Emerson St. Members present upon roll call by the Village Clerk: Mayor Paul Wm. Hoefert, Trustee Vincent Chante, Trustee Agostino Filippone, Trustee Terri Gens, Trustee Bill Grossi, Trustee John Matuszak Absent: Trustee Colleen Saccotelli (arrived at 8:10 p.m.) CITIZENS TO BE HEARD Louis Goodman 310 N. School St. • Asked if Mayor Hoefert attended the Mayor of Chicago's meeting on the migrant crisis and asked if any information could be shared with the public. Mayor Hoefert responded, stating he did not attend the meeting and does not plan to attend any future meetings on this issue. Mayor Hoefert indicated that while this is not a problem for the Village to solve, we will commit resources to address needs in our community. I. Draganov 222 N. Yates • Requested a status update on Prestige Foods, adding the problem persists as odors continue to plague the area during the day Mayor Hoefert and Village Manager Cassady responded, stating Village staff is diligently working on a resolution and the case is working its way through the court system. Mr. Cassady stated updates will be communicated via email. DISCUSSION ITEMS 3.1. Fairview Gardens Sewer Improvements Director of Public Works Sean Dorsey presented updates and solutions to the Fairview Gardens Sewer improvements. Mr. Dorsey began the presentation by reviewing the current conditions and the problems affecting the homes comprising the Fairview Gardens subdivision. The sewer pump station serving Fairview Gardens is very old and needs to be replaced. A permit from the MWRDGC (Metropolitan Water Reclamation District of Greater Chicago) is required to replace the sewer pump station and requires a 66% reduction in discharge capacity. The Fairview Gardens sewer pump station is larger than needed to service the area, resulting in too much non -sanitary inflow into the sanitary sewer. Mr. Dorsey stated the proposed solution is to replace the sewer pump with a new gravity outfall sewer which would eliminate the need for a pump station. Mr. Dorsey presented cost estimates of alternatives to solve this problem including inline pipe relief storage ($8.6 million), underground relief storage systems at St. Emily's parking lot ($5.6 million) and at Bluett Park ($4.6 million). The gravity outfall solution is the most cost and performance -effective solution. However, the MWRDGC would still require the removal of clear water inflow from private property sources. To satisfy this requirement, the 95 homes identified as having clear water inflow problems would need to be addressed. Mr. Dorsey stated staff is proposing a direct grant program of $25,000 per home and a total program cap of $2 million. The proposed funding would pay for 80 of the 95 affected homes, based on cost estimates from the pilot program, and funding would be dispersed on a first-come, first-served basis. Mr. Dorsey stated a pilot program on Lowden Lane was recently completed. The average cost to eliminate clear water inflow from a single-family home was $33,444 which included the cost of complete restoration. The average cost per home for the required plumbing work only was $25,444. Mr. Dorsey stated staff proposes to limit eligible grant funding to required plumbing work only. Funds in the amount of $444,444 would be drawn from the American Rescue Plan for the grant funding. The remainder of the cost for the project, $1.2 million, will come from the General Fund. Village Manager Michael cassady made clear that when the Village was made aware of the MWRDGc's permit requirements, the Village objected to their position and appealed this requirement, unsuccesfully. Mr. Dorsey answered questions from the Board. Board comments: Thanked staff for developing this solution; the gravity outfall sewer is the best alternative to address this situation Great solution to a complex problem • Staff will continue to source funding for the remaining fifteen homes not covered in this initial phase Public comment: I. Draganov 222 N. Yates Lane • Asked if there are a total of 45 homes in the subdivision. Mr. Dorsey clarified, stating 45 homes have been identified as those that will likely need work and that does not represent the total number of homes in the subdivision. Mr. Dorsey answered Mr. Draganov's questions specific to his home. Resident 128 N. Stratton Lane • Asked clairfiying questions regarding the MWRD permit process and disconnection. Mr. Dorsey provided the following in response to her questions: a. Village staff will perform inspections at no charge to the residents b. Ciorba Engineering is the design engineer for this project c. Construction of the gravity outfall serer is expected to begin in April with a July target completion date Dennis Stephens 210 N. Yates • Questioned if there is an update to the map of the subject homes previously provided; Mr. Dorsey stated an updated map will be provided soon Des Plaines resident • Mr. Dorsey responded to his questions regarding the grater table in the subject area and reviewed the project's scope of work Mark Saletni k 1 503 E. Emmerson Lane • In response to his question, Mr. Dorsey stated that while details have yet to be finalized, the Village will provide documentation proving disconnection and/or proof homes have been inspected and are not affected by this issue. Mount Prospect resident • Asked if the contractor performing the work will be selected by the homeowner or Village staf f. Mr. Dorsey stated this has not yet been determined No further discussion. VILLAGE MANAGER'S REPORT 4.1. As submitted No additional report. ANY OTHER BUSINESS Mayor Hoefert reminded everyone that the Chamber breakfast featuring his "State of the Village" address is tomorrow, January 24, at Old Orchard Country Club. ADJOURNMENT With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Grossi seconded by Trustee Gens motioned to adjourn the meeting.
