooms and changing areas. The showers and sink tops will be constructed of a
manufactured solid surface material such as Corian. The bathrooms and changing area will be
covered with a combination of drywall and a drop ceiling. The workout area will have an open
ceiling to maximize vertical space available for exercising (i.e. jump -roping or using a
Stairmaster-type machine).
The restrooms will each feature an Americans with Disabilities Act (ADA) compliant shower,
sink, and toilet. Each restroom features a changing area with three 2'x7' lockers to store
clothes while employees use the facilities. Lockers will not be permanently assigned to
employees.
Electrical distribution, lighting, ventilation, and fire suppression will also be installed as
necessary in order to fully utilize the space.
Staff proposes to deliver this project utilizing a mix of in-house labor and contract labor.
Project management will be provided by Public Works. In-house labor will also be supplied by
Public Works Department staff.
Procurements of materials and services will be made by Public Works staff pursuant to the
existing Village of Mount Prospect Purchasing Policy:
• Any item or service procured through single or multiple transactions between $5,000
and $20,000 will require approval from the Director of Public Works and the Director of
Finance.
• Any item or service procured through single or multiple transactions between $20,001
and $50,000 will require approval from the Director of Public Works, the Director of
Finance, and the Village Manager.
• Any item or service procured through single or multiple transactions above $50,000 will
require Village Board approval.
• Procurements under $50,000 will have at least two (2) written competitive quotes
except for allowable sole source circumstances.
The cost estimate for this project is $450,000.
The Village will not fund this project with Village funds. 100% of funding for this proposed
project will come from the Illinois Public Benefit Corporation (IPBC) employee incentive
account. Funds in this account are generated by rebate payments earned when employees
participate in specified wellness activities. These funds are currently held by the Illinois Public
Benefit Corporation (IPBC) and the Village will be reimbursed for 100% of the project amount.
Please note that the purchase of workout equipment and/or machines is included in the
project cost. $50,000 has been allocated for this expense. Workout equipment will be
purchased by the internal Wellness Committee at a later date.
Public Works crews anticipate starting this project on December 1 and completing work by
March 15, 2025.
Construction of the workout area is a project consistent with the original intended use of the
basement area.
In addition, this use is consistent with the goals of the Wellness Program. The goal aims to
improve employee health and help control insurance costs by promoting and facilitating
physical activity. This proposed project will provide Village Hall employees with an exercise
and wellness area equivalent to existing facilities at Police HQ, all the fire stations, and at the
Public Works facility.
Staff does not anticipate that any of the procurements or contracts for this project will exceed
$50,000 and, therefore, none will require future Village Board approval.
Discussion

Staff recommends that the Village Board approve the expenditure of $450,000 for the
construction of a workout area at Village Hall.
