AMEND CH. 2. An Ordinance was presented for first reading that
would amend Article II of Chapter 2, entitled
"Rules of Order". This'Ordinance clarifies and
defines the various votes necessary in specific
instances, sets forth the procedure involved with a
veto and over-riding a veto, as well as general
house-keeping.
There was discussion~ as to whether the Village
President actually has veto power, and that if such
language were to be returned to theCode if that
would constitute a change in the form of
government. .It was suggested that if the
interpretation was that having veto power was a
change in operations, the question should be put. to
the voters of the Village.
Trustee Wilks asked that the Ordinance include
language that would put the question to the voters
as to whether the Village President should have a
veto power.
It was the opinion of the members of the Board that
the Village should encourage the General A~sembly
to adopt legislation clarifying this issue,
however, if no legislation is presented or pending
by November, 1996, the question of whether the
Village President shOuld have the veto power should
be put to the voters in the form of a referendum,
as suggested by Trustee Wilks.
This Ordinance, as amended, will be presented May
