Information
The Village's strategic planning included the annexation of industrial parcels along Oakton
Street in southern Mount Prospect. Annexation was previously on hold due to ongoing
negotiations for fire and EMS services with Elk Grove Rural Fire Protection District. The Village
of Mount Prospect has assumed the responsibility of providing fire and EMS services to the
area previously served by the Elk Grove Rural Fire Protection District. The Elk Grove Rural Fire
Protection District is being dissolved legislatively. It is prudent for the Village to resume
annexation efforts and complete the remaining portion of individual industrial parcels along
Oakton Street.
Discussion
The proposed annexation area includes 36 industrial parcels. A plat of annexation and a
detailed list of parcels (PINs) are attached herewith. These PINs collectively represent 23.604
acres. A local municipal government is allowed to annex up to 60 acres involuntarily in a given
year per the Illinois State Legislation. The Village held an open house for the proposed
annexation in 2019. A list of facts related to the proposed annexation can be found below:
• The annexation includes 36 PINs and 23.604 acres of land. The collective equalized
assessed value of the proposed annexation is $12.8 million.
• These PINs are primarily industrial parcels and will be zoned as I-1 (industrial) zoning.
• These parcels will not have to immediately comply with Village Code. They will have to
comply with the existing County Code as of the date of the annexation.
• The Village is in the process of designing a watermain extension along Oakton Street to
improve fire protection and offer a source of Lake Michigan water to the newly annexed
properties.
• These parcels will be required to pay property taxes to the Village of Mount Prospect
and Mount Prospect Public Library. At the current rate, these parcels will pay an
average property tax of $3,456 to the Village of Mount Prospect and $1,816 to the
Mount Prospect Public Library. Collectively, these parcels will pay $120,959 in property
tax payments to the Village and $63,561 to the Mount Prospect Library.
• These parcels are already part of the recent special service area created for the fire and
EMS services. These parcels will still remain in the special service area after annexation
and the Village will abate the fire portion of the levy for these parcels to avoid the
double taxation for the fire and EMS services.
• The total abatement for the fire levy at the current rate will be $54,906. An average
property owner will receive a check of $1,569 in fire levy abatement. This step is
necessary for the future viability of the special service area. The overall Village Tax
burden (net of fire levy abatement) equates to 6% of their existing tax and the same
for the Library will be 5.8%.
• After annexation, the Village is not planning to increase the levy for the growth added
to the equalized assessed value. Instead, the added equalized assessed value will lower
the property tax burden of the existing taxpayers.

Staff will be presenting this item and will be available to answer questions. The Village is
holding a Committee of the Whole (COW) Meeting at RecPlex on June 11, 2024, to discuss
various items, including annexation.
Alternatives
1. The Village Board completes the first reading of an ordinance annexing certain property
to the Village of Mount Prospect.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends the first reading of the annexation ordinance for annexing certain properties
to the Village of Mount Prospect.

WHEREAS, pursuant to Section 7-1-13 of the Illinois Municipal Code (65 ILCS 5/7-
1-13), the Village of Mount Prospect ("Village") has the authority to annex property
surrounded by the Village, which is less than 60 acres in size; and
WHEREAS, pursuant to Section 7-1-13 of the Illinois Municipal Code, notice of the
contemplated annexation and zoning of the territory once annexed as 1-1: Limited
Industrial District was published in the Daily Herald, a newspaper of general circulation in
the territory hereinafter described, on May 20, 2024; said date being at least ten (10) days
prior to passage of this Ordinance; and
WHEREAS, notice of the contemplated annexation and zoning of the territory as
1-1: Limited Industrial District also was sent by certified mail to each taxpayer of record
in the territory hereinafter described on May 20, 2024; and
WHEREAS, it is in the best interest of the Village of Mount Prospect that said
territory be annexed to and become part of the Village and that the territory be zoned as
1-1: Limited Industrial District upon annexation.
THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the
Village of Mount Prospect, Cook County, Illinois:

SECTION 1: That the findings set forth above are incorporated by reference into
this Section 1 as if fully set forth herein.
SECTION 2: That this President and Board of Trustees further find as follows:
(a) The territory described in Section 3 of this Ordinance contains less than
sixty (60) acres and is wholly bounded by the Village of Mount Prospect.
(b) Such territory is not within the corporate limits of any municipality, but is
contiguous to the Village of Mount Prospect, Cook County, Illinois, a
municipality existing under the laws of the State of Illinois.
(c) Notice that the corporate authorities of the Village of Mount Prospect are
contemplating the annexation of such territory and zoning the territory
as 1-1: Limited Industrial District has been published not less than ten
(10) days prior to passage of this Ordinance as required by Section 7-1-
13 of the Illinois Municipal Code (65 ILCS 5/7-1-13).

Illinois, all in conformance with and as shown on the plats and maps of annexation of said
territory prepared by a registered land surveyor of the State of Illinois, attached hereto
and made a part hereof as EXHIBIT A.
SECTION 4: That the Village Clerk is hereby and herewith instructed, to promptly
record with the Recorder of Deeds of Cook County, Illinois:
(a) A copy of this Ordinance certified as correct by the Clerk of said Village
of Mount Prospect; and
(b) The plats of the land included in this annexation, as required by law,
said plats to be attached to the aforesaid certified copy of this
Ordinance.
And to send a certified copy of this Ordinance, within 30 days of adoption, to the Cook
County Election Department/Commission, by certified or registered mail.
SECTION 5: The new boundary of the Village of Mount Prospect shall extend to
the far side of any adjacent right-of-way, provided said right-of-way is not currently located
within the corporate limits of another municipality, and shall include all of every right-of-
way within the area annexed hereby.
SECTION 6: The territory upon annexation into the Village of Mount Prospect shall
be zoned 1-1: Limited Industrial District.
SECTION 7: That this Ordinance shall be in full force and effect upon and after its
adoption and approval as required by law.
