Action Item
The parking garage adjacent to the Village Hall building was constructed in conjunction with
the Village Hall in 2043. Staff provides maintenance and cleaning services on a reoccurring
basis. Further, staff inspects the condition of the garage to ensure the structure is kept in a
good state of repair.
Given the age of the parking deck, staff has identified elements of the structure requiring
removal and replacement. Joint sealants and expansion joints reaching the end of their useful
life have been identified as specific concerns. Performing this work is critical for maintaining
the parking deck.
Staff has created a 5 -year program to address these maintenance issues. This year is the
second year of the 5 -year schedule. The work has been slated over several years to avoid
taking the parking deck out of service.
Last year's work was similar in scope and addressed the top levels of the deck. This year's
program will replace the expansion joint at the deck entrance and continue joint sealant work
on levels 3 and 4.
The original engineering group that designed the parking deck, Desman Engineering, was
secured to develop and prepare a detailed set of bid documents and specifications necessary
to receive competitive bids for the work.
Staff posted bid documents for the 2024 Emerson Street Parking Deck Maintenance and Repair
contract. Bids were opened May 6, 2024, at 1 PM at Village Hall. Nine (9) bids were received
for this work. The results are as follows:

Desman reviewed the bids for accuracy, stating that "Delman believes the western Specialty
Contractors would be the best choice based on their pricing and experience". Western
Specialty Contractors of Glendale Heights, Illinois has performed parking deck maintenance
work for the Village in the past and has met expectations.
Reference checks indicate that Western Speciality Contractors have successfully completed
work of this scale and scope in an acceptable manner.
Staff recommends including a 10% contingency in the project award to allow for unforeseen
repairs (base bid: $58,925 + 10% contingency ($5,.892-50) _ $64,817.50).

O.C., and restoring the concrete stab surface by furnishing and placing the specified fiber
reinforced concrete, according to the Specifications and repair details shown on the drawings.
Work shall also include routing and sealing of cracks in repair areas, routing and sealing of
construction joint around repair, and the removal and Installation of the tee -to -tee joints
