Over the past few months, the Fire Department and Public Works have had the chance to sift
through and assess all the tools and equipment that came with the acquisition of Fire Station
11. Staff have repurposed some of the equipment but found much of it either redundant to
current inventory or not to department standards. Included in the assets acquired, are two
ambulances and two rescue -pumpers (fire engines). Attached are Public Works Emergency
Vehicle Technician's inspection reports for those vehicles. With most of our emergency
apparatus being replaced over the last eight years through our normal vehicle replacement
schedule, our mechanics found our frontline and reserve apparatus to be in much better
condition than any of the apparatus acquired from the Elk Grove Rural Fire Protection District.
Traditionally, after 15 to 20 years of service, our decommissioned vehicles would sell for
$15,000 to $30,000 at auction. In recent years, however, the value of used fire and EMS
apparatus has diminished considerably. Surplus inventory, unique builds, and a preference for
vehicles from dry climates has reduced the demand for used vehicles from our region. After
listing on four different government auction sites over a four-month period, our most recent
fire engine sold for $7,700.00, and our two most recent ambulances listed, sold for $8,050.00
and $9,000.00 at auction.
The ambulance that was the frontline ambulance for the Elk Grove Township Fire Department
and considered by our Public Works mechanics to be in the best shape of the four vehicles, is
currently being used by the Elk Grove Village Fire Department. They had two ambulances
recently go out of service for mechanical issues and asked to borrow them until repairs could
be made to their vehicles. Elk Grove Village has since offered to house and maintain the
vehicle as a shared reserve ambulance, available to Mount Prospect and Des Plaines Fire
Departments. Staff is in full support of this proposal due to the increasing demands on our
ambulances and mechanics.
Harper College has had both a Fire Science program and EMT program for many years where
students can earn their associate degree. In 2023, their Board of Trustees approved
construction of a new emergency services training center/fire academy where students from
both programs could obtain their Office of the State Fire Marshall Basic Operations Firefighter
certification. The facility will also host a myriad of fire service training classes as well as be
available to area fire departments to conduct drills and training. With live fire training an
integral part of the academy's curriculum, a fire engine would obviously be a tremendous
asset. In addition, an ambulance can be converted to a stationary prop where EMT students
can practice the skills of treating patients in the back of an ambulance. The Fire Department
wishes to donate one engine and one ambulance to Harper College. This is a great way to
keep both vehicles in a position to serve communities in the area.
The Elk Grove Township Fire Department's reserve engine is the oldest of the four vehicles
and determined to be the vehicle in need of the most repair. We offered this fire engine to the
NIPSTA fire academy but due to projected costs of repairs and the unique compressed air
foam system pump, considered high maintenance, they declined the offer. With a few other
parties interested in the vehicle, we will attempt to donate or sell this vehicle in the near
future.
Lastly, there is an air compressor and cascade fill station we are asking the Village Board to
declare surplus for the purpose of donating. This system is outdated and includes air tanks
that require hydrostatic testing and a fill station that does not have the safety features
(explosive protection) that our current systems have. Through funds awarded from the
Assistance to Firefighters Grant, we recently installed a new breathing air cascade system at
Station 12 which would be available for Station 11 personnel. Along with approximately 20
Self Contained Breathing Apparatus (SCBA) harnesses, this is another item we intend on
donating to the Harper College Fire Academy. The SCBA harnesses are dated and a different
brand which is not compatible with our current breathing apparatus systems. The value of
both the cascade system and harnesses have a value of less than $500.00.
The Fire Department requests Village Board approval to declare the following assets surplus in
order to be donated or sold.

ORDINANCE NO.
AN ORDINANCE AUTHORIZING THE DONATION OF SURPLUS PERSONAL PROPERTY
OWNED BY THE VILLAGE OF MOUNT PROSPECT
WHEREAS, pursuant to Section 11-76-4 of the Illinois Municipal Code (65 ILCS 5/11-76-
4), the Corporate Authorities of the Village of Mount Prospect may dispose of personal property
owned by the Village when, in the opinion of a simple majority of the Corporate Authorities, such
property is no longer necessary or useful to, or for the best interests of, the Village; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect deem
it no longer necessary, useful or in the best interests of the Village to retain the personal
property described in Exhibit A, which is attached hereto and incorporated herein.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, ACTING
IN THE EXERCISE OF ITS HOME RULE POWER:
SECTION ONE: The personal property, described in Exhibit "A," is declared to be
surplus personal property because it is no longer necessary, useful or in the best interests of the
Village to retain.
SECTION TWO: The Village Manager, or his designee, is authorized to donate the
Surplus Property in the manner described in Exhibit "A."
SECTION THREE: This Ordinance shall be in full force and effect from and after its
passage, approval, and publication in pamphlet form in the manner provided by law.
