CONSENT AGENDA Action Item Staff is seeking Village Board approval of Plats of Easement for properties located at 411 Business Center Drive and 412 Business Center Drive. The Plats of Easement are required to construct a new shared use path along the north side of Harvest Lane, connecting Business Center Drive to the Kensington Business Center path network, and to construct a new shared use path along the west side of Business Center Drive from Rand Road to Harvest Lane. These two new paths will provide a link to the on -street bike route on Gregory Street, the Kensington Business Center path network, and the future path along Rand Road. The Plats of Easement are required for the paths to be publicly owned and maintained. Harvest Lane has a limited 40' wide right-of-way with no sidewalk on the north side of the street. A 15' permanent easement and 5' temporary construction easement are necessary to construct an 8' wide shared use path along the south property of 411 Business Center Drive. Business Center Drive has an 85' wide right-of-way with a 5' wide sidewalk on the west side of the street. A 10' wide permanent easement is necessary to replace the sidewalk with an 8' wide shared use path and increase the parkway width for the safety of bicyclists along the south property of 412 Business Center Drive. Construction of the shared use paths along Harvest Lane and Business Center Drive will complete the Business Center Drive Road Diet Project started last year. As part of the project, a new crosswalk was installed across Business Center Drive at Harvest Lane. Additionally, buffered bike lanes were installed on Business Center Drive and Wheeling Road. The new shared use paths will directly connect to the crosswalk and buffered bike lanes. Staff sought a third easement from the property owner at 600 E. Rand Road in order to have a consistent design of the shared use path along Business Center Drive from Rand Road to Harvest Lane, but the property owner does not support the project. Staff has revised the design to narrow the path and keep it within the existing right-of-way to avoid the need for an easement. A path was considered on the opposite side of Business Center Drive but limited right-of-way, cost, and safety concerns for bicyclists crossing Business Center Drive at Rand Road did not make it a preferred alternative. Staff believes replacing the sidewalk with a path along the west side of Business Center Drive is the best option to expand and connect the Village's bike network. Staff reviewed the plats and found them to be prepared to all Village codes and requirements. Public Works has obtained all the necessary signatures and approvals from the property owners. Discussion Not applicable. Alternatives 1. Pass resolutions approving easements for a new bike path from 411 and 412 Business Center Drive. 2. Action at the Village Board's discretion. Staff Recommendation Staff recommends that the Village Board pass a resolution accepting grants of easements from 411 and 412 Business Center Drive for the construction of a new bike path.
