[Minutes of the regular meeting of the Village Board - February 5, 2024 [Motion by Colleen saccotelli, second by Bill Grossi to approve the minutes of the February 5, 2024, regular meeting of the Village Board: Yea: Vincent Dante, Agostino Filippone, Terri Gens, Bill Grossi, Colleen saccotelli Nay: None Absent: John Matuszak Final Resolution: Motion Passed MAYORS REPORT 4.1. 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. {This Ordinance will increase the number of Class F -3-V licenses by (1) BIG FISH'S ICEHOUSE, LLC d/b/a/ BIG FISH'S ICEHOUSE and decrease the number of Class F-3 licenses by one (1) BIG FISH'S ICEHOUSE, LLC d/b/a/ BIG FISH'S ICEHOUSE located at 1501 Feehanville Drive Mount Prospect, IL.} Big Fish's Icehouse representatives Carol strahammer and Garret supples addressed the Board to request approval of a Class F -3-V (restaurant with lounge and video gaming) liquor license. Big Fish's Icehouse is located at 1501 N. Feehanville Drive. Ms. Strahammer stated they received a video gaming license from the state in December and the Village license is the final step in the process. A RESOLUTION IN SUPPORT OF TATKOWSKI INVESTMENT GROUP, LTD.'S APPLICATION FOR A RENEWAL OF THEIR COOK COUNTY CLASS 6B TAX INCENTIVE FOR THE PROPERTY LOCATED AT 3020 MALMO DRIVE Director of Community Development Bill Conney presented Tatkowski Investment Group's request for a renewal of their Class 0b tax incentive for property located at 3020 [Malmo Drive in the Kensington Business Center. Mr. Cooney stated the Cook County Class 0b incentives are granted to attract and retain businesses by reducing the assessment level for qualified manufacturing and warehouse/distribution facilities for twelve years and, with the support of the Village, can be renewed for an additional twelve years. Mr. Cooney stated Mr. Tatkowski was present to answer questions from the Board. There were no questions. As submittted No report. VILLAGE MANAGER'S REPORT COMMITTEE OF THE WHOLE DISCUSSION ITEMS 10.1. Human Services Department's 2023 Mental Health Services Review Director of Human services Julie Kane presented the department's 2023 [Mental Health Services review. Ms. Kane began by explaining the importance of mental health in our society today and explaining what mental health care looks like and the different treatment paths to address and initiate care. Ms. Kane provided details on the many ways [Mount Prospect's Human services department works to improve the health and well-being of our community. Ms. Kane included the department's approach and response to the needs of the community by providing services that include general social services, public health nursing services, emergency assistance programs, and police social services. she explained how the department addresses language, income, and transportation barriers and social biases. Ms. Kane also detailed the department's close partnership with the Police Department by providing support and counseling to those experiencing chronic mental illness, trauma, death and grief, sexual assault and domestic violence and elder abuse. Ms. Kane stated the department's therapy dog, Hoover, provides special comfort to those in need. The Human services Department also offers services and programs to the community, including women and girls support groups, the food pantry, senior wellness monthly programs, and awareness campaigns. The Board applauded the work of the Human services department, adding the services provided by the department is unique and sets [Mount Prospect apart from other communities. Ms. Kane answered questions from the Board. Public Comment: Carole Martz Resident • Asked if there is a program that provides residents with free access to Narcan (the drug used to reverse an opoid overdose) Police Chief Eterno stated that while there is no program that provides Narcan to the general public in the Village, every police officer is supplied with Narcan. Chief Eterno stated Narcan is available over-the-counter and the department is seeking grant opportunities to fund a public - access program. Ms. Kane added the Human Services staff is also trained to adminster Narcan and is actively seeking programs to make it readily available to the communtiy. No further discussion. [Mayor Hoefert thanked Ms. Kane for her thorough presentation. ANY OTHER BUSINESS Trustee Gens invited residents to attend Wednesday's (February 21) open house to discuss the Arterial Bike Network Study. Staff is seeking input from the community. The open house will take place in the Farley Community Room from 5:00 p.m. to 7:00 p.m. ADJOURNMENT With no additional business to conduct, [Mayor Hoefert asked for a motion to adjourn. Trustee Bill Grossi, seconded by Trustee Vincent Dante, motioned to adjourn the meeting.
