1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 2:01 PM AT THE POLICE DEPARTMENT

3 APPROVAL OF MINUTES
3.1. Open Session minutes of April 1, 2024 — Commissioner Bork made a motion to approve the open session
minutes of April 1, 2024, and Commissioner Claussen seconded the motion.
Motion Unanimously Approved
4 CITIZENS TO BE HEARD — No one in attendance.
5 FIRE DEPARTMENT UPDATE
Chief Dolan asked Chairman Powers to sign three certificates of appointment for department firefighters. The
Board was notified of the paramedic graduation ceremony at Northwest Community Hospital for three
paramedics. Additionally, Firefighter Paul Wojcik is retiring, so the department has received approval for an
anticipatory hire and the swearing in has been planned in the next few weeks. Due to the near exhaustion of the
eligibility list, the FD will be looking to do interviews.
Station 11 is nearing completion of the construction phase and is expected to be up and running in mid-July.
The FD is anticipating the increase in both services offered and lowered response times for residents.
6 POLICE DEPARTMENT UPDATE
Chief Eterno updated the Board on the Police Cadet program, which is up and running and has 24 cadets.
School district 59 has approved the IGA to add a School Resource Officer at Holmes JHS. The Board was asked
to discuss the presentation of personal documents within the interview binders for police candidates. The Board
stated that the social security card could be left out of the binders in the future.
7 CLOSED SESSION —CHAIRMAN POWERS ASKED FOR A MOTION TOGO INTO CLOSED SESSION
A motion was made by Commissioner Bork and seconded by Commissioner Claussen to go into Closed Session
at 2:23PM. Motion Unanimously Approved
John Dolan and Thomas Wang were excused at 2:46pm before Police Department interviews.
7.1. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an
employee of the public body for the public body to determine its validity.
7.2. Approve Closed Session minutes of April 1, 2024
7.3. Conduct Police Department interviews

A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session
at 5:10pm. Motion Unanimously Approved
The Board returned to Open Session at 5:13pm.

8.1. OLD BUSINESS — RULES AND REGULATIONS
a. The Board performed a final review of the Rules and Regulations
b. After discussion regarding final approval from Village attorneys on all changes to the Rules and Regulations,
the Board agreed to bring the final approval to the Village Board at the July 16th, 2024 meeting.
A motion was made by Commissioner Bork and seconded by Commissioner Claussen to approve all changes
to the Board of Fire and Police Rules and Regulations as presented in the meeting packet.
Motion Unanimous Approved
9.1. NEW BUSINESS VOTE TO APPROVE POLICE OFFICER ELIGIBILITY LIST INCLUDING REMOVING
CANDIDATES FROM CONSIDERATION BASED ON THE ORAL INTERVIEW AND/OR INITIAL
BACKGROUND INVESTIGATION
The Board discussed all candidates during the Closed Session.
A motion was made by Commissioner Bork and seconded by Commissioner Claussen to approve 16
candidates and remove 6 candidates from consideration to establish the Eligibility List dated June 12, 2024.
Motion Unanimously Approved
9.2. ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by
Commissioner Claussen to adjourn the meeting at 5:16pm. Motion Unanimously Approved
