Meeting May 7, 2024 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Y Dollar Amount $69,059.00 Budget Source Capital Improvement Fund Category VILLAGE MANAGER'S REPORT Type Action Item Information A key component of the Village's Strategic Plan is to create a pedestrian infrastructure network that promotes multi -modal transportation options. In 2024, a top priority project is to construct a new crosswalk across Main Street (IL 83) at its intersection with Busse Avenue. This will complement and be similar to the recently constructed crosswalk at Central Road & Emerson Street so as to enhance safety for pedestrians walking in the downtown. It will provide a key connection and safe crossing between restaurants and parking options on either side of Main Street (IL 83). Main Street (IL 83) is a five (5) -lane arterial road under the jurisdiction of the Illinois Department of Transportation (IDOT). Busse Avenue is a local street under the jurisdiction of the Village. The intersection is controlled with STOP signs on Busse Avenue and has marked crosswalks across the east and west legs. The Village retained the engineering consulting firm, Gewalt-Hamilton & Associates (GHA), to provide design engineering services. The process has gone through multiple design variations and reviews by IDOT over the past few years. The final design includes a refuge island, right- in/right-out island on the east leg, pavement markings, and signage including overhead pedestrian crossing signs that illuminate at night. It is similar in design to the crosswalk at Central Road & Emerson Street. Rectangular Rapid Flashing Beacons (RRFBs) are not included as they were denied by IDOT due the intersection's close proximity to the railroad tracks. No further changes to the design will be allowed by IDOT as the Village must comply with all State requirements for permit approval. Village staff is seeking at this time to enter into a construction engineering contract to facilitate construction of the Main Street (IL 83) & Busse Avenue Crosswalk Project. The scope of work will include coordination of pre -construction and construction activities, provide geometric control (layout), ensure work is constructed per the plans and specifications through field observation and documentation, oversee material testing, prepare pay estimates, perform a final inspection, develop as -built drawings, and complete final paperwork. GHA will serve as a Village liaison communicating with IDOT, nearby businesses, and residents throughout construction. Work is expected to begin in June and be completed by the end of the year. Discussion As the project designer, GHA has been intimately involved in development and permitting for this project. As a consequence, the firm is uniquely informed and qualified to provide observation and quality assurance services during the construction phase. GHA has also provided engineering services on several similar projects in Mount Prospect including the Central Road & Emerson Street Crosswalk Improvement Project and Central Road & Cathy Lane Crosswalk Improvement Project. On both projects they provided both design engineering and construction engineering services. The firm has ample experience designing and constructing crosswalk improvements on IDOT roadways. Their work has met Village staff's expectations and achieved project goals. GHA has provided a proposal to provide construction engineering services in an amount not to exceed $69,059.00. This represents 13.4% of the recommended construction contract amount, which is within a typical range per industry standards for street improvement construction engineering, particularly a downtown location near businesses that will require close coordination and oversight. In addition, the hourly rate ($148/hour) is reasonable and competitive for this type of work. Alternatives 1. Accept construction engineering proposal for the Main Street (IL 83) & Busse Avenue Crosswalk Project. 2. Action at the discretion of Village Board. Staff Recommendation Village staff recommends that the Village Board accept the proposal for construction engineering services for the Main Street (IL 83) & Busse Avenue Crosswalk Project as submitted by Gewalt Hamilton Associates, Inc. of Vernon Hills, Illinois in an amount not to exceed $69,059.00. Emerson Street, Mount Prospect, Illinois 60056 and Gewalt Hamilton Associates, Inc. (GHA), having an office at 625 Forest Edge Drive, Vernon Hills, Illinois 60061, agree and contract as follows: I. Project Understanding The Village of Mount Prospect is proposing to construct a new pedestrian crosswalk and minor intersection improvements at IL Route 83 and Busse Avenue in the Village's downtown business district. The proposed pedestrian crosswalk will feature a new pedestrian refuge island, accessible routes meeting ADA standards, minor specialty and streetscape type items, and new LED illuminated crosswalk signs to improve pedestrian safety with an urban setting. The intersection improvements will include the realignment of the right turn lane on the east leg of Busse Avenue, two new medians, new brick sidewalk at three corners of the intersection, and approximately 350 linear feet of roadway resurfacing along IL Route 83. In general, the work includes pavement removal, concrete pavement widening, new curb and gutter, brick sidewalk removal and replacement, new concrete medians, steel mast arm assemblies, hot -mix asphalt surface removal and replacement, new pavement markings, and other associated improvements. Per the Village, it is anticipated that this project will commence on June 10, 2024, and be substantially completed by August 2, 2024. Final completion shall be by December 30, 2024. II. Scope of Services: Construction Engineering The scope of services is based upon our knowledge of the Village, our familiarity with the project, and our experience in performing resident engineering services on comparable pedestrian crossing and intersection improvement projects for area communities. Per the Village, this project will take approximately eight (8) weeks to substantially complete. We anticipate forty (40) hours per week for six (6) weeks of full-time construction observation and twenty (20) hours per week for two (2) weeks of part-time observation of the necessary construction operations and processes to ensure all materials and procedures are in conformance with Village and permitting agency requirements. Based on past experiences on similar projects, material procurement of the steel mast arms, LED illuminated signs, and other appurtenances will extend beyond the eight (8) weeks. Once materials are procured, we would anticipate two days for installation, and we would provide part-time construction observation of this work. GHA will also contract and coordinate with an IDOT prequalified geotechnical and material testing subconsultant for material testing on subgrade, concrete, and HMA pavement. If construction activities extend beyond the estimated eight (8) weeks, due to tasks out of GHA's control, we will request additional services. It is our practice to adhere to construction industry standards and compliance with the project plans and specifications to efficiently produce a quality project. As such, GHA's Construction Engineering Services will be performed in accordance with the following services: 1. Per previous discussions with the Village, the Village will prepare and distribute written notification to nearby project stakeholders such as local businesses, and residents. 2. GHA will oversee a scheduled pre -construction meeting with project stakeholders prior to the start of construction and provide the meeting attendees with a summary in the form of Minutes for their records. April 29, 2024 GHA Proposal No. 2024.CSO48 Page 1 of 4 3.
