Action Item
The Village Board awarded a construction contract to Schroeder Asphalt Services in the
amount of $209,172.00 at their April 16, 2024, meeting for site improvements at Fire Station
11. The scope of work included resurfacing the paved areas (access roadway and parking lot),
adding curb & gutter and storm inlets along the access roadway to improve drainage,
replacing storm sewer pipe in the parking lot, and grass restoration.
Bid items included calculated amounts of asphalt removal and replacement based on the
paved area and estimated thickness of the asphalt. The project also estimated a percentage of
the stone sub -base to be replaced with concrete once the asphalt was removed and sub -base
evaluated by staff. During construction, it was evident that a greater than anticipated amount
of sub -base needed replacement to provide a proper sub -base that would not lead to
premature deterioration of the asphalt pavement. Staff determined additional asphalt
pavement was necessary (both area and thickness) to properly drain the parking lot and
access driveway, assuring no adverse impacts to adjacent properties. Measured quantities for
asphalt removal and replacement, concrete patching, and associated items exceeded the
original bid quantities.
The final construction amount is $226,344.54, $17,172.54 above the contract amount of
$209,172.00. An 8.2% increase above the contract amount. The contract amount of $209,172
did not include a 10% contingency.
All work associated with this contract has been completed and found to be acceptable. The
additional work directed by staff will ensure that the parking lot and access driveway will last
for the expected life of 20 years with standard future maintenance.
The overall cost for the rehabilitation of Fire Station 11 remains well under the $1,733,500
project budget.

Staff Recommendation
Staff recommends that the Village Board approve a change order to the Schroeder Asphalt
Company contract for the rehabilitation of the access road and parking lot at Fire Station 11
for an amount not to exceed $17,172.54.

The following changes are hereby made to the Contract documents:
Description: As work progress field changes were made to adjust the project to match existing field conditions. The class
c patch was widened in several areas to repair a soft pavement base. The manhole in the center of the concrete
pavement could not be adjusted. The manhole had to be reconstructed by removal of the cone section and installing a
barrel section with adjusting rings.
The quantities for the binder and surface increase due to the following factors: The area of the access road at Algonquin
was widened to better match the adject driveways. The parking area on the north and east side required additional
material to promote drainage from the buildings to the inlet, proved a uniform slope across the parking area and to provide
more cover over the new storm sewer.
