Action Item
As part of the 2017 and 2023 water and sewer rate studies, renewal and replacement of the
Village's water mains, fire hydrants, valves, and other distribution system appurtenances was
identified as a high priority. One outcome of this study was an increase in funding for water
main replacement projects.
A primary goal of accelerating the pace of water main replacements is to reduce the life cycle
of water mains from an unsustainable 600 years to a more pragmatic 130 years. 2018 was the
first year of an accelerated water main replacement schedule supported by new water and
sewer rates. The Village has replaced 51,965 feet of water main and rehabilitated an
additional 7,882 feet of water main through the cured -in-place pipe lining process in the first
six years of this accelerated program.
Staff seeks to replace 14,900 linear feet of existing water main in 2025. The locations include
Prospect Avenue, South Albert Street, South Louis Street, South Pine Street, Can Dota
Avenue, Robert Drive and Palm Drive.
These pipe sections are scheduled for replacement due to multiple water main breaks within
the last 10 years. Plans are to abandon the existing water main in place and install a new
water main adjacent to the old one. Associated main line valve, fire hydrants and residential
buffalo boxes will also be replaced. The water main size will also be increased from 6" to 8" to
improve flow and pressure. The attached location map depicts the proposed project area.
Request for Proposals
To design these improvements, staff require technical assistance from a qualified civil
engineering consultant. Accordingly, staff prepared a detailed request for proposals (RFP)
necessary to solicit these services. A copy of this RFP is enclosed.
Consulting engineers were asked to submit a technical proposal detailing the firm's
background, key personnel, and approach to the project. Each firm was asked to also submit a
separate cost proposal indicating the work effort anticipated and a not -to -exceed fee.
The required scope of work included topography and field data collection; preparation of plans
and bid documents; meetings and obtaining all necessary regulatory permits.
RFPs were distributed to six local engineering firms and publicized on the Village's Demandstar
website.
RFP Results
On October 1, 2024, ten technical proposals and ten cost proposals were received. Each
proposal was evaluated based on the background of the firm, related project experience,
proposed services and scope of work, schedule, work effort, and proposal content. Each firm
received a point ranking (total points = 100) for each criterion. Table 1 below summarizes this
analysis.

The lowest cost proposal was submitted by the IMEG Group.
Discussion
IMEG Group's proposal provided numerous examples of successful water main replacement
projects similar in scale and scope as the proposed work. Examples provided include water
main replacement in the Village of Arlington Heights, the Village of Stone Park, the City of
Northlake and several municipalities in surrounding states. A copy of IMEG'S technical
proposal is enclosed.
Notably, IMEG Group provided civil, survey, and construction engineering services for the
Village's 2021, 2023, and 2024 water main replacement and rehabilitation project. These
projects included the design and inspection of 34,000 linear feet of water main replacement
and rehabilitation in various parts of the Village. These projects also included the replacement
of all associated main line valves, hydrants, buffalo boxes and the full replacement of 46 lead
water service lines. This work required rehabilitation of roadways, sidewalks, curbs and
parkways.
IMEG Group also provided construction inspection, measurements, computations and
documentation of quantities for the rehabilitation of water main at the 4 railroad crossings and
9 creek crossings using cured -in -place -pipe lining within the Village in 2021.
They provided design and inspection services for the rehabilitation of 1,728 linear feet of 16"
water main that cuts through the Mount Prospect Golf Course in 2024.
IMEG is also proposing to utilize the same project team that has worked on previous water
main replacement projects for the Village. This team has demonstrated the ability to execute
full lead service line replacements, coordinating with the Village's Public Works Department
Engineering Division on the Village's road resurfacing program, and communicating with
residents.
Staff also contacted references from municipalities that have contracted with IMEG Group on
similar projects and received positive feedback. Staff believes IMEG Group can successfully
complete this project for the fee requested.
Finally, staff concludes that IMEG has attributed a reasonable work effort (1,648 hours) to this
project and requested a competitive fee ($184,000 or approximately $112 / hour).
Alternatives
1. Accept IMEG proposal for design and construction engineering for the 2025 Water Main
Replacement Project.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal from the IMEG Group of Gurnee,
Illinois to provide design and construction engineering services for the 2025 Water Main
Replacement for a fee not to exceed $205,588.

Project: Water Main Replacement Project
Summary
The Village of Mount Prospect (Village) is seeking proposals from qualified civil engineering
consultants to prepare plans and specifications for the replacement and rehabilitation of
estimated 14,600 linear feet of water main within the Village -owned potable water distribution
system. Desired services also include solicitation and review of bids as well as construction
management and inspection.
Background
The pipe segments that are up for replacement are due to pipe age and water loss from main
breaks. The project includes the replacement of all associated fire hydrants, main line water
valves, water services from the main to the b -box and full water service replacement if lead is
discovered. Also, a pipe size increase at each location. A map of all the location is included in
exhibit C and all are located within residential neighborhoods.
Several of the locations will require a connection to an existing water main on Central Road,
Northwest Highway and Busse Road. These connections will need IDOT permitting.
Lead Service Lines will be encountered specifically on Albert Street, Louis Street and Pine Street.
The Village does have inventory data on these properties.
Problem Statement
The Village seeks a qualified Consultant to provide specified civil engineering services necessary
to let, award, and implement a water main replacement project utilizing contracted resources.
The scope and scale of this proposed project will be limited by available funding.
Project Scope
The consultant will provide professional engineering services and provide, at a minimum, the
following:
Design/Bidding Phase
• Consultant shall prepare detailed plans and specifications suitable for bidding.
Plans and specifications shall conform to all current Village of Mount Prospect,
Illinois Environmental Protection Agency and Standard Specifications for Water
& Sewer Main Construction in Illinois design criteria.
• Consultant will make application for and obtain any and all necessary permits
IDOT, County, IEPA and/or MWRDGC permits.
• Consultant will answer and resolve any IDOT, County, IEPA and/or MWRDGC
concerns or issues with design.
• Consultant shall have a geological and topography survey completed.
• Consultant shall supply a detailed engineer's estimate of costs for construction of
the project.
• Consultant shall submit all bid documents to the Village for review and approval
prior to distribution.
• Consultant shall advertise and solicit bids for the proposed project from
qualified, capable, and experienced water main construction contractors. All
prospective bidders will obtain plans and specifications from the Consultant.
(Printing of documents will be billed at cost to the parties requesting plans.)
• Consultant shall evaluate bids, check references, verify contractor
representations, and make a written recommendation for award to the Village.
• Consultant shall assist the Village in assembling all construction contract
documents for necessary for execution of the awarded contract.
Construction Management and Inspection Phase
• Consultant shall conduct a preconstruction conference with representatives of
the Owner, Contractor(s), Utilities and other interested parties affected by the
proposed construction.
• Consultant shall provide resident engineers, inspectors, technicians, and
surveyors for the project as follows:
• Provide a Resident Engineer/Inspector (RE/1) for daily
observation of the work during the construction period to
observe and record construction progress under the general
guidance of the Engineer. On the basis of on-site observation, the
Engineer will keep the Owner informed of the progress of the
work, shall endeavor to guard the Owner against defects and
deficiencies in the work of the Contractors, and may disapprove
or reject work as failing to conform to the contract documents.
• Provide one set of construction survey stakes. The projects are
to be staked only once in the field. Any additional staking will be
at the contractor's expense.
• Prior to the start of construction, the Consultant shall make a
digital photographic survey of the targeted work zone(s) to
document existing conditions of both public and private
property. The survey shall be conducted at a scale sufficient to
note defects in driveways, sidewalks, structures, and landscaping
in or adjacent to probable construction work areas.
• Prepare written daily inspection reports. Reports are to be
delivered to Owner in an electronic format. Digital photographs
documenting work tasks in progress as well as any potential
problems or unusual conditions shall also be included with each
report.
• Assist the Owner in preparation of any necessary change order
and/or field directives.
• Process monthly applications for payment submitted by the
Contractor(s), and forward to Owner with recommendations for
approval and payment.
• Assist the Owner with the resolution of inquiries, complaints, or
concerns raised by residents or the public.
• Review shop drawings and other equipment/material submittals
as may be required by the contract documents.
• Perform a field observation of all completed work before a final
application for payment is processed for the Contractor.

Immediately upon selection, we will request copies of available
data including, but not limited to, existing city utility/street maps,
previous site improvements plans, and any other Information
regarding the existing conditions for the site.
TOPOGRAPHIC YS®
After review of available information, we will schedule the field
surveys of the project site. This information will provide the base
necessary to develop plans sheets and identify any issues that need
to be addressed in the design phase.
SOILSC INVESTIGATIONS:
Depending on the availability and relevance of existing
geotechnical information, soil borings and/or pavement cores may
be ordered to determine thickness of the existing pavement, as
\A/ell as physical composition of the soils to provide to contractor
for soil disposal.
PRELIMINARY DESIGN:
Coordinate with utility companies to obtain all possible utility
Information to determine points of possible conflict. Access
alternatives for proposed water main location determine locations
for proposed valves and fire hydrants. Determine appropriate street
rehabilitation.

Once the preliminary plans are approved, we will begin preparation
of the plans and bidding documents. Upon completion, these
plans will be provided to the team along vvlth the estimate of cost
at this time, we will also begin meeting and coordinating with the
regulatory agencies.
COMMUNICATION:
IMEG believes communication with the client, design team and
regulatory agency is essential to a successful project. The project
manager will be In constant contact with the city, design team and
regulatory agency to ensure all aspects of design and costs are
addressed to the satisfaction of the city and in accordance with the
requirements of the regulatory agencies.

We will respond to all RFI's and questions the contractor may have,
review material submittals and pay application/pay order requests.
We will provide full time construction observation of the proposed
improvements, so they are constructed in substantial accordance
with the documents. We will, also, perform construction staking
of the proposed improvements. IMEG will prepare as-builts and
incorporate them along with all RFI's and ASI's into the drawings.
The drawings will be submitted electronically to the team and \A/III
assist in updating the GIS.
All work will be coordinated with and in accordance with city
requirements.
Our proposed team consists of staff from our local offices to utilize
local knowledge and experience —with a deep bench of additional
resou rces.
APPROACH TO PROJECT MANAGEMENT:
During all phases of the project the project manager will provide
the appropriate manpower necessary is available. The project
manager will be Involved in all decision making and ensure that
QA/QC is performed on each phase of the project.

Reimbursables:
Postage and delivery charges
Travel Expense: Automobile mileage will be
invoiced at the IRS rate in effect at the time
of travel. Travel expenses include mileage,
tolls, parking fees, taxi, train, airfare, rental
car, fuel, and other out of pocket travel
related expenses
Meals and lodging, when required to travel
overnight
Project -specific Insurance coverage riders
or amendments necessary to comply with
required insurance requirements above
current IMEG limits and conditions
Reproduction costs for existing facility doc-
uments, and for one record set of contract
document deliverables at each project
phase/milestone when not provided to
IMEG by the Architect
Reproduction and distribution costs associ-
ated with issuing contract documents
Payment of plan review fees or other im-
posed governmental agency fees
State filing and/or permit fees
Necessary consultants as approved by
Client
