CALL TO ORDER
Mayor Hoefert called the regular Village Board/Committee of the Whole meeting to order at 715
p.m. in the Board Room at Village Hall, 50 S. Emerson St.

*Clerk's note: Trustee Saccotelli informed the Village Clerk ►before the meeting that she could
not physically attend the meeting due to a qualifying reason under the Open Meetings act.
Trustee Saccotelli requested to participate in the meeting remotely via telephone. Trustee
Grossi motioned to allow Trustee Saccotelli to participate in the meeting remotely. Trustee
FiIippone seconded the motion. By unanimous voice vote ►by the Village Board, Trustee
Saccotelli was allowed to participate in the meeting.

MAYORS REPORT
4.1. Annual Report of the Audit Committee and Acceptance of the 2023 Annual
Comprehensive Financial Report (Audit) for the Village of Mount Prospect
Director of Finance Amit Thakkar introduced Vince Grochocinski, chairman of the Audit
Committee, who presented the committee's Annual Report and the 2023 Annual
Comprehensive Financial Report. Mr. Grochocinski reported that the Village received the
highest possible clean and unqualified opinion of the Vlllage's Financial Statement from the
Village's audit firm, Lauterbach & Amen. That concludes that the Financial Statements are free
from material misstatements and present a true and correct picture of the financial position of
the Village of Mount Prospect. In addition, the Village was once again awarded the "Triple
Crown Award" having been awarded all three awards from the Governmental Finance Officers'
Association of the United States and Canada. The three awards include the Excellence in
Annual Financial Reporting, the Distinguished Budget Award, and the Popular Annual Financial
Reporting (PAFR). Chairman Grochocinski reported on the Village's financial highlights,
including out performances from intergovernmental revenues, departmental expenditures that
are within prescribed budgetary limits, and a healthy General Fund balance.
Chairman Grochocinski noted the Village is in the fourth year of a five-year contract with
Lauterbach & Amen and were granted an allowable one-year contract extension.
Chairman Grochocinski and Mr. Thakkar thanked the Deputy Director of Finance Jenny
Fitzgerald and the Finance Department staff for their hard work throughout the year.

• Considering the Village's budget surpluses, asked if it will be necessary to enact a sales
tax on food.
Village Manager Michael Cassady responded, stating no changes for additional taxes are
anticipated until next year, adding this will be discussed during the 2025 budget meetings.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Jeff Swegler
Owner of Games Plus, (101 W. Prospect Avenue) and
Representative for the Prospect Merchants Coalition
• Expressed concern regarding the Village's proposed plan to allow al fresco dining along
a portion of Prospect Avenue that would eliminate six (6) parking spaces in front of
existing retail businesses.
He mentioned that the businesses opposing the proposed plan support the new
restaurants along Prospect Avenue but do not see a need yet for additional outdoor
dining at this time as the restaurants have either recently opened or have not yet
opened.
i He noted he is conducting his own parking study with plans to share the results with
Village staff.
A brief discussion with the Board followed.

i Expressed an ongoing safety concern with the "sinkhole" on Rand Road near Walmart
that has been present for over 2 years; I DoT's attempt to repair the hole with layers of
blacktop is not a solution to the problem. He has witnessed cars swerving to avoid the
hole and is worried it will lead to accidents; the hole needs to be repaired "once and for
all".

i Expressed concern with the newer traffic signals at the intersection of Prospect Avenue
and Mt. Prospect Road, which has made this a dangerous intersection. She shared
concerns from her neighbors and stories of near -misses. She asked for a review of this
intersection.
Trustee Matuszak informed that the intersection was designed by 1DO T and agreed with Ms.
Friedrichs. Chief Michael Sterno stated the intersection is a split intersection with the City of
Des Plaines; but stated the Mount Prospect Police Department will perform selective
enforcement.

6.4. Motion to waive the rule requiring two readings of an ordinance and adopt AN
ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE
VILLAGE CODE OF MOUNT PROSPECT.

8.1. A RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL
AGREEMENT BETWEEN SCHOOL DISTRICT 59 (D59) AND THE VILLAGE OF
MOUNT PROSPECT
Police Chief Eterno stated officials from School District 59 (D59) approached the Police
Department to discuss the possibility of adding a School Resource Officer (SRO) to
Holmes Junior High School last year. School District 59 was exploring options of
adding SROs to all three of their junior high schools, located in Mount Prosepct, Elk
Grove Village and Des Plaines. They asked the Mount Prospect Police department to
participate in a task force to explore this option. Upon the conclusion of the task force,
the D59 School Board decided to place an SRO at Holmes Junior High. Chief Eterno
noted that SRO would also support Forest View, John Jay and Robert Frost elementary
schools.
The proposed Intergovernmental Agreement (IGA) was recently approved by the D59
School Board. chief Eterno stated if approved by the Village Board, the SRO would be
assigned to Holmes Junior High School in August for the upcoming school year. The
proposed IGA requires D59 to reimburse the Village for 9/12ths (or 3/4) of the cost of
a police officer per year based on a formula included in the IGA. The annual cost to
D59 will include the police officer's salary, medical benefits, pension contributions, and
Medicare costs. The current allocation is $205,799. D59 would be responsible for
reimbursing the Village for 75% of the $154,349.25 cost for the first year.
Chief Eterno stated the Police Department is currently budgeted for 89 officers and this
increase would bring our count up to 90. If the subject IGA is approved, Director of
Finance Amit Tha kka r will present a budget amendment which will include the increase
of police staffing by one officer.
Chief Eterno rovided the following in response to questions from the Board-...
• School District 59 requested the presence of a School Resource Officer at
Holmes Junior High as a proactive approach to maintaining a productive and
safe school environment.
• The function of an SRO is to interact with staff and students to form a positive
bond; they are not there to enforce school rules.
• Shared cost between the Police Department and D59
• Explained the thorough candidate interview and selection process and close
collaboration with the school throughout the process; school administration
made the final selection for the SRO position.

Research and data have shown that SROs do not reduce crime in schools and do
not make a difference
• Asked if data exists to support the SRO at Prospect High School
There are better ways to use this money than on an SRO
Village Manager Michael cassady responded, stating he disagrees with Ms. Martz s
comments and believes SROs do make a difference, based on feedback from both
students and school administration.

Interested in reviewing research on the effectiveness of School Resource Officers
in schools
Asked what would happen to the officer should the school decide to end the SRO
program. chief Eterno responded, stating the department would absorb the
"extra " officer.
Asked if the SRO is bilingual. chief Eterno informed the officer selected is not
bilingual.

8.2. Motion to waive the rules requiring two readings of an Ordinance and Adopt
AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE ANNUAL BUDGET
ADOPTED FOR THE FISCAL YEAR COMMENCING JANUARY 1, 20241 AND
ENDING DECEMBER 31, 2024.
Director of Finance Amit Thakkar presented an ordinance making certain amendments
to the annual 2024 budget.
Mr. Thakkar stated this is the second amendment to the 2024 budget. Staff is
proposing to amend the General Fund balance by $7,345,207:
1. Economic Emergency Fund - Mr. Thakkar stated the Economic Emergency Fund
was created in 2023 to include two months' worth of cash reserve. The first
installment of $6.5 million was from a 2022 surplus of $13.4 million. Staff
proposes a second installment of $6.5 million from a 2023 surplus of $14.8
million. Mr. Thakkar added that the creation and funding of the Economic
Emergency Fund demonstrates strong fiscal health and the Village should be
able to earn AAA credit rating at the next bond issuance.
2. Property acquisition of 310 W. Northwest Highway (Formula Auto) for $775,000
was recently approved by the Village Board. This item was not initially budgeted
in the original budget.
3. School Resource Officer - D59 will pay 9 months' worth of salaries and benefits
for the position totaling $205,799 (including pension). The Police Department
will add one officer to its workforce for a total of 90 sworn officers. The budget
amendment totals $70,207.
Mr. Thakkar added that the Capital Project Fund will handle Phase II engineering for
the federally -funded Melas-Meadows Bridge project. The original 20241 budget did not
include this item. The Village has secured grant funding this year and is ready to move
forward with the project. The Village is required to have a budget of $725,716 of
which $580,573 will be funded by a Federal Grant. The proposed amendment increases
the expenditure budget by $725,715 and the grant revenue budget by $580,573.
Regarding the Water and Sewer Fund,, Mr. Thakkar stated the Village needs to supply
the meters for a new development. The proposed amendment will increase revenue for
meter charges and expenditures for meter purchases by $15,366.
Mr. Thakkar answered a few clarifying questions from the Board.

Trustee Matuszak thanked the Lions club for another successful 4th of July Festival.
Mayor Hoefert acknowledged the Lion club's dedication to the community and staffs
contribution to the successful parade. He thanked everyone for a "great weekend of fun".

With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Filippone seconded by Trustee Grossi motioned to adjourn the meeting. By unanimous voice
vote, the July 9, 2024 /Committee of the Whole of the Village Board of Trustees adjourned at
8:53 p.m.
