Attached is a resolution authorizing an application to the Illinois Transportation Enhancement
Program (ITEP) to fund a portion of construction and construction engineering costs for
Village -funded improvements included in the Cook County Department of Transportation and
Highways (CCDOTH) planned Busse Road Reconstruction Project. Village -funded planned
improvements include a shared -use path, sidewalks, street lighting, and upgrades to
pedestrian crossing signals.
CCDOTH-funded improvements include widening to a 3 -lane cross-section, installation of
storm sewers, and traffic signal upgrades. CCDOTH is presently in the final design phase
(Phase 2 engineering) for this project. Bid letting is slated for late 2025 or early 2026 with
construction to begin in 2026.
The estimated cost for all improvements, including both CCDOTH-funded and Village -funded
portions, is approximately $10 million.
This ITEP application will be utilized exclusively to fund Village -funded improvements (shared -
use path, sidewalks, streetlights, etc.). Staff estimates a grant request of $1.2 million which, if
awarded, would leave a local share of approximately $485,000.

Alternatives
1. Pass a resolution authorizing an ITEP application to fund certain portions of the planned
Busse Road Reconstruction Project (Golf Road to Central Road).
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board pass a resolution authorizing the submission of an
application to fund certain portions of the Busse Road Reconstruction Project (Golf Road to
Central Road) utilizing the Illinois Transportation Enhancement Program.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE SUBMISSION OF A PROJECT APPLICATION FOR FUNDING
UNDER THE ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP)
WHEREAS; the Village of Mount Prospect desires to improve and enhance pedestrian and bike
transportation within the Village and connectivity with regional facilities; and
WHEREAS; the Illinois Department of Transportation (IDOT) administers the Illinois Transportation
Enhancement Program that provide and support alternate modes of transportation, enhances the
transportation system through the preservation of visual and cultural resources and improves the quality of
life for members of the community; and
WHEREAS, the Village of Mount Prospect has determined that it is in its best interests to submit an
application for Illinois Transportation Enhancement Program funds for the Busse Road Improvements; and
WHEREAS, the project will include Construction and Construction Engineering; and
WHEREAS, Construction elements include a shared use path, sidewalk, roadway lighting, RRFB system, and
pedestrian signals; and
WHEREAS; an Illinois Transportation Enhancement Grant will fund up to 80% of engineering and
construction costs, with 20% to be paid by the local sponsor;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGAE OF MOUNT PROSPECT,
COOK COUNTY, ILLINOIS:
SECTION ONE: The Village staff is authorized to apply to the Illinois Department of Transportation for Illinois
Transportation Enhancement Program funding for the Busse Road Improvements; and
SECTION TWO: The Village certifies that they are willing and able to manage, maintain and operate the
project; and
SECTION THREE: The Village possesses the legal authority to nominate the transportation enhancement
project and to finance, acquire and construct the proposed project; including all understanding and
assurances contained therein, and authorizes representative to act in connection with the nomination and
to provide such additional information as may be required.
