1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:46 PM AT THE POLICE DEPARTMENT

3 APPROVAL OF OPEN SESSION MINUTES
Commissioner Claussen made a motion to approve the Open Session Minutes of June 10th, 11th, and 12th, 2024
and Commissioner Busse seconded the motion. Motion Unanimously Approved
4 CITIZENS TO BE HEARD — No one in attendance.
5 FIRE DEPARTMENT UPDATE
Fire Chief Dolan updated the Board on the promotional list established 7/15/2024, which contains 8 candidates.
The Fire Department is currently accepting applications for new Firefighter/Paramedic positions and has
received 100 applications to date. Applications are due in mid-August and the department is looking to schedule
interviews in early September. The Board and Chief discussed proceeding with establishing of a new list. The
Rules and Regulations will be consulted regarding when that can be accomplished.
The Fire Department opened Station 11 on July 11th and is functioning very well to meet Village needs. Response
times are down Village wide. There will be a ribbon cutting on August 23rd at 1100. The Union has challenged
staff needs required for the addition of the new station and the area it serves. Chief Dolan stated the department
is comfortable with current staffing levels and that current data does not support additional personnel or
apparatus.
6 POLICE DEPARTMENT UPDATE
Police Chief Eterno notified the Board that the Rules and Regulations were approved at the last Village Board
Meeting. Additionally, two officers will be graduating the Academy on 8/22. Tomorrow night is National Night
out from 5:30-8:30pm at the bandshell.
Officer Louis Smith submitted his letter of resignation and his last day is 8/6/2024.
7 CLOSED SESSION —CHAIRMAN POWERS ASKED FOR A MOTION TOGO INTO CLOSED SESSION
A motion was made by Commissioner Bork and seconded by Commissioner Claussen to go into Closed Session
at 6:12 PM. Motion Unanimously Approved
All Commissioners and Staff present from Open Session were in Closed Session attendance.

7.1. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an
employee of the public body for the public body to determine its validity.
7.2. Approval of closed session minutes of June 10, 2024
7.3. Approval of closed session minutes of June 11, 2024
7.4. Approval of closed session minutes of June 12, 2024
7.5. Semi-annual review of Closed Session minutes for release to the Open Session book for the period of December
2023 to June 2024
A motion was made by Commissioner Claussen and seconded by Commissioner Knee to return to Open
Session at 6:38PM. Motion Unanimously Approved
The Board returned to Open Session at 6:38PM.

9 NEW BUSINESS
9.1 VOTE TO DESTROY OR RETAIN CLOSED SESSION AUDIO RECORDINGS PURSUANT TO THE OPEN
MEETINGS ACT FOR THE PERIOD OF SEPTEMBER 2022 TO DECEMBER 2022
A motion was made by Commissioner Bork and seconded by Commissioner Claussen to destroy
closed session audio recordings for the period September 2022 to December 2022
Motion Unanimously Approved
9.2. VOTE TO RELEASE CLOSED SESSION MINUTES TO THE OPEN SESSION BOOK OR I['fl':':'�!'ll'WN IN
CLOSED SESSION FOR DECEMBER 2023 THROUGH JUNE 2024 MINUTES
A motion was made by Commissioner Bork and seconded by Commissioner Claussen to retain
closed session minutes in the closed session book for the period December 2023 through June
2024. Motion Unanimously Approved
9.3. VOTE TO DESTROY OPEN SESSION AUDIO RECORDINGS FOR THE PERIOD OF JULY 2023 TO APRIL
2024
A motion was made by Commissioner Knee and seconded by Commissioner Claussen to destroy
open session audio recordings for the period of July 2023 to April 2024
Motion Unanimously Approved
9.4. VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH POLICE CANDIDATES TO
REMOVE FROM CONSIDERATION AND THE TESTING PROCESS BASED ON THE BACKGROUND
INVESTIGATION
A motion was made by Commissioner Bork and seconded by Commissioner Busse to remove one
candidate agreed upon in the closed session. Motion Unanimously Approved
A vote for the second candidate was tabled until more information was obtained.
10 ADJOURNMENT -With no further business, a motion was made by Commissioner Bork and seconded by
Commissioner Busse to adjourn the meeting at 6:45PM. Motion Unanimously Approved
