Meeting Fiscal Impact (Y/N) Dollar Amount Budget Source Category Type Information May 21, 2024 - VILLAGE BOARD/COMMITTEE OF THE WHOLE OF THE MOUNT PROSPECT VILLAGE BOARD Y $42,400 in 2024 ($130,800 over 3 years) Water and Sewer Enterprise Fund CONSENT AGENDA Action Item There are funds available to continue painting the Village -owned fire hydrants in the 2024 budget. The Village owns and maintains 2,340 fire hydrants throughout the water distribution system. A component of the fire hydrant maintenance program is removing old paint and recoati ng fire hydrants on a 6 -year cycle. Staff requested a budget amount in the 2024-2026 operating budget to continue using contractual painting services and recoat 400 fire hydrants per year. The work process entails removing old layers of paint by sandblasting, applying a primer immediately after sand blasting, followed by a finish coat. Bid Results Bid specifications were sent to four (4) contractors who submitted bids on this project in the past. A notice to bidders was also posted on the online bid service Demandstar. Sealed bids were received on April 29, 2024. Six (6) contractors submitted bids for this project. Bids ranged between $129,600 and $541,600. Staff's estimate for this project was $44.,578. All bidders submitted a bid bond in the amount of $500 as required in the bid proposal packet. All bids were checked for their accuracy and all bidders correctly signed their bids and bid bonds. Contractor Year 1 Year 2 Year 3 Total Tron Restoration $43,200 $43,200 $43,200 $129,600 Go Painters $42.,400 $43,600 $44,800 $130,800 Red Feather Group $44.,000 $45,620 $47,308 $136,928 Alpha $45,F200 $46,400 $47,600 $139,200 Paintworks Muscat Co. $48,312 $49,276 $50,256 $147,844 Tiles in $171,600 $180,400 $189,600 $541,600 Style LLC. Discussion All bids were reviewed to ensure that the documents had all appropriate signatures, the appropriate bid security, and references. Tron Restoration did not provide any references for fire hydrant painting projects. Staff contacted Tron Restoration and requested references for hydrant painting projects they completed that were similar in scope to this project. Tron restoration failed to provide any references for fire hydrant painting. This project would be Tron Restoration's first fire hydrant painting contract. Staff believes their submittal is non-responsive to the experience requirements of the bid documents. The second lowest -cost bidder, Go Painters of Maywood, Illinois, has all the appropriate documents, security, signatures, and experience. The firm's submittal is responsive to the bid documents. In staff's opinion, the lowest -cost responsive bidder is Go Painters of Maywood, Illinois. Go Painters has not previously worked for the Village. Staff contacted their references, and all came back positive. These references included the painting of over 5,000 fire hydrants in multiple municipalities throughout Illinois, Indiana, and Wisconsin. References include the Village of Huntley, the Village of Highland Park, the Village of Bartlett, the Village of Burr Ridge and the Village of Munster, Indiana. Alternatives 1. Reject the lowest -cost bid as non-responsive to the bid documents and accept the second lowest -cost, responsive bid for the 2024-2020 Fire Hydrant Painting Program. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board reject the lowest -cost bid for the 2024-2026 Fire Hydrant Painting Program as non-responsive to the bid documents experience requirements and accept the second lowest -cost, responsive bid submitted by Go Painters of Maywood, Illinois, for an amount not to exceed $42,400 in 2024.
