This total includes all lights on major arterials, secondary arterials, collector streets and local roads. 1,337 (56%) are owned by the Village. The balance, 1,025 (44%) are owned by Commonwealth Edison (ComEd). 428 of the Village's 1,337 streetlights (32%) are installed on local streets (not on major arterials). 719 of ComEd's 1,025 streetlights (70%) are installed in residential areas. Most Village -owned lights in residential areas are powered by LED luminaires. The Village inventory also includes high pressure sodium, halogen, and metal halide luminaires. Most of ComEd lights are powered by LED lamps. Substantial cost savings have been realized by retrofitting streetlights with energy-efficient fixtures such as light -emitting diode (LED) lamps. Cost savings are garnered from reduced electrical consumption, less maintenance and longer equipment life. Public Works staff began replacing existing Village -owned high-pressure sodium and metal halide luminaires with LED luminaires in 2018. Last year, 140 existing high-pressure sodium luminaires in various locations throughout the Village were replaced with the LUMEC RoadFocus cobra head LED fixture. The 2024 planned work includes replacement of 129 high pressure sodium fixtures located on local streets throughout the Village. This year's project will complete the retrofit of all village - owned streetlights with LED luminaires except for the Melas Park entrance drive and parking lots. The specified fixture is the LUMEC RoadFocus cobra head LED fixture. The Village has utilized these fixtures in the past, along with other Illinois municipalities, including the City of Joliet, the Village of Oak Park, and the Village of Mokena. These fixtures will also come with house shields that help direct the light straight down onto the roadway. The fixture is rated for a 100,000 -hour lifespan and comes with a 10 -year warranty. The existing high pressure sodium fixtures being replaced in this year's project are both 295W fixtures and 465W fixtures. Replacing these existing fixtures with the new RoadFocus cobra head LED fixture, could generate a total wattage reduction of 53,835 watts. Discussion The Suburban Purchasing Cooperative (SPC) has an existing contract (EV2370) with Graybar for electrical lighting equipment. The Village of Mount Prospect is a member of the Suburban Purchasing Cooperative. The Suburban Purchasing Cooperative contract satisfies the public bidding requirements of the Village of Mount Prospect purchasing policy. Alternatives 1. Accept Suburban Purchasing Cooperative Joint Purchasing Agreement results for the purchase of LED streetlight fixtures. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Boar accept the Suburban Purchasing Cooperative (SPC) joint purchasing bid results (SPC #192) and authorize the purchase of 227 LUMEC Road Focus cobra head LED Fixtures and associated accessories from Graybar of St. Louis, Missouri at a cost not to exceed $49,918.00.
