Motion to waive the rule requiring two readings and adopt AN ORDINANCE GRANTING A CONDITIONAL USE (DRIVE-THROUGH LANES) FOR THE PROPERTY LOCATED AT 950 EAST RAND ROAD, MOUNT PROSPECT, ILLINOIS 6.5. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE GRANTING A CONDITIONAL USE TO OPERATE A MASSAGE THERAPY ESTABLISHMENT AT THE PROPERTY 1052 CENTER DRIVE, MOUNT PROSPECT, ILLINOIS 6.6. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance increases the number of Class "P-2" Liquor Licenses by one (1) AMERICAN DRUG STORES LLC d/b/a/ OSCO DRUG #3476 located at 333 E. Euclid Avenue, Mount Prospect IL and deleting the current "P-2" liquor license by one (1) AMERICAN DRUG STORES LLC d/b/a/ OSCO DRUG #3476 located at 333 E. Euclid Avenue, Mount Prospect IL. 6.7. Motion to waive the rule requiring two readings of an ordinance and adopt an ORDINANCE AMENDING CHAPTER 18, -TRAFFIC" IN THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance will prohibit parking on both sides of Wa Pella Avenue for the first 140' north of Council Trail. 6.8. A RESOLUTION AUTHORIZING A THIRD AMENDMENT AND EXTENSION TO THE CONTRACT FOR SALE OF WATER BY THE VILLAGE OF MOUNT PROSPECT TO THE CITY OF PROSPECT HEIGHTS. (Extending the contract for a term of 10 years and updating the billing formulae to match the Village's current rate structure.) 7. PUBLIC HEARING 7.1. Proposed Property Tax Levy for the Village of Mount Prospect for the fiscal year beginning January 1,2024 and ending December 31, 2024. This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on October 25, 2024, is for the purpose of presenting the proposed tax levy for the fiscal year beginning January 1, 2024 and ending December 31, 2024. 7.2. Proposed 2025 Budget for the Village of Mount Prospect for the fiscal year beginning January 1, 2025 and ending December 31, 2025. This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on October 3, 2024, is for the purpose of presenting the 2025 Budget for the Village of Mount Prospect for the fiscal year beginning January 1, 2025 and ending December 31, 2025. 8. OLD BUSINESS 8.1. Second Reading and Approval of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2024, AND ENDING DECEMBER 31, 2024 8.2. Second Reading and Approval of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2024, AND ENDING DECEMBER 31, 2024. 8.3. Second Reading and Approval of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2025 AND ENDING DECEMBER 31, 2025 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE 9. NEW BUSINESS 9.1. Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE CONVENING THE JOINT REVIEW BOARD AND SETTING THE TIME AND PLACE FOR A PUBLIC HEARING FOR THE APPROVAL OF AMENDMENTS TO THE REDEVELOPMENT PROJECT AREA AND TAX INCREMENT REDEVELOPMENT PLAN AND PROJECT FOR THE SOUTH MOUNT PROSPECT TAX INCREMENT FINANCING DISTRICT 9.2. 1st reading of AN ORDINANCE AMENDING CHAPTER 11 "MERCHANTS, BUSINESSES AND OCCUPATIONS", CHAPTER 14 "ZONING", AND APPENDIX A OF THE VILLAGE CODE OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS 10.
