Action Item
The Transportation Safety Commission transmits their recommendation to prohibit parking
along the west side of Albert Street for the first 150' north of Central Road due to recent
changes relating to the Raising Cane's development.
Discussion
Albert Street north of Central Road is a Village -owned street, with a single family home
abutting the west side, multifamily homes fronting the west side, and commercial properties
abutting the east side of the street. There is currently no parking allowed on the east side of
the street.
As part of the Rasing Cane's development, the developer widened the first 150' of Albert
Street north of Central Road to accommodate the additional traffic projected to use the
intersection due to the new restaurant. Albert Street was widened to accommodate three
lanes of traffic instead of two (two southbound lanes and one northbound lane).
Parking is currently allowed within the southbound right turn lane. Since parking is not
prohibited, there is the possibility of vehicles parking in the southbound right turn lane,
causing backups and congestion on Albert Street.
Notifications were sent to the residents at 908 W. Central Road and Raising Cane's showing
the proposed parking changes and their input was requested. No comments were received.
The issue was presented to the Transportation Safety Commission at their September 9, 2024,
meeting. No residents spoke on the issue. The Commission supported the parking prohibition.
By a vote of 6-0, the Transportation Safety Commission recommends enacting an ordinance
prohibiting parking on the west side of Albert Street for the first 150' north of Central Road.

Staff Recommendation
Staff concurs with the recommendation of the Transportation Safety Commission. The
Transportation Safety Commission recommends the Village Board enact an ordinance that
prohibits parking at all times along the west side of Albert Street for the first 150' north of
Central Road.

SECTION ONE: That Section 18.2006, "SCHEDULE VI —"NO PARKING ANYTIME," of Chapter
18, "Traffic," of the Village Code, as amended, is further amended by inserting the following:

SECTION TWO: This Ordinance shall be in full force and effect from and after its passage,

Vice Chairman Prosperi, seconded by Chairman Kuehlthau, moved to approve the minutes of the regular
meeting of the Transportation Safety Commission held on March 11, 2024. The minutes were approved
by a vote of 6-0. Officer Mavraganis was not present for the approval of minutes.

CITIZENS TO BE HEARD
Audrey Lane Traffic
Mr. Li Rosi and his neighbors spoke to the Commission about traffic issues on Audrey Lane. The following
points were raised during the discussion:
• Comments on the traffic study that was conducted in May of 2024, after installation of speed
feedback signs on the street
o Concerns about vehicles slowing down before the tube counters
o Inconsistencies with what the studies say and what he is seeing
o Concerns over an increase in vehicle volumes compared to previous studies
o Liaison Foresman had the following responses
■ The traffic counters the Village uses are standard practice, proven to provide
accurate results, and meet the requirements of the Village
■ Vehicle volume changes are within expected cyclical traffic patterns
■ The study showed a drop in average and 85th percentile speeds, constant with
other speed feedback signs installed in the Village
• Concerns about drivers ignoring the stop signs at Connie Lane
o A resident indicated the stop bar was missing on the west leg of the intersection (Post
meeting note: Staff confirmed the missing stop bar and scheduled it to be painted)
• Liaison Foresman indicated the Engineering Division was preparing a memo describing the history
of traffic issues on Audrey Lane. He indicated the memo would be made available to the Village
Board, the Commission and the public. Laison Foresman then gave a brief overview of the history
of development and traffic issues around Audrey Lane.
• Concerns of drivers going 35 mph and above
• Concerns of an increase in distracted drivers over the years
Commissioner Nejdl asked what other traffic calming options could be considered. Laison Foresman
indicated items outlined in the Traffic Calming Toolbox included in the Friendly Neighborhood Streets
Program are measures the Village would consider.
Liaison Foresman indicated the next steps for the neighborhood would be to submit a petition through
the process outlined in the Friendly Neighborhood Streets Program. Liaison Foresman indicated he would
follow up with Mr. Li Rosi afterthe meeting with petition requirements so the neighborhood could request
additional/different traffic calming measures on the street.
Weller Creek Park
Ms. Maher and her neighbors spoke to the Commission about safety and parking issues relating to the
newly constructed playground in Weller Creek Park. The playground fronts the south side of Council Trail
at the intersection with Wa Pella Avenue. The following points were raised during the discussion:
• There is no designated parking for the playground
o Parking is not allowed along Council Trail
o Parking is allowed on Wa Pella Avenue and cars are parking on Wa Pella Avenue to access
the Park
o Parking is allowed on Man A Wa Trail on the south side of Weller Creek. A bridge over
the creek provides access to the playground
• Comments on the speeds and volume of vehicles on Council Trail and how park patrons have to
cross Council Trail in order to access the playground
• Comments on the number and age of kids using the playground
• Lack of stop signs along Council Trail
• Unfriendliness for bikes on Council Trail

Liaison Foresman indicated Public Works is currently doing a study on Council Trail and that traffic
counters were currently installed on the street. The study will look at vehicle speed, vehicle volume,
pedestrian access to the playground and parking for the playground. Public outreach will be included as
part of the study and the Village will be working closely with the Park District on solutions.
It is anticipated this study will be an agenda item at the October Transportation Safety Commission
Meeting.
OLD BUSINESS

NEW BUSINESS
A: Albert Street Parking
Staff Liaison Foresman presented the following on proposed parking changes on Albert Street north of
Central Road:
Request: New no parking zone on the west side of Albert Street from Central Road to 150'
north of Central Road.
Requested By: Mount Prospect Public Works
Public Notice: Raising Cane's and the resident at 908 East Central Road were invited to provide
comments and attend the Commission meeting via letters sent to each address.
Current Traffic 1. 18.2006: Schedule VI — No Parking Any Time
Regulations: Albert St. — East Side Between Central Rd. and Henry St.
2. Parking is prohibited between 2:00 A.M. and 6:00 A.M. on all Village streets.
3. The speed limit is 25 mph.
Current Layout: 1. Albert Street was recently widened to 36' wide (edge to edge) from the
Raising Cane's entrance to Central Road as part of the Raising Cane's
redevelopment.
2. There are two 12' south bound lanes and one 12' north bound lane to help
accommodate traffic from Raising Cane's.
3. No parking is allowed on the entire east side of Albert Street between Central
Road and Henry Street.
4. Per Village Code, no parking is allowed within 30' of the stop bar on south
bound Albert Street at the intersection of Central Road.
Current Traffic: 1. Vehicles can park in the striped south bound right turn lane due to no
Conditions: provision in the Village Code prohibiting it.
2. Vehicles park on the west side of Albert Street in front of the apartment
buildings north of the Raising Cane's entrance.
Concerns: 1. Since a no parking zone is not signed, there is the possibility of vehicles
parking in the south bound right turn lane causing backups and congestion
on Albert Street.

Observations: 1. Public Works has not observed parking within the south bound right turn
lane.
2. Illegal parking has been observed on the east side of Albert Street, primarily
due to a lack of signage.
Action: Public Works installed supplemental no parking signs on the east side of Albert
Street on September 4, 2024 to remind drivers there is no parking allowed on the
east side.
Resident Survey: Raising Cane's and the resident at 908 East Central Road were invited to provide
comments and attend the Commission meeting via letters sent to each address.
They were also invited to attend the Transportation Safety Commission Meeting.
No comments were received.
Recommendation: With the redevelopment of Raising Cane's, Albert Street was widened to allow
three lanes of traffic. The Village Code needs to be updated and signs installed to
prohibit parking at this location to prevent congestion end ensure safe turns onto
Central Road. The street reconfiguration was approved as part of the Raising
Cane's development.
Recommendation: Prohibit parking at all times on the west side of Albert Street
from Central Road to 150 feet north of Central Road.
Discussion: Commissioner DeAragon commented that she did see cars parked where the
proposed no parking zone would be but agreed that cars should not park at this
location.
There were general comments from the Commission that the parking changes are
appropriate based on the recent roadway changes.
Commissioner Nejdl motioned to approve the recommendation to prohibit
parking at all times on the west side of Albert Street from Central Road to 150 feet
north of Central Road. Vice -Chairman Prosperi seconded the motion.
The motion was approved by a vote of 6-0. Fire Department Representative
Vena was not present for this discussion.

COMMISSION ISSUES
Commissioner Nejdl asked about opportunities for the Commission to review new developments and
other changes in the Village as they relate to transportation, similar to the Weller Creek Park
redevelopment. Liaison Foresman indicated that developments go through a standard permitting process
and Public Works evaluates the proposed developments for traffic at that time. Liaison Foresman
indicated Staff would discuss internally about options for presenting projects to the Safety Commission
for discussion.
Staff Liaison Foresman informed the Commission that Chairman Kuehlthau's chairmanship was up due to
serving two consecutive terms. The Mayor is required to appoint a new Chairperson and the Commission
votes on the Vice -Chairperson position. Liaison Foresman asked that any of the Commissioners express
their interest in the Chairperson position within the next two weeks. Chairman Kuehlthau will continue
to serve as Chairman until a new person is appointed.

With no further business to discuss, the Transportation Safety Commission voted 6-0 to adjourn at 8:45
p.m. upon the motion of Chairman Kuehlthau. Vice Chairman Prosperi seconded the motion.
