Meeting of the Committee of the Whole

CALL TO ORDER
Mayor Hoefert called the Committee of the Whole Neighborhood meeting to order at 6:06 p.m.
at the RecPlex Recreation Center, 420 Dempster Street, Mount Prospect, Illinois.

Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Vincent
Dante, Trustee Agostino Filippone, Trustee Terri Gens, Trustee William Grossi, Trustee John
Matuszak and Trustee Colleen Saccotelli
Absent: None
Staff present: Director of Finance Amit Thakkar, Deputy Director of Finance Jenny Fitzgerald,
Fire Chief John Dolan, Deputy Fire Chief Tom Wang, Assistant Chief of Fire Administration
Bryan Loomis, Director of Marketing and Public Relations Kylie Cerk, Director of Building and

DISCUSSION ITEMS
4.1. SOUTH MOUNT PROSPECT DISCUSSION - Neighborhood COW "ON THE
ROAD"
Fire Department
Fire Chief John Dolan and Deputy Chief Tom Wang presented the Department's new 4 -District
response plan which will start when Fire Station 11 is operational and will provide enhanced
EMS/fire services for south Mount Prospect and unincorporated areas.
Deputy Chief Wang stated the Village of Mount Prospect is one of only three municipalities in
the area that operate with four (4) ambulances in service full-time. Deputy Wang stated this is
significant as it allows the department to efficiently provide service to all areas of town including
the newly unincorporated areas on the Village's south side. Deputy Chief Wang stated the
department plans to hire three additional firefighters later this year.
Deputy Chief Wang displayed a map of the current three districts (Districts 12, 13 and 14)
layout for the Village. The fire department further subdivides the districts into "atoms", detailed
response areas to dispatch the nearest emergency apparatus. He provided details on call
volumes and the different categories of fire calls. With the addition of Station 11, the Village
added a fourth district and reassigned atoms. He provided details regarding staffing for each
station. He noted that all Mount Prospect Firefighters are also paramedics.
Chief Dolan and Chief Wang answered questions from the Board.
Chief Dolan and Deputy Chief Wang provided the following in response to questions from the
Board:
Station 11 is projected to be operational by the end of June (2024)
The data centers to be constructed on the former United Airlines site will have very
effective internal fire protection systems in place; the fire department does not anticipate
the data center will generate a significant number of fire calls. He added that the
department's role will be primarily to protect exposure.
Call times will improve overall with the addition of Station 11
Chief Dolan and Deputy Chief Wang answered questions from residents.

Chief Wang discussed the department's fire unit responses and call volumes.

• Expressed concern with the data center's use of water
Sean Dorsey responded, stating while we do not know exactly how much water the data center
will utilize, it is nowhere near what data centers have used in the past, experts have found ways
to recycle water used for these centers. He added that electricity is the main demand for data
centers. Director of Community and Economic Development Jason Shallcross added that
Mount Prospect is a Lake Michigan water community. Therefore, we have a very stable water
source more sustainable in contrast to a groundwater recharge community.
• Questioned if data centers generate noise
Jason Shallcross responded that data centers do not generate a significant amount of noise
and staff does not anticipate that noise will be an issue.
Community Development
Director of Community and Economic Development Jason Shallcross provided an update on
the annexation of unincorporated areas south of Oakton, South Mount Prospect TIF District
(Tax Increment Financing), progress toward the Connect South Mount Prospect sub -area plan,
and development projects.
Mr. Shallcross provided information regarding the South Mount Prospect TIF that was adopted
and approved by the Village Board on May 3, 2022. The TIF project area includes 505 acres,
127 improved parcels, and 81 primary buildings. The area includes industrial, commercial,
retail, office and residential land uses. Mr. Shallcross discussed the purpose of Tax Increment
Financing and how municipalities use this tool to incentivize development or redevelopment in
areas that otherwise would not be financially possible.
Mr. Shallcross provided information on the South Mount Prospect Annexation. The proposed
annexation includes 36 parcels, 23.6 acres, and will be zoned 1-1, Limited/light Industrial. Mr.
Shallcross shared the tax implications of the annexation. He also shared a timeline of the
annexation process which is projected to culminate with the Board's final approval and adoption
on June 18, 2024.
Mr. Shallcross also discussed proposed amendments to the South Mount Prospect TIF that will
include adding three subareas to the existing area. Mr. Shallcross discussed the phases of this
project that must undergo before final Board approval, which will begin with a TIF Eligibility
study.
Next, Mr. Shallcross provided an update on development projects in South Mount Prospect.
The projects include:
1. CloudHQ/MP Technology Campus: the single largest investment in our Village's history
($2.5 billion); former United Airlines World Headquarters site. This development will
generate over $1 million in annual electric utility taxes.
2. 1798 Elmhurst Road Mixed -Use Development: includes a Dunkin' Donuts with drive-
through, Cilantro Taco Grill, two (2) additional retail spaces, and six (6) dwelling units.
Occupancy expected in late 2024 or early 2025
3. 2240 S. Busse Road (World Courier): 80,000 square -foot industrial building
4. 2040 W. Algonquin Rd.: 53 -unit affordable senior housing currently under construction;
anticipated completion by the end of 2024.
Mr. Shallcross answered questions from the Board.
Public Works
Director of Public Works Sean Doresy provided updates on two infrastructure projects in South
Mount Prospect:
1. Algonquin Road Bike Path Project (Dearborn Court to Elmhurst Road). This project will
improve pedestrian and bicyclist safety and will improve non -motorized connectivity to
shopping areas, restaurants, and businesses; this project will also improve and add new
lighting along the roadway. Mr. Dorsey provided maps of the project's improvements.
Construction is expected to begin in Spring 2026.
2. Oakton Street Watermain Project. The scope of this project includes the addition of fire
hydrants where none currently exist, thus improving fire protection in south Mount
Prospect. Lake Michigan water will be provided to residents and businesses in this
area.
Mr. Dorsey answered questions from the Board
Human Services
Director of Human Services Julie Kane provided information on services provided by the
Human Services department and noted the importance of engaging with the community to bring
awareness of the many programs and services offered. Ms. Kane provided an overview of the
department.
Deputy Director of Human Services Esther Salutillo provided information regarding the
Community Connections Center located in south Mount Prospect. She provided an overview of
the programs offered, including Conversations in English, Love and Logic Parenting,
Empowerment groups for girls, bilingual play and learning groups and Women's Groups.
Ms.Salutillo provided information on upcoming projects. The department will conduct a
Community Needs Assessment study to explore the possible expansion of the Community
Connections Center. She provided detailed information regarding the project scope of this
study, outreach strategy and project timeline.
In addition, the department will conduct a Village Transit Study to assess the current
transportation options and to help identify barriers to using transportation services. Information
was shared regarding upcoming events including the Celebration of Cultures on August 24,
2024, and the Annual Mental Health Matters event on June 14, 2024.

VILLAGE MANAGER'S REPORT
ANY OTHER BUSINESS
Trustee Dante announced that Lemons of Love will celebrate their 10th anniversary by hosting
a "Decade Dash" on October 6, 2024. Lemons of Love supports all those affected by cancer.
This event is a 5K walk/run that will be held at Lions Park. Trustee Dante encouraged the
community to support this event.
Trustee Grossi reminded the community that the Family Bike Ride takes place this Saturday,
June 15, at Burning Bush Park, beginning at 9:30 am.
Mayor Hoefert thanked all those who attended and participated in the neighborhood meeting.
ADJOURNMENT
With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Gens, seconded by Trustee Saccotelli, motioned to adjourn the meeting. By unanimous voice
vote, the June 11, 2024, Committee of the Whole Neighborhood Meeting adjourned at 8:02
p.m.
