Emerson St. Members present upon roll call by the Village clerk: Mayor Paul Hoefert, Trustee Vincent Dante, Trustee Terri Gens, Trustee Bill Grossi, Trustee John Matuszak, Trustee colleen Saccotelli, Trustee Agostino Filippone Absent: None 2.1. Pledge of Allegiance - Trustee Bill Grossi APPROVAL OF MINUTES 3.1. Minutes of the regular meeting of the Village Board - May 21, 2024 Motion by colleen 5accotelli, second by Bill Grossi to approve the minutes of the May 21, 2024 meeting of the Village Board: Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, colleen 5accotelli, Agostino Fil i ppon e Nay: None Final Resolution: Motion Passed MAYORS REPORT 4.1 . PROCLAMATION: In Recognition of LGBTQ+ Pride Month - June 2024 Mayor Hoefert read the proclamation into the record. Alan Cervenka, resident and member of the Special Events Commission, accepted the proclamation on behalf of the LGBTQ community. 4.2. Appointment of Trustee Vince Dante to serve as Mayor Pro -Tem for the term beginning July 1, 2024, and ending June 30, 2025. Mayor Hoefert motioned to nominate Trustee Vince Dante to serve as Mayor Pro tem for the term beginning July 1, 2024 and ending June 30, 2025. Trustee Grossi seconded the nomination. Mayor Hoefert opened the floor to other nominations and discussion. There were no other nominations and no discussion. Mayor Hoefert closed the nomination period. Motion by Bill Grossi, second by Colleen Saccotelli to ratify the nomination of Vince Dante to serve as Mayor Pro -tem for the term July 1, 2024 to June 30, 2025: Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli, Agostino Filippone Nay: None Final Resolution: Motion Passed COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Steve Polit 601 Wilshire Drive • Cautioned residents against the new and temporary traffic configurations around Rand and Mt. Prospect roads as construction around this intersection continues. Mr. Polit shared that residents from the adjacent neighborhood are concerned about increased traffic through their neighborhood. Director of Public Works Sean Dorsey reminded the community that the work has not yet been completed. Pavement markings have not been painted, signals are not yet operational, etc. He asked residents to be patient as these much-needed traffic improvements are completed. Mr. Dorsey added that staff will address the increased use of side streets if it continues after construction. Monthly Financial Report - April 2024 6.2. List of Bills - May 15, 2024, to May 28, 2024 - $4,515,739.22 6.3. A RESOLUTION IN SUPPORT OF LAKE CENTER INDUSTRIAL, L.P.'S APPLICATION FOR A RENEWAL OF A COOK COUNTY CLASS 6B TAX INCENTIVE FOR THE PROPERTY LOCATED AT 1780 WALL STREET Resolution No. 25-24 OLD BUSINESS - None NEW BUSINESS 8.1. PUBLIC HEARING ON THE INVOLUNTARY ANNEXATION OF TERRITORY WITHIN ELK GROVE TOWNSHIP TO THE VILLAGE OF MOUNT PROSPECT This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on May 20, 2024, is to consider the annexation and zoning designation (I-1 Limited Industrial) territory within unincorporated Elk Grove Township. Mayor Hoefert opened the public hearing to consider the involuntary annexation of territory within Elk Grove Township to the Village of Mount Prospect at 7 : 24p. m . Director of Finance Amit Thakkar presented information regarding the annexation and accompanying ordinance. The ordinance will stand as a first reading. The proposed annexation area includes thirty-six (36) industrial parcels and approximately 23 acres along Oakton Street. Mr. Thakkar displayed a map of the subject annexation. The collective Equalized Assessed Value (EAV) of the subject parcels is $12.8 million. All of the parcels will be zoned I-1 (limited industrial). Property owners will be required to pay property taxes to the Village of Mount Prospect and the Mount Prospect Public Library. Mr. Thakkar provided data relating to tax implications the annexation will have on the average taxpayer. At the current rate, these parcels will pay an average property tax of $3,455 to the Village of Mount Prospect and $1,815 to the Mount Prospect Public Library. Collectively, these parcels will pay $120,959 in property tax payments to the Village and $53,551 to the Mount Prospect Library. Mr. Thakkar stated the parcels are included in the recently established Special Service Area (SSA), created for fire and EMS services. The Village will abate the fire portion of the levy for these parcels to avoid the double taxation for fire and EMS services. Mr. Thakkar provided a time for the proposed annexation. There will be an additional opportunity to discuss the proposed annexation at the June 11, 2024, Committee of the Whole Neighborhood meeting at RecPlex. The second reading and anticipated adoption of the annexation ordinance will occur at the next regularly scheduled Village Board meeting on June 18, 2024. Mr. Thakkar provided the following in res once to questions from the Board: The Cook County Sheriff's Department is currently responding to police calls in the subject area. o There are no residential properties included in this annexation; all properties are for industrial/commercial use, so there is no student impact. ;) Chief Eterno stated he does not anticipate a significant uptick in police calls to this area ;) All properties are on individual wells and it will be up to the owner if they want to connect to Village water. Public Comment: Steve Polit 601 Wilshire Dr. Requested clarification on the previously approved agreement with Gullo Properties relating to the SSA and annexation. Mr. Thakkar and Village Attorney Lance Malina responded With no further discussion, Mayor Hoefert closed the public hearing on the involuntary annexation of territory within Elk Grove Township to the Village of Mount Prospect at 7:44 p.m. Mayor Hoefert reminded the audience that the proposed ordinance will stand as a first reading and the second reading will occur on June 18, 2024. 8.2. First Reading of AN ORDINANCE ANNEXING CERTAIN PROPERTY TO THE VILLAGE OF MOUNT PROSPECT. No action was taken and this item will he presented for final consideration at the June 18, 2024, regular meeting of the Village Board. VILLAGE MANAGER'S REPORT 9.1. Motion to authorize the Village Manager to execute a contract with SB Friedman for consultant assistance for an amount not to exceed $49,850. Director of Community &Economic Development Jason Shallcross provided background information on the South Mount Prospect TIF (Tax Increment Financing) that was created in 2022. The South Mount Prospect TIF consists of 505 acres, 127 improved parcels and 81 primary buildings. Mr. Shallcross displayed a map of the subject area. Mr. Shallcross stated Village staff is seeking to expand the South Mount Prospect TIF with the creation of three new subareas that include: 1. Comprised of the existing ComEd utility easement 2. Comprised of light industrial, office park, and distribution uses west of Elmhurst Road (Lake Center Industrial Park). 3. Comprised of legacy industrial development that originally occurred in unincorporated Cook County before annexation by the Village SB Friedman Development Advisors have provided services for the Village in the past, providing tax increment financing consulting services including the South Mount Prospect TIF. The Village is once again looking to retain SB Friedman for TIF consulting services to evaluate the expansion of the existing South Mount Prospect TIF district. The project will consist of four phases if subareas are found eligible: a TIF Eligibility Study for all three subareas, preparation of a major amendment document, preparation of mailing lists and notification documents, and a public review process. Mr. Shallcross answered questions from the Board. Public Comment: Louis Goodman 310 N. School Street • Asked to take a closer look at the map displayed by Mr. Shallcross during his presentation. No further discussion. Motion Passed 9.2. Motion to accept proposal to provide Phase II Engineering Services for Algonquin Road Shared Use Path & Lighting Project for an amount not to exceed $245,588.00 AND PASS A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A LOCAL PUBLIC AGENCY AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION THAT APPROPRIATES FEDERAL CONGESTION MITIGATION & AIR QUALITY GRANT FUNDS FOR DESIGN ENGINEERING COSTS. Director of Public Works, Sean Dorsey presented background, proposal information and staff recommendation for Phase II Engineering Services for Algonquin Road Shared Use Path & Lighting Project for an amount not to exceed $245,588.00. Mr. Dorsey is also seeking approval of a resolution authorizing the Mayor to sign a Local Public Agency Agreement with the Illinois Department of Transportation that appropriates Federal Congestion Mitigation and Air Quality grant funds for design engineering costs. Mr. Dorsey stated the scope of work includes installing an 8 -ft wide shared -use path along the north side of Algonquin Road between Dearborn Court and Elmhurst Road. The project will also include filling in the missing sidewalk on the south side of Qakton Street and adding street lighting on Algonquin Road. The Village applied and was granted federal funding from the Congestion Mitigation & Air Quality (CMAQ) Program in the amount of $2.3 million. The estimated total cost of the project is approximately $2.9 million. The grant covers 80% of the total project cost, which is the maximum amount for federal transportation grants. The grant amount will be used for Phase II, land acquisition required to complete the project and construction, which will begin in October 2025. Mr. Dorsey stated staff sent out a Request for Proposals to obtain proposals from engineering consultants for the completion of Phase II of the project. Mr. Dorsey stated staff received two (2) proposals; one from Christopher B. Burke Engineering LTD and one from GSG Consulting. Mr. Dorsey reminded the Board that Christopher B. Burke Engineering performed Phase I of this project. Mr. Dorsey explained that since federal money will be used to fund this project, a Qualification -based Selection (CABS) system must be used when selecting consultants. Mr. Dorsey stated staff selected Christopher B. Burke Engineering as the preferred consultant due to their familiarity with the project as well as their highly qualified team of experts. In addition, their fees are reasonable and fair. Their rate is approximately $147 per hour for an estimated 1 ,676 hours to complete the project. The amount of the grant that will be used for this phase is $196,470; the amount of the Christopher B. Burke contract totals $245,588 and the Village's share of the cost is $49,118. Mr. Dorsey stated staff recommends approval of the proposal from Christopher B. Burke Engineering for Phase II Engineering Services and approval of the accompanying resolution. In response to a question from the board, Mr. Dorsey stated that the staff is in discussions with PACE for improvements including bus shelters and hopes to coordinate work with PACE during this phase of the project. No further discussion. Motion to purchase four (4) Police Department vehicles through the Northwest Municipal Conference's Suburban Purchasing Cooperative for an amount not to exceed $246,000.00. Police Chief Mike Eterno stated the department is seeking to purchase four (4) replacement vehicles through the Northwest Municipal Conference's Suburban Purchasing Cooperative. Chief Eterno stated the four vehicles due to be replaced include three (3) frontline police patrol vehicles; a 2019 Ford Explorer Police Interceptor, a 2016 Ford Explorer Police Interceptor, a 2016 Dodge Charger and an unmarked 2016 Dodge Charger used by detectives. Chief Eterno stated the four vehicles to be replaced were evaluated using Public Work's detailed comprehensive replacement policy. The policy utilizes a point -based system to assess vehicles based on four (4) major factors: age, mileage, repair/maintenance, and condition of the body and mechanical components. A point total equaling or exceeding eleven (11) out of sixteen (16) indicates that the vehicle should be replaced. Each of these vehicles scored between 14-16 points, indicating the vehicles are recommended for replacement. Chief Eterno stated that staff is looking to replace the three(3) frontline patrol vehicles with three (3) Ford Explorer all -wheel drive hybrid pursuit -rated utility vehicles. Staff also seeks to replace the department's investigative vehicle with one (1) Chevy Equinox all -wheel drive sport utility vehicle. Chief Eterno reminded the Board that the Village is a member of the Northwest Municipal Conference, which offers pricing through the Suburban Purchasing Cooperative. The 2025 Ford Explorer all -wheel drive hybrid Vehicles can be purchased through Currie Motors in Frankfort, IL, while the Chevy Equinox is available for purchase through Miles Chevrolet LLC in Decatur, IL. These are public bid contracts that meet the procurement requirements of the Village's Purchasing Policy. Chief Eterno stated funding for all four vehicles is allocated in the 2024 CIP (Capital Improvement Project) budget. Chief Eterno noted that pricing includes outfitting the vehicles with lights si rens, markings, etc. In response to a question from the Board, Chief Eterno stated that the manufacturers are currently accepting orders for the vehicles. However, he cautioned that there is still no guarantee regarding the availability of the vehicles. Chief Eterno specifically mentioned that the Chevy Equinox should be available with minimal delay. The meeting will be held at RecPlex, 429 Dempster Street, beginning at 6:99 p.m. The meeting will focus on topics and issues concerning south Mount Prospect, including the annexation. Staff will be present to provide updates on the South Mount Prospect Plan. ANY OTHER BUSINESS .Mayor Hoefert reminded the audience that Coffee with Council is this Saturday (June 8) in the Farley Community Room at Village Hall beginning at 9:00 a.m. Trustee Filippone announced that the Mount Prospect Public Library is hosting a Family Pride Party on Saturday, June 8 from 9:89 a.m. to 11:99 a.m. Trustee Dante reminded everyone that the Lions club Farmers Market opened last Sunday and was very successful. The Farmers Market continues every Sunday through October. Trustee Dante also reminded that the Lions club cruise Night car shows hewn on Saturday, May 18th, and will continue every Saturday through September. Mayor Hoefert announced the Village kicked -off its summer concert series, Fridays on the Green, last Friday. Mayor Hoefert encouraged the community to attend these family -friendly concerts.
