Kensington Road Mount Prospect, Illinois 60056 j BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING February 05, 2024 OPEN SESSION MINUTES Phone (847) 870-5656 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:46 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner Bill Knee, Commissioner Staff Present: Michael Eterno, Police Chief Anthony Addante, Deputy Chief Joseph Garris, Deputy Chief John Dolan, Fire Chief Lisa Schillinger, Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES Commissioner Bork made a motion to approve the Open Session Minutes of December 4, 2023 and Commissioner Claussen seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD — No one in attendance. 5 FIRE DEPARTMENT UPDATE Fire Chief Dolan discussed the Lieutenant promotional process with the Board. Approximately 30 firefighters/paramedics are eligible. Applications are due 2/16/2024. The assessment center is scheduled for mid-June and the list should be established by mid-July. Additionally, Chief Dolan discussed the updates to Station 11. The department is working to have it operational by the 3rd quarter. Chairman Powers asked about the new hire cycle for the Fire Department. It was stated that it is planned for late summer or early fall and the department has set a goal of over 200 applicants. Chief Dolan provided the Board with a summary for the calls in 2023. They received 7300 calls — 5300 were EMS. The volume of calls was heaviest on the south end of the Village. 6 POLICE DEPARTMENT UPDATE Police Chief Eterno briefed the Board on the status of Officer Alberto Lopez, who returned to full duty 01/19/2024 and is currently in the FTO program. Recruit Perez will be returning to the academy in May at PTI. Recruiting officers will be attending a law enforcement hiring expo in Elmhurst to kick off our recruiting cycle. 7 CLOSED SESSION —CHAIRMAN POWERS ASKED FOR A MOTION TOGO INTO CLOSED SESSION A motion was made by Commissioner Bork and seconded by Commissioner Knee to go into Closed Session at 5:57 PM. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2. Approval of closed session minutes of December 4, 2023 7.3. Discussion of police officer candidates 7.4. Discussion of fire candidates 7.5. Interview lateral police officer candidate A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 6:59 PM. Motion Unanimously Approved The Board returned to Open Session at 6:59 PM. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, John Dolan, Joseph Garris, Anthony Addante, Lisa Schillinger 8 OLD BUSINESS 8.1 RULES AND REGULATIONS 8.1.1 DISCUSSION — The Board discussed new proposed revisions to the Rules and Regulations including the following: 1) Acceptance of the POWER test card before conditional offer of employment 2) 20 hours per calendar year of apprenticeship experience will count toward the 60 hour educational requirement 3) Addition of a BOFPC interview component to the Sergeant's promotional process 4) Change in scoring to the Sergeant's promotional process as a result of the addition of a BOFPC interview component 9 NEW BUSINESS 9.1 VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH POLICE AND FIRE CANDIDATES TO REMOVE FROM CONSIDERATION AND THE TESTING PROCESS BASED ON THE INITIAL BACKGROUND INVESTIGATION A motion was made by Commissioner Knee and seconded by Commissioner Claussen to remove not recommended lateral candidate discussed in closed session from consideration. Motion Unanimously Approved A motion was made by Commissioner Busse and seconded by Commissioner Bork to remove not recommended new recruit candidates discussed in closed session from consideration. Motion Unanimously Approved 9.2. DISCUSSION OF 2024 POLICE DEPARTMENT RECRUTING TIMELINE, EXAMINATION AND PROCESSES Deputy Chief Addante discussed the proposed recruiting packet including the recommended test selection of the I/O Solutions Law Enforcement Officer Selection Test (LST). The proposed test provides better predictability as relates to quality of a candidate and is highly predictive of success in a law enforcement role. A cutoff score of 70 for the examination was suggested. A discussion of the proposed timeline was initiated which includes the following: A launch date of late March 2024 with a written test date of May 181h. Oral interviews would occur in mid-June. Chairman Powers stated the Board is in agreement with the testing timeline and testing format selection. 10 ADJOURNMENT -With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Busse to adjourn the meeting at 7:34 PM.
