Street lighting improvements are targeted for Burning Bush Lane between Euclid Avenue and Camp McDonald Road for 2024. Burning Bush Lane is the highest ranked project in the Village's Residential Lighting Priority Matrix (see attached). Burning Bush Lane is classified as a collector street, a neighborhood street that carries more traffic than other local streets. Along the west side of the street is Indian Grove Elementary School and on the east side is Burning Bush Trails Park. The streetlights will be constructed along the east side of the street. The Village has entered a contract with Ciorba Group, Inc. to perform design and construction engineering. The engineering design services are complete, and Ciorba Group will provide inspection services during construction. Staff is seeking to enter into a construction contract. Work is expected to begin in October and be completed before the end of the year pending delivery of the light poles. The light poles are anticipated to be delivered in the first quarter 2025 and will be installed by the contractor soon after, weather depending. ComEd will then energize the streetlights. Funds for this project have been allocated in the 2024 budget. Bid Results A Notice to Bidders was posted on the Demandstar website and Village staff contacted local electrical contractors. Ten contractors viewed the bidding documents and two submitted a bid. The bid opening for the Burning Bush Lane Lighting Improvements was held on August 21, 2024, at 1:00 p.m. The complete bid results are: Bidders Total Bid Utility Dynamics Corporation $208,674.00 Integral Power Atlantic, LLC $211,007.33 Engineer's Estimate $184,483.00 Discussion The bidders submitted bid bonds in the amount of 10% of the total bid, as required in the bid proposal packet. The bids were checked for accuracy and no mistakes were found. The bids and bid bonds were correctly signed. Discussions with plan holders that did not bid indicated that staffing issues, full workloads, and potential long delivery times for materials resulted in low bidder interest. The bidding history on street lighting projects has routinely produced very few bidders. In recent years, Utility Dynamics Corporation has consistently been the low bidder. They have successfully completed several lighting improvement projects within the Village. Of the six previous Village funded street lighting improvement projects, the number of bids received for each project varied between one and three. Utility Dynamics Corporation was the lowest bidder on five of them and second lowest bidder on one. They also completed the privately funded project to install streetlights around Randhurst Village. Considering the explanations from plan holders that did not bid, staff has concluded that re- bidding this project will not garner greater interest from bidders or lower bid prices. The low bid is 13.1% above the Engineer's Estimate and can be primarily attributed to the continually rising costs of unit duct and streetlight poles due to high demand from limited manufacturers. Staff concluded that Utility Dynamics Corporation's bid is responsive and competitive based on current conditions. A primary business focus for the Utility Dynamics Corporation is streetlight installation. They meet the eligibility requirements to perform streetlight work pursuant to the contract documents. Their clients include municipalities and private companies. They have successfully completed several streetlighting projects in the Village including the Seminole Lane Lighting Improvements and Schoenbeck Road Lighting Improvements. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated construction conflicts which would result in a total recommended award of $229,500.00 ($208,674.00 + $20,826.00 = $229,500.00). Alternatives 1. Accept the lowest -cost, Improvements Project. 2. Action at the discretion responsive bid for the 2024 Burning Bush Lane Streetlight of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest responsible bid from Utility Dynamics Corporation of Oswego, IL for construction of the Burning Bush Lane Streetlight Improvements for an amount not to exceed $229,500. References must include company name, address, contact person, and telephone number. The Village reserves the right to reject bids not accompanied by the required references. All Bidders, as a condition of and prior to entry into a contract, agree that a complete background investigation of the principals of the Bidder and all employees who will work on the project may be made. The previous and existing compliance by the bidder with laws and ordinance relating to the contract or service. g. The sufficiency of the financial resources and ability of the bidder to perform the contract or provide the service. h. The quality, availability, and adaptability of the supplies or contractual service to the particular use required, i. No plea of ignorance by the bidder of conditions that exist or that may hereafter exist as a result of failure or omission on the part of the bidder to make the necessary examinations and investigations will be accepted as a basis for varying the requirements of the Village or the compensation to the bidder. Any bidder's exceptions to the terms or conditions, or deviations from the written Specifications must be shown in writing and attached to the bid form. No verbal exceptions or agreements with employees of the Village will be considered valid. Such exceptions or deviations can be cause for rejection of the bid proposal.
