AN ORDINANCE CONVENING THE JOINT REVIEW
BOARD AND SETTING THE TIME AND PLACE FOR A
PUBLIC HEARING FOR THE APPROVAL OF
AMENDMENTS TO THE REDEVELOPMENT PROJECT
AREA AND TAX INCREMENT REDEVELOPMENT PLAN
AND PROJECT FOR THE SOUTH MOUNT PROSPECT
TAX INCREMENT FINANCING DISTRICT
WHEREAS, on May 3, 2022, the Village Board passed Ordinance Nos. 6625,
6626, and 6627, approving a redevelopment plan and project ("TIF Plan"), designating a
redevelopment project area ("Redevelopment Project Area"), and adopting tax
increment financing for the South Mount Prospect Tax Increment Financing District
("SMP TIF'J, all pursuant to the Tax Increment Allocation Redevelopment Act, 65 ILCS
5/11-74.4-1 et seq. (the "TIF Act'j; and
WHEREAS, the Redevelopment Project Area is legally described in Exhibit A
attached hereto and made part hereof; and
WHEREAS, the Village is considering amendments to the Redevelopment Project
Area to add three expansion areas as legally described and depicted in Exhibits B and
C, respectively, attached hereto and made a part hereof ("Amended Redevelopment
Project Area"); and
WHEREAS, the Village authorized SB Friedman Development Advisors, LLC to
prepare an amendment to the TIF Plan to add the expansion areas to the boundaries of
the SMP TIF ("Amendment to the TIF Plan'); and
WHEREAS, the Amendment to the TIF Plan has been on file and available at
Village Hall since October 4, 2024; and
WHEREAS, on November 4, 2024, the Village published the Tax Increment
Financing ("TIP') Interested Parties Registry Notice, as required by Section 11-74.4-5(a)
of the TIF Act, in the Daily Herald; and
WHEREAS, in order to continue its consideration of the possible approval of the
Amended Redevelopment Project Area and Amendment to the TIF Plan, the Village
Board has determined that it is in the best interest of the Village and its residents to
continue pursuing the consideration of the Amended Redevelopment Project Area and
Amendment to the TIF Plan, including: (i) the convening of a meeting of the Joint Review
Board; and (ii) the setting of a time and place for a public hearing on the consideration of
the amendments to the Redevelopment Project Area and Amendment to the TIF Plan;

NOW, THEREFORE, BE IT ORDAINED by the Village President and Board of
Trustees of the Village of Mount Prospect, Cook County, Illinois, in the exercise of its
home rule powers, as follows:
SECTION 1: RECITALS. The foregoing recitals are incorporated into, and made
a part of, this Ordinance as findings of the Village Board.
SECTION 2: NOTICE OF MEETING OF JOINT REVIEW BOARD. The Joint
Review Board previously established for the SMP TIF will meet on Monday, December 2,
2024, at 3:45 p.m. The Village will deliver notice as required by the TIF Act of the time
and place of this meeting. The Village's representative on the Joint Review Board is the
Village Manager or their designee.
SECTION 3: SETTING TIME AND PLACE FOR PUBLIC HEARING. The Village
Board hereby establishes Tuesday, January 7, 2025, at 7:00 p.m. as the date and time
for a public hearing on the consideration of the Amended Redevelopment Project Area
and Amendment to the TIF Plan. The public hearing will be held at Village Hall, 50 S.
Emerson Street, Mount Prospect, Illinois. The Village Board reserves the right to continue
the hearing to a later date and time without further published notice should a continuance
become necessary.
SECTION 4: AUTHORIZATION FOR PUBLIC NOTICES AND OTHER ACTION.
The Village Board hereby authorizes and directs the Village Manager and the Village
Clerk, in consultation with the Village's attorney, to do or cause to be done all things
necessary or desirable for purposes of giving the public notice of the January 7, 2025
hearing, including the publication of notice in substantially the form attached to this
Ordinance as Exhibit D, and any and all other statutorily required steps precedent to the
adoption of the Amended Redevelopment Project Area and Amendment to the TIF Plan.
SECTION 5: SEVERABILITY. If any provision of this Ordinance or part thereof is
held invalid by a court of competent jurisdiction, the remaining provisions of this
Ordinance shall remain in full force and effect, and shall be interpreted, applied, and
enforced so as to achieve, as near as may be, the purpose and intent of this Ordinance
to the greatest extent permitted by applicable law.
SECTION 6: EFFECTIVE DATE. This Ordinance shall be in full force and effect
from and after its passage and approval according to law.

Notice is hereby given that on January 7, 2025 at 7:00 p.m. in the Village Board Chambers,
Village Hall, 50 S. Emerson Street, Mount Prospect, Illinois 60056, a public hearing will be held
to consider the approval of proposed amendments to the redevelopment project area and
redevelopment plan for the South Mount Prospect TIF District ("SMP TIF') to expand the
boundaries by adding three expansion areas ("Amendment to the TIF Plan").
The proposed Amendment to the TIF Plan is on file and available for public inspection at
the office of the Village Clerk, Village Hall, 50 S. Emerson Street, Mount Prospect, Illinois 60056.
Pursuant to the Amendment to the TIF Plan, the Village proposes to add three expansion areas
to the SMP TIF. The boundaries of the current redevelopment project area are set forth in the
legal description Exhibit 1 and made part hereof, the boundaries of the proposed amended
redevelopment project area are set forth in the legal description attached hereto as Exhibit 2 and
made part hereof and the street location map attached hereto as Exhibit 3 and made part hereof.
All other parts of the redevelopment plan and project for the SMP TIF, expect as proposed to be
amended by the Amended TIF Plan, will remain in effect, including the Village's goals to alleviate
blighted area conditions and institute conservation measures therein and to enhance the tax base
of the Village and the taxing districts having taxable property therein by utilizing tax increment
financing to fund various eligible project costs to stimulate private investment therein.
Prior to the date of the hearing, each taxing district having property in the SMP TIF, the
Illinois Department of Commerce and Economic Opportunity, and interested persons may submit
written comments to the Village, to the attention of the Village Clerk, Village Hall, 50 S. Emerson
Street, Mount Prospect, Illinois 60056. The Village Clerk may be contacted for further information,
at the address above or by telephone at (847) 392-6000.
There is hereby convened a joint review board to consider the proposed Amendment to
the TIF Plan and the proposed expanded boundaries of the SMP TIF. The joint review board will
consist of a representative selected by each community college district, local elementary school
district and high school district or each local community unit school district, park district, library
district, township, fire protection district, and county that has the authority to directly levy taxes on
the property within the SMP TIF, a representative selected by the Village, and a public member.
The meeting of the joint review board will be held on December 2, 2024, at 3:45 p.m. at Village
Hall, 50 S. Emerson Street, Mount Prospect, Illinois 60056.
At the hearing, all interested persons or affected taxing districts may file written objections
with the Village Clerk and may be heard orally with respect to any issues regarding the approval
of the Amendment to the TIF Plan. The hearing may be adjourned by the Village President and
the Board of Trustees without further notice other than a motion to be entered upon the minutes
of the hearing fixing the time and place of the subsequent hearing.
