Action Item
The Village of Mount Prospect owns and operates an 810,000 -gallon partially buried concrete
ground storage tank at Booster Pumping Station 4, located at 117 North Waverly Place. As
part of our ongoing preventive maintenance efforts, Tank Industry Consultants was hired by
the Village to perform an inspection of this reservoir in October 2020.
During this inspection, the following repair work was identified:

Reservoir 4 was last rehabilitated in the fall of 1997.
Reauest for Proposals
To design these improvements, staff require technical assistance from a qualified civil
engineering consultant. In addition, proper inspection and supervision of repair work also
requires extensive technical skills and experience. Accordingly, staff prepared a detailed
request for proposals (RFP) necessary to solicit these services. A copy of this RFP is enclosed.
Consulting engineers were asked to submit a technical proposal detailing the firm's
background, key personnel, and approach to the project. In addition, each firm was also asked
to submit a separate cost proposal indicating the work effort anticipated and a not -to -exceed
fee.
The required scope of work included review of the 2020 tank evaluation, preparation of plans
and bid documents, and obtaining all necessary regulatory permits to perform the work.
RFPs were distributed to (4) engineering firms with expertise in the design and construction of
rehabilitation to water reservoirs and publicized on the Demandstar Website.
RFP Results
Two (2) technical proposals and two (2) cost proposals were received. Two (2) additional firms
contacted staff declining to submit due to staffing and their current workload. Each proposal
was evaluated based on the background of the firm, related project experience, proposed
services and scope of work, schedule, work effort and proposal content. Each firm received a
point ranking (total points = 100) for each criterion. Table 2 below summarized this analysis:

Discussion
The technical proposals indicated all the participating firms were qualified to perform the
specified work. Both firms had adequate experience and appropriately trained staff to design
and implement a successful reservoir rehabilitation project. Accordingly, the evaluation results
were closely distributed.
The highest rated firm was Tank Industry Consultants (TIC) of Indianapolis, Indiana. TIC's
proposal provided numerous examples of successful reservoir and tank rehabilitation projects
similar in scale and scope as the proposed work. Examples cited included a 1,250,000 gallon
partially buried concrete tank for Illinois American Water, rehabilitation of a 5 -million gallon
underground concrete reservoir in Montgomery, Illinois, and designing the construction of a
new 4 -million gallon concrete ground storage water tank in Tennessee. All reference checks
indicated Tank Industry Consultants performed well. A copy of TIC's technical proposal is
attached.
In addition, TIC has successfully completed several engineering projects for the village over
the course of the last 10 years. These projects include the rehabilitation of the village's 1 -
million gallon elevated storage tank, the rehabilitation of the 2 -million gallon steel tank at
Booster Pumping Station 17, as well as condition assessments for both tanks at Booster
Pumping Station 5, the tank at Booster Pumping Station 11, and all the required annual tank
vent inspections. All their work has been satisfactory.
Furthermore, the lowest cost proposal was also submitted by Tank Industry Consultants. A
copy of TIC's submitted cost proposal is enclosed. It is staff's opinion that TIC's lower resource
allocation for design work reflects the firm's familiarity with the tank garnered by the 2020
tank evaluation report.
It is staff's opinion that TIC understands the proposed project, has prepared a thorough
proposal based on extensive experience, requested a reasonable fee, and is well qualified to
do the work. The work effort is reasonable, and the hourly rate requested is competitive for
this type of work.
Staff recommends including a 10% contingency in the award for this proposed contract
because time spent on construction engineering and inspection can vary due to circumstances
beyond the engineering consultant's control. Inclusion of a 10% contingency ($9,929.30) will
increase the project award from $99,293 to $109,222.30.
Alternatives
1. Accept Tank Industry Consultation proposal for Booster Pumping Station 4
Rehabilitation Project design and construction engineering services.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal for the Booster Pumping Station
4 Rehabilitation Project design and construction engineering services as submitted by Tank
Industry Consultants of Indianapolis, Indiana in an amount not to exceed $109,222.30.

Summary
The Village of Mount Prospect (Village) is seeking proposals from qualified civil engineering
consultants to prepare plans and specifications for the rehabilitation of Booster Pumping Station
4 partially buried concrete ground storage tank. Desired services also include solicitation and
review of bids as well as construction management and inspection.
Background
As part of our ongoing preventative maintenance efforts, a field observation and inspection
were completed in October of 2020 at the reservoir Booster pumping station 4, location at 117
N. Waverly Place in Mount Prospect (Exhibit D, inspection report). The purpose of the
inspection was to determine any changes in condition of the tank's interior, exterior, visible
foundation, and accessories since the time of the last evaluation.
Problem Statement
The Village seeks a qualified Consultant to provide specified civil engineering services necessary
to let, award, and implement a rehabilitation construction project utilizing contracted
resources. The scope and scale of this proposed project will be limited by available funding.
Project Scope
The consultant will provide professional engineering services and provide, at a minimum, the
following:
Design/Bidding Phase
• Consultant shall prepare detailed plans and specifications suitable for bidding.
Plans and specifications shall conform to all current Village of Mount Prospect,
Illinois Environmental Protection Agency, and Standard Specifications for water
tank facilities construction in Illinois design criteria.
• Consultant will make application for an obtain all necessary permits.
• Consultant will answer and resolve any IEPA and/or MWRDGC concerns or
issues with design.
• Consultant shall supply a detailed engineer's estimate of costs for construction of
the project.
• Consultant shall submit all bid documents to the Village for review and approval
prior to distribution.
• Consultant shall advertise and solicit bids for the proposed project from
qualified, capable, and experienced water main construction contractors. All
prospective bidders will obtain plans and specifications from the Consultant.
(Printing of documents will be billed at cost to the party's requesting plans.)
• Consultant shall evaluate bids, check references, verify contractor
representations, and make a written recommendation for award to the Village.
• Consultant shall assist the Village in assembling all construction contract
documents for necessary for execution of the awarded contract.
Construction Management and Inspection Phase
• Consultant shall conduct a preconstruction conference with representatives of
the Owner, Contractor(s), Utilities and other interested parties affected by the
proposed construction.
• Consultant shall provide resident engineers, inspectors, technicians, and
surveyors for the project as follows:
• Provide a Resident Engineer/Inspector (RE/1) for part-time
observation of the work during the construction period to
observe and record construction progress under the general
guidance of the Engineer. On the basis of on-site observation, the
Engineer will keep the Owner informed of the progress of the
work, shall endeavor to guard the Owner against defects and
deficiencies in the work of the Contractors, and may disapprove
or reject work as failing to conform to the contract documents.
• Prior to the start of construction, the Consultant shall make a
digital photographic survey of the targeted work zone(s) to
document existing conditions of both public and private
property. The survey shall be conducted at a scale sufficient to
note defects in driveways, sidewalks, structures, and landscaping
in or adjacent to probable construction work areas.
• Prepare written daily inspection reports. Reports are to be
delivered to Owner in an electronic format. Digital photographs
documenting work tasks in progress as well as any potential
problems or unusual conditions shall also be included with each
report.
• Assist the Owner in preparation of any necessary change order
and/or field directives.
• Process monthly applications for payment submitted by the
Contractor(s), and forward to Owner with recommendations for
approval and payment.
• Assist the Owner with the resolution of inquiries, complaints, or
concerns raised by residents or the public.
• Review shop drawings and other equipment/material submittals
as may be required by the contract documents.
• Perform a field observation of all completed work before a final
application for payment is processed for the Contractor.

Please Note: This schedule is tentative to the completion of another Village project. The Village is
currently working on a redundant water supply project that requires two other ground level water
storage facilities to be out of service for the duration of the project. The estimated project completion
date is September of 2024. The Village does not intend to take Reservoir 4 out of service for repairs
until these two water storage facilities are back in service.

SUMMARY OF TANK E PERTiSE
Chip Stein joined Tank Industry Consultants in 1988. Since then, Chip has been involved in more than
14,000 tank engineering projects ranging from new tank design and construction to tank evaluations,
tank rehabilitation projects, and tank demolition. As President, Chip is responsible for scheduling and
overseeing work conducted by TIC's staff of civil, mechanical, and chemical engineers. He reviews
engineering designs, specifications, reports, and client invoicing, and is responsible for contract
administration duties performed for TIC's clients. He also supervises IC's continual development and
refinement of environmental and safety information, procedures, and training.
Chip is a member of the AWWA Standards Council, and he Chairs the AWWA Standards Committee on

TIC provided an ROV evaluation on the partially buried Chicago Suburban A Tank in Mount Prospect,
Illinois on August 25, 2017. The exterior of the tank appeared to be in poor condition with heavy
cracking, spalling, efflorescence, and exposed aggregate. The interior of the tank appeared to be in fair
condition overall with minor debris and concrete chunks observed. TIC completed the detailed
specifications for the Rehabilitation of the Interior and Exterior of the 1,250,000 Gallon tank in March
2018. TIC provided bidding assistance, submittal review, request for information, and provided
observation during the rehabilitation. The project was completed in December 2018.

Tank Industry Consultants will provide the bidding services outlined in the Statement of
Qualifications and assist the Village with drafting and securing contracts from the
contractor awarded the project. This may include scanning and emailing agreements as
required for the Village's review and administration. The fee for bidding assistance will be a
fixed fee of $2,990.

The not -to -exceed fees listed are based upon the attached rate sheet and further detailed in the cost breakdown
included as Attachment A.

*A minimal amount of time may be charged for the field technician's preparation of documentation in addition to on-
site time. This estimate is based on a 50 — 70 day rehabilitation schedule of 50 -hour weeks. This estimate can be updated
after specifications have been completed and the contractor's schedule is known.
